2-child norm for local bodies skews sex ratio

Research finds drastic consequences

India’s attempt at a China-type population control policy appears to have had drastic but unintended consequences. Laws enacted by State governments in the late 1990s and 2000s restricting political eligibility to candidates with two or less children did reduce family sizes in those States, but severely affected the sex ratio, a new research has found.

Over the period, 11 Indian States passed laws disqualifying persons with more than two children from contesting panchayat elections. Some States like Bihar, Gujarat and Uttarakhand enacted such laws later, while Himachal Pradesh, Madhya Pradesh and Chhattisgarh repealed their laws after 2005. Uttarakhand and Bihar implemented the law only for municipal elections.

In a working paper, economists S. Anukriti from Boston College and Abhishek Chakravarty of the University of Essex looked at seven States — Rajasthan, Haryana, Andhra Pradesh, Orissa, Himachal Pradesh, Madhya Pradesh, and Maharashtra — in which such laws were in effect between 1992 and 2005.

Using data from various rounds of National Family Health Survey (NFHS) and District-Level Household Survey (DLHS), the researchers found that there was a marked decline in the number of women in the general population reporting third births exactly one year after the new policy was announced; the first year was a “grace period” in all of the State laws.

This decline was relative to that State’s own history of decline in fertility as well as other States which didn’t enact such laws.

BBMP council gets 20 new nominated members

The Urban Development Department on Tuesday issued an order nominating 20 members to the BBMP council. The previous BJP government had nominated 20 members to the council. But their membership was cancelled after the Congress came to power. The nominated members challenged the decision in High Court. The government nominated new members after the stay on the case was vacated recently. The new members are: H.S. Syed Amanulla (K.R. Puram), H. Ramamurthy (Yeshwantpur), G.S. Krishnamurthy (Dasarahalli), Bhaskar Reddy (Mahadevapura), K.V. Patel Raju (Bommanahalli), G. Anand Murthy (Mahalakshmi Layout), Noor Jaan (Pulikeshinagar), K. Manjunath (C.V. Raman Nagar), A.B. Khadir Haji (Shanthinagar), H. Vijay Kumar (Rajajinagar), T. Ramesh (Vijay Nagar), N. Amaresh (Chickpet), J. Nataraj (Shivajinagar), Lakshmipathi (Padmanabhanagar), R. Shobha (Jayanagar), D. Raghu (Sarvagnanagar), L. Lingaiah (Gandhinagar), J. John (Sarvagnanagar), Sampath (B.T.M. Layout) and K.E. Harish (Malleswaram).

Corporation resolution seeks check on prices in Supplyco

Corporation asks State to monitor prices in Supplyco stores

The Kozhikode Municipal Corporation Council on Wednesday passed a resolution urging the State government to withdraw the increase in the prices of essential commodities in the Supplyco stores.

M.Radhakrishnan of CPI(M) who presented the adjournment motion said that the prices of commodities in Supplyco stores have risen so much that they match the prices in other stores.

He said that there was already a steep price rise during Eid-ul-Fitr and another steep rise so soon would burn the pockets of the common man. Councillor V. Sudheer of the CPI(M) said that the price rise was normal during the Onam season, but the State government did not have the political will power to control it like in earlier years. Councillors Zakariya P. Hussain (Congress), P.Avaran (IUML), C.P.Salim (Congress), Janamma Kunhunni [(CPI(M)] and K.Balagopalan (Congress) spoke on the occasion. To lighten up the situation, Councillor K. Ravindran of CPI(M) recited a poem by Vyloppilly Sreedhara Menon. The motion was unanimously passed. Later the Council passed a 170-point agenda. The councillors T. Moideen Koya [CPI(M)], Nabeesa Seithu (IUML), T.P.Koya Moideen [CPI(M)], Beeran Koya [CPI(M)], T.Hassan [CPI(M)], C.P.Salim (Congress), P.Kishenchand (SJ-D) and N.C.Moinkutty (SJ-D) presented calling attention motions regarding issues in their respective wards.
