Nagpur Municipal Corporation to lease out defunct conservancy lanes

NAGPUR: The Nagpur Municipal Corporation (NMC) has decided to lease out the remaining conservancy lanes in city, with total estimated area of at 20.76 hectares, to owners of adjacent plots. The plot owners will get possession of conservancy lanes and also FSI. The NMC will get some revenue and will ensure lanes are not used for nefarious activities.Additional deputy municipal commissioner Ravindra Kumbhare has implemented the system for the lease holders of NMC in four layouts Dharampeth, Congress Nagar, Barse Nagar and Chimabaipeth where the state government had already given sanction.

Kumbhare had prepared the proposal to cover the entire city's conservancy lanes estimated at 20.76 hectares under the system and sent for the state government's consent. Conservancy lanes in other areas like Dhantoli had been absorbed into respective plots many years ago.Giving details, estate officer DD Jambhulkar told TOI that the citizens would benefit to a great extent. "There was no underground sewage system in city till 1955. Conservancy lanes were left at the rear side of houses to clean the sweeper service toilets in a layout. The lanes became defunct with introduction of underground sewage system after 1955. The lanes about 8 to 16 ft in width between two residential lanes were either defunct or encroached upon.

Any construction in the lanes is unauthorized and liable to be demolished. Therefore, NMC decided to give the lanes on lease to the plot owners who will also get FSI according to the area of lane, he said.Jambhulkar further said property holders will have to pay premium to NMC according to the ready-reckoner rates. "Lease will be given for 30 years.

The NMC will charge ground rent from the lease holders," he said. He said that there were 3,728 lease holders of NMC in 20 layouts. "Government had approved leasing out in four layouts. NMC had started the process in these layouts. The remaining layouts will be carried once government approval comes," he said.NMC started zone-wise camps to renew the lease of 3,728 plots. Jambhulkar said the camps were conducted in Dharampeth and Nehru Nagar zones. "Remaining zones will be covered in coming days. The lease of conservancy lanes will be issued along with renewal of lease plots," he said. Actually, the Government approved the system of leasing out conservancy lanes in four layouts in 2008.

But the NMC officials were sitting on the system. Kumbhare came to know of the approval and implemented the system now.Similarly, the NMC has not renewed the lease of the plots for many years. The leasing out of plots started from Barsenagar Chimabaipeth in 1907. NMC failed to renew the lease after completion of lease period. Besides, many lease holders either sold the plots to others without taking NMC consent or began using them for commercial purpose. Kumbhare started the process to check and renew the leases in the last few months. The NMC is expected to get huge revenue from the process.

Citing revenue loss owing to non-renewal of licence for billboards, with a set of laws for outdoor ads passed by the Pune Municipal Corporation two years ago pending approval of the state government, political parties are now putting pressure on the PMC administration to renew licence of hoardings instead of waiting for the state government nod.

The new regulations had been passed by the PMC to improve the skyline scarred by posters, billboards sprouting up in every available space.

At a recent meeting of party leaders, Mayor Vaishali Bankar raised the issue. “PMC is losing revenue as licences are not being renewed. Therefore, the civic administration should start giving permission to allow existing hoardings,” she said.

The mayor’s demand was backed by leaders of most political parties, barring a few corporators who argued that implementation of the policy was in the interest of civic body as it would generate a much higher revenue.

The civic administration, meanwhile, clarified that permission can be given only if the hoardings met certain conditions laid down in the new policy and said no hoarding fits the bill as of now.

“PMC would get six times the revenue if the policy is implemented. Therefore, allowing ads ignoring the policy would lead to a financial loss for the civic body,” Municipal Commissioner Mahesh Pathak told the party leaders.

In the civic general body meeting, the civic chief had urged corporators to urge the state government to approve the policy so that it is implemented with immediate effect.

The civic administration had floated tenders for ads as per the policy and said it had received a “good response” with assurance of six-times the normal revenue. The Outdoor Hoarding Association had taken the civic body to court against the decision and the civic administration could not issue work orders to agencies that were to get the contract.

In its amended policy, the civic administration has divided the PMC into 116 units for outdoor advertisements. It proposes “no hoarding zones” in various pockets and restrictions on hoardings and banners within 200 metres of schools, colleges, hospitals and police stations.

The look of the city roads lined by hoardings and banners on both sides will change once the policy comes into effect, as a gap of at least 20 metres has been proposed between two hoardings. No hoarding will be allowed perpendicular to the road, officials said.

All hoardings will be parallel to roads and will have a maximum tilt of 30 degrees so as to not distract drivers. The trend of “building roofs” for hoardings will also be stopped. The policy would also check advertising campaigns on roads and use of public address systems for advertisements.

BMC corporators, staff take part in cookery contest

Woman corporators and staff of Berhampur Municipal Corporation (BMC) took part in a competition to test their culinary skills on Wednesday.

This competition was conducted on BMC campus. Large number of staff of the BMC as well as locals gathered to cheer the contestants. According to community organiser of BMC, Smita Das, who conducted the competition, the contestants had to prepare a full course meal adding as many delicacies they could.

Four corporators Sanghamitra Dalai, K. Drakshyama Achari, Jyoti Subudhi and Parvati Pradhan participated in this cookery competition. Each of them prepared five to seven dishes that ranged from biryani to kheer. But they were provided stiff competition by a staff of the BMC, Kuni Patra, who prepared a multi course meal comprising of 38 types of food items. Ms. Patra said she prepared such a multi-course meal which would have the eater desiring for nothing else.

The mouth-watering dishes prepared by the competitors were first judged by the judges and savoured in a joint feast in which corporators and staff of the BMC took part. According to Ms. Das although the winner of the competition had been chosen yet her name had been kept a secret. The winner would be declared during the self governance day celebration function by the BMC on Friday.
