PMC GB approves Shivsrushti project on 28 acres

PUNE: The general body (GB) of the Pune Municipal Corporation (PMC) on Wednesday approved the Shivsrushti project and decided to seek the state government's permission to acquire 75 acres of the proposed bio-diversity park (BDP) land in Kothrud for the project. The GB also approved the proposal to change a land reservation in Kothrud (which had marked 28 acres of land at survey numbers 92 and 93 for a garbage depot) into a civic cultural centre.

As per the GB resolution, the PMC can start work on the Shivsrushti project on 28 acres and extend it to 103 acres with acquiring 75-acre BDP land after the state government's permission.

The PMC had earlier planned the Shivsrushti project on the 28-acre plot, where a garbage depot was opened in 1965 and closed in 1999. When the garbage depot was closed, the PMC had promised to set up a public-utility project there. However, the land had been lying vacant ever since.

According to the PMC's plan for Shivsrushti, a permanent exhibition, depicting the life of Chhatrapati Shivaji, will be set up. Project director Nitin Desai wants to replicate some of the forts and more land will be required for the same.

The move to acquire the BDP land for the project is likely to stir a controversy as the draft development plan for the 23 merged villages reserves 1,600 hectares for BDPs on hill tops and slopes. However, the civic body and the ruling parties have no clear plan on how to raise the compensation amount for landowners. For several years environmentalists, worried about Pune's declining forest cover and greenery, wanted the BDP reservations protected. With over 90,000 people supporting the idea, the environmentalists had also said it was not difficult for the PMC to raise the funds.

The decision to go ahead with the Shivsrushti project will affect the proposed metro project. The Delhi Metro Railway Corporation (DMRC) had planned a major terminus for the metro on the Kothrud land. In July, DMRC general manager (consultancy) S Sharma had written to the Pune municipal commissioner saying that the two projects cannot co-exist.

Speaking in the GB meeting, BJP corporator Anil Shirole said, "It is high time we all in the PMC give a serious thought to the issues we are taking up in Pune. I am not opposing the Shivsrushti project, but when are we going to discuss and decide about the slums, traffic and other issues?"

Other corporators, however, welcomed the move and said that the project will inspire generations. Congress leader Aba Bagul said that Shivsrushti had been pending for 19 years. BJP leader Mukta Tilak said that citizen's emotions are involved in the project.

Despite repeated demands by corporators to explain the stand on the metro project, NCP leaders and mayor Mohansingh Rajpal preferred to say that both Shivsrushti and metro projects will be executed. However, the mayor did not answer the question how both projects will be possible on the same place.

Crisis hurting BBMP projects too

BANGALORE: The political crisis in the state is hitting fund-starved Bruhat Bangalore Mahanagara Palike hard -- it's still waiting for the special grant of Rs 1,300 crore from the government.

Not a single paisa has come into BBMP's kitty, admit members of the tax and finance committee. During the last council meeting, mayor S K Nataraj announced that the chief minister would be at the BBMP council on November 22 to announce the government's special grant. But, on Monday, CM B S Yeddyurappa was in Delhi, trying to save his own seat. When contacted, the mayor said: "I cannot talk now.''

BBMP's ambitious revised budget of over Rs 8,800 crore for 2010-11 is largely dependent on the grant. According to BBMP sources, at least Rs 400 crore was raised in the budget without any proper fund source. With no clarity on Akrama-Sakrama yet and poor prospects of JN-NURM funds, the BBMP was banking on this special grant.

The future looks bleak, considering the revised budget sent to the government for approval took at least 20 days. The approval had come in with a note from the urban development department that the BBMP would have to manage funds on its own and that no special grant will come in from the government. The mayor's announcement last month was a ray of hope.

There's no mention of the grant in the state budget. So, if there's a change in CM, there's little he can do to help.

There seems little progress on works as well. The programme of works (POW) for all 198 wards was duly submitted in the council last month. Till date, none has been approved. According to senior councillors, this is perhaps the longest delay ever. "There is no legal provision for this approval in the Karnataka Municipal Corporation Act but it's a customary practice that takes just 2-3 days,'' they said.

Though pothole filling work started across many wards, the actual POW for it is yet to be formally approved. This was one of the three POWs announced by commissioner Siddaiah in the council last month. Others include silt and tract (taking silt with tractor) and desilting of storm water drains.

TROUBLED FUTURE?

* By a realistic estimate, BBMP's total liability for 2010-11 will be around Rs 3,390 crore. Of this, 2,504.13 crore will be spent on completion of 15,301 works taken up during 2009-10 and at least Rs 895 crore on loan repayments

* Budgetary allocation for past year was only Rs 1,857 crore. More than half the amount came through loans. BBMP is already neck-deep in loans

* BBMP's latest borrowal was Rs 1,000 crore from three nationalized banks to clear outstanding bills as on November 2009 for works that year. Borrowal permitted by government order of March 6, 2010 based on resolution passed by BBMP administrator on January 6, 2010

* Loan was in addition to earlier amount borrowed Rs 959.7 crore from IDBI and Rs 500 crore from Internal Extra Borrowing Resources. All to clear work orders worth Rs 4,188 crore issued in 2009-10

GVMC told to speed up reforms

VISAKHAPATNAM: The Greater Visakhapatnam Municipal Corporation is under increasing pressure to implement some of the reforms to be eligible to draw the grant due to it from the Central and State governments for projects taken up under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM). Unless the commitments are met, the corporation will not get the Rs. 438.25 crores due to it.

The reforms mainly relate to recovering operation and maintenance expenses for underground drainage (UGD) and solid waste management.

The municipal corporation has to collect user charges for underground drainage where the connections have already been provided. The other area is implementing solid waste management in 90 per cent of the city and covering 80 per cent of the city under GIS-mapping.

Municipal Commissioner V.N. Vishnu who attended a meeting held by the Managing Director of the Andhra Pradesh Urban Infrastructure Development Corporation Bhoopal Reddy last week told reporters that the collection of user charges on UGD would be reviewed every week now to improve the coverage from the present 50 per cent to 100 per cent. For new UGD connections, Rs. 400 will be collected from BPL families and Rs.1,000 from others.

Besides, instead of implementing the ‘dustbin-free' model for garbage collection in phases the corporation has been asked to cover 90 per cent of the city by March.

GIS mapping

Mr. Vishnu said the GIS mapping would concentrate on the module relating to property tax to meet the target.

The Commissioner said to tide over the tight financial situation caused by the withholding of funds, the corporation would raise Rs.70 crores from internal resources and borrow another Rs.100 crores.
