Civil works may suffer as contractors threaten strike

Civil works including the re-laying of roads and reconstruction of drains in Kochi and adjoining areas may come to a standstill as contractors have threatened to boycott the works. It's the burgeoning arrears that have prompted the over 25,000-odd-contractors across the State to raise the banner of agitation. Organisations of contractors have demanded immediate steps for clearing the pending bills.

“If the governments, including the local bodies, fail to clear the bills, no new works will be taken up during the next fiscal,” said M. Mohamed, Ernakulam district secretary of the All Kerala Government Contractors' Association.

The contractors complained that the government owed them around Rs.500 crore in the district alone. “As the contractors are running short of funds, they won’t be able to take up any new civil works until the pending bills are cleared,” he said.

The Kochi Corporation owed its contractors around Rs. 50 crore, the highest unpaid amount in the recent times, said M.R. Chandran Pillai, State president of the LSGD Contractors Federation.

The local body had cleared some dues recently after raising Rs.10 crore as over draft from a local bank. It has offered to clear some pending bills after the culmination of the intensive tax collection. The contractors might resort to boycott of works in the city if the local body failed to clear the pending bills within a fortnight, Mr. Chandran Pillai said.

Barring a few local bodies such as Kalamassery Municipality, the bills of completed civic works are pending in most of the local bodies in the State. “If the local bodies refuse to clear the arrears, the contractors will go in for a strike after the first week of April,” said Mr. Chandran Pillai.

With the March 31 deadline fast approaching, the local bodies are on a spending spree to complete works and clear the bills of works implemented using its own funds.

Besides the work of civic bodies that have been hit due to the paucity of funds, the scarcity of red earth has also affected the construction of houses and other buildings in the district. The district administration was not issuing permits for obtaining red earth used to fill the foundation of buildings. The government-imposed restriction had affected the commoners too, he said.

At the same time, B. Bhadra, Deputy Mayor of Kochi Corporation, said the local body had started clearing the pending bills of contractors. The process for preparing the bills for payment of money for contractors started a few days ago in the local body, she said.

GHMC Bags 12 Awards at Horti Expo

The Greater Hyderabad Municipal Corporation (GHMC) bagged 12 prizes in the annual garden festival held recently by the Department of Horticulture and also the overall championship.

The awards for various categories like landscaping, colony parks, theme parks and traffic islands were bagged by Palmatum Park, Malakpet, Rose Garden, Indira Park, Japanese Garden, Jubilee Hills, Aromatic and Medicinal Plants at Jubilee Hills,

Telecom Nagar park, Gachibowli, Chacha Nehru Park, Masab Tank, Sainikpuri Colony Park, E-Sector, Kapra, Gulmohar park, Near Sherilingampally, Dharmareddy Colony Residents Park, Mahila Welfare Society and GHMC Colony Park, Nagole Road, Traffic island, Opp Public gardens, Telugu Talli flyover garden.

GHMC Draft Budget to be Tabled on February 24

For the first time in the history of Greater Hyderabad Municipal Corporation (GHMC), the proposed draft budget of `3,850 crore for the financial year 2014-15 will directly be tabled in the GHMC General Body meeting to be held on February 24.

Interestingly, the proposed draft budget has not been discussed or approved by the GHMC Standing Committee.

As per the laid down procedure of the GHMC Act, the draft budget prepared by corporation officials should be deliberated and discussed thoroughly by the Standing Committee members. After incorporating suggestions or objections from the Committee, if any, it has to be approved in the subsequent meeting and the approved draft budget then has to be placed before the General Body for its approval.

Though the GHMC officials submitted draft budget proposals to the standing committee in November last year, and Mayor M Majid Hussain convened two special standing committee meetings to discuss the draft budget proposals two months ago, they had to be postponed as the Congress members skipped the meetings.

The eight Congress members in the Standing Committee objected to the special meeting stating that the draft budget would be approved when a member of their party holds the mayor’s position instead to the incumbent from Majilis Ittehadul Muslimeen (MIM).

As part of the post-election understanding in 2009, the Congress and MIM were to hold the mayor’s post for two years each and the Congress in the fifth year. While one party holds the mayoral post, the other holds the deputy mayor’s.

Thus, this year a Congress candidate has to become mayor. However, the political unrest prevailing over the bifurcation of the state stalled the procedure.  As a result of the stalemate between the two parties, approval for the budget was delayed. GHMC commissioner Somesh Kumar then wrote to the state government seeking clarification on the issue.

Meanwhile, a few days ago, Municipal Administration and Urban Development (MAUD) officials sent a clarification that GHMC commissioner under Section 677 of the GHMC Act can convene a council meeting to discuss important issues, if the Standing Committee failed to do so.

Based on this ground, the commissioner has convened a special meeting to discuss the draft budget at 10:30 am on February 24. Mayor will chair the special meeting.   

The GHMC has proposed draft budget of about `3,850 crore for the financial year 2014-15, a increase of `50 crore compared to current financial year (2013-14).The GHMC officials also submitted proposals to the Standing Committee for revision of budget estimates
