(NMC) on Thursday cancelled the proposal of inviting fresh tenders from
private firms for sterilizing dogs and decided to implement the
sterilization programme on its own. The proposal of inviting
tenders amounting to Rs 75 lakh within the limits of NMC for 2012-13 was
tabled at the general body meeting of the NMC. When corporators
criticized the move of the NMC administration to implement the dog sterilization programme through a private contractor, it was decided that NMC will implement the programme.
Alleging irregularities in the sterilization programme, corporator
Komal Meheroliya said, "As per the state, the dog sterilization
programme was for female dogs only, but castration of male dogs was also
mentioned in the civic proposal, which was wrong. Besides, mobile vans,
which are necessary to catch the dogs, were also not used by the
contractor. According to the report from NMC administration, around
36,000 dogs were sterilized in the past three-and-a-half years. Was this
work on paper only?"
The contract of the agent responsible for
sterilization expired on May 6 and since then, the NMC has stopped its
sterilization program.
City mayor Yatin Wagh
said, "The implementation of the dog sterilization programme is
mandatory as per the directives of both central as well as the state
governments. But considering the bad experience in the last two years,
the programme will be implemented by NMC administration and all
necessary instruments required for the programme will be purchased. NMC
has no veterinary doctors. Hence, veterinary doctors will also be
appointed as per requirement on permanent or honorarium basis."

Nashik Municipal Corporation: Five co-opted members appointed
NASHIK: The Nashik Municipal Corporation (NMC) on Thursday announced the appointments of five co-opted members. The members were co-opted according to the strength of the party in the House.Among the five members co-opted, Haribhau Lonari and Sandeep Lenkar are from Maharashtra Navnirman Sena (MNS), Shiv Sena leader Manik Sonawane, Sachin Mahajan from the Nationalist Congress Party (NCP) and Akash Chhajed from the Congress Party. The city mayor Yatin Wagh formally announced these appointments.The party group leaders in NMC had submitted the names of their
respective candidates to the municipal commissioner Sanjay Khandare on
July 25, which were afterwards submitted to the city mayor Yatin Wagh. Accordingly, the appointments of the co-opted members were cleared on Thursday at the General Body meeting.
Additionally, nine members for the Women and Child Welfare Committee
were also announced by Wagh at the general body meeting on Thursday,
including three members from MNS, two each from Shiv Sena and NCP, and
one each from BJP and Congress party.
Usha Shelke, Shobhana Shinde, and Meena Malode from MNS, Lalita
Bhalerao and Manish Dhekare from Shiv Sena, Ranjana Pawar and Nilima
Amale from NCP, Savita Dalwani from BJP and Vaishali Bhagawat from
Congress party were appointed. as the members of the Women and Child
Welfare Committee of NMC.

NAGPUR: After executing poor quality works for years, the contractors of Nagpur Municipal Corporation
(NMC) have apparently started feeling that honesty is the best policy.
Their union has unanimously decided to expose contractors who do
substandard jobs. Vijay Nayudu, president of NMC Contractors'
Welfare Association (NCWA), said that the contractors who wanted to
execute quality works were not getting jobs as inexperienced contractors
were getting the contracts at as much as 35% below estimate.
"In 2011-12 most of the works were awarded 15 to 20% below the estimate.
These contractors quote low prices to somehow bag the contract. Later
they realize that they would incur huge losses. In many cases they leave
the job midway or incur losses. That is why everybody has realized that
such policies are not beneficial for anybody in the long run," he
explained. Standing committee chairperson Dayashankar Tiwari
had recently told the office-bearer of NCWA that they should improve
the quality of works else action would be taken against them. He had
pointed out instances of contractors bagging the contract far below the
estimate and then leaving the job midway. Tiwari had told NCWA
that the BJP-led government was drawing flak from citizens for the
shoddy works. Nayudu said that the union fully supported Tiwari's
decision to make standing committee members inspect the road works.
"A meeting of over 250 contractors was held today. All the members
agreed that they were ready to allow other contractors to inspect their
works. If we find that the quality is substandard then we will inform
the concerned engineer and urge him to do a spot inspection," Nayudu
said. NCWA will not inspect the works awarded till now. The
vigilance exercise will be done for the works in future. "There is no
point in inspecting works awarded in pasts because many of our members
had to go in for substandard works due to unhealthy competition among
ourselves," Nayudu claimed. A NMC contractor, preferring
anonymity, said that NMC engineers were scared of inspections because
they had certified the quality of works. "Inspection by standing
committee members has exposed their claims about good roads. Most of the
engineers do not inspect the works on the spot and just ask the
contractors to maintain the quality. As a result the quality suffers,"
he said.
