Heritage Conservation Committee to identify heritage buildings outside walled city

AHMEDABAD: The Heritage Conservation Committee (HCC) during it's routine meeting on Friday took up the crucial issue of unprotected heritage properties in the city. Sources claim that the nine member committee unanimously agreed that an ASI de-listed or listed "protected building" cannot become the sole criteria of giving the "heritage" status to any building in the city.

The HCC believed, "An ASI or state archaeology list of old monuments is just recognition of the heritage status given to old structures. However, listing or de-listing of a property cannot become the sole criterion to give or take away heritage status of a building. Collective memory of the community, myths, legends and narratives associated with the buildings are also an important intangible aspect of heritage of the city. A historic building is also symbolic of the rich cultural imprints, fine tastes and lifestyle on the society. Through these buildings one can always map the cultural progression of the city and its people, be it shah Jahan's palace or Le Corbusier's buildings" says a senior member of the HCC.

"Under the prevalent regulations, the HCC can take up suo moto such items or structures which it considers important to foster the cause of conservation of historic buildings," adds the member. When asked whether the Shah Jahan's palace would find a place in HCC's new heritage building inventory list, the member said, "We are studying the case of Shah Jahan's palace at the moment. We cannot ignore that the palace was built by Shah Jahan 390 years ago and has Mughal architecture."

The HCC is the high powered committee formed by the state government for Ahmedabad to identify and prepare a new inventory list of heritage buildings within Ahmedabad Municipal Corporation (AMC) and Ahmedabad Urban Development Authority (AUDA) jurisdiction limits. The committee has come into existence after the state government amended the General Development Control Regulations (GDCR) in September 2007 to include "heritage regulations" as part of the new GDCR laws.

Two weeks ago a team of the HCC visited the Moti Shahi Palace in Shahibaug and was left aghast by the new cement and concrete additions made to the buildings. The committee members had requested the Sardar Vallabhbhai Patel memorial Society (SVPMS) to immediately check the structural stability of the new additions. "The construction was stalled after the AMC issued notices under BPMC Act and the Gujarat town planning act. But even the society ignored the fact that the new additions were ruining the authenticity of the monument," said the senior member.

PCMC asks state to take up issue of no development zone with defence min

PUNE: The Pimpri Chinchwad Municipal Corporation (PCMC) has urged the state government to take up the issue of no-development zone around the Dehu Ammunition Depot with the defence ministry. The work of the slum rehabilitation project in sector 22 has been stopped as the area under the no-development zone is yet to be demarcated clearly.

Municipal commissioner Shrikar Pardeshi said, "The no-development zone affects large parts of Pimpri-Chinchwad city. The areas in the municipal jurisdiction, along with the Talawade IT Park, also come in the areas affected by the zone. Therefore, we have requested the chief minister to follow up issue with the defence ministry. We have sent a written letter in this regard to the state government."

The PCMC is implementing a slum rehabilitation project under the JNNURM in sector 22 of Nigdi, which is close to the Dehu Road cantonment limits. Sector 26 comes under the development control of the Pimpri Chinchwad New Township Development Authority.

The municipal corporation has plans to construct 11,760 tenements, of which 1,000 tenements have already been constructed.

Shiv Sena corporator Seema Savale had filed a petition in the high court against the PCMC saying that the corporation has violated the no development rules. The high court has directed the collector to file a compliance report. The next hearing in the case will be in mid-September.

Speaking to TOI, Yogesh Mhase, chief executive officer, PCNTDA, said: "We do not know exactly how much area of our limits is affected by the no development zone. We have prepared a tentative map of the areas in our limits that are expected to be affected. We have temporarily stopped giving building permissions to new constructions in the areas that are affected by the no development zone, as per the tentative map."

Speed up development works, Minister tells VUDA officials

Works being taken up by the Visakhapatnam Urban Development Authority (VUDA) in Srikakulam town should be speeded up, Minister for R and B Dharmana Prasada Rao said while reviewing the works with officials of VUDA and Srikakulam Municipality here on Tuesday.

He wanted VUDA to take up beautification of the Rs. 5 crores approach road to the town and speed up work on the Rs. 1.95 crores approach road to RIMS.

Tenders for the Rs. 4.85 crores Arasavilli-Collectorate 80-feet wide road should be finalised and work started without delay, he said.

The Minister told the officials to prepare estimates and call tenders for expansion of Chinna Bazaar road, Amudalavalasa road and internal roads at Narasannapeta and prepare a new design for the Kodi Ramamurthy stadium at Srikakulam.

Vice-Chairman of VUDA Kona Sasidhar, Chief Engineer Viswanadha Rao, Commissioner incharge of Srikakulam Municipality Bhaskara Rao, District Panchayat Officer T. Venkateswara Rao and Municipal Engineer Rammohan Rao and others explained the works to the Minister. MLA M. Srinivasa Rao was also present.
