City town planning work to now come under AMC fold

Ahmedabad: A Policy shift that will leave Ahmedabad Urban Development Authority (AUDA) without much teeth — at least in the AMC limits — is taking place in the state urban development department. According to its recent directive, the state urban development department has asked AUDA to hand over all Town Planning (TP) schemes related work within AMC limits to the civic body. It was its powers to prepare TP schemes that lent AUDA enviable clout among developers, builders and landowners who would pay development charges to AUDA under TP work. But now the focus will shift to AMC.

At present, around 120 draft TP schemes are ready and awaiting approval from the government. Another 60 TP schemes are pending at various stages with AUDA. AUDA’s job so far was to prepare draft TP schemes and implement the revised schemes, besides monitoring and controlling the development activities.

A senior civic official said, “This will increase AMC’s workload to some extent, but will save much time in getting the schemes made and having them forwarded through AUDA.”

The official added that it will instantly give a picture of the status of schemes, enabling AMC to have a proper follow up. The major benefit to people and landowners will be that their lands will not be kept unused after acquisition and reservation for specific purposes.

A prominent city-based land developer said the move should arrest the growing trend of encroachment and illegal occupation and possession of reserved plots, as the schemes will be expedited. Hasan Khan Pathan, former TP committee member in AMC, said the action was right but very late. 

“It was our long-pending demand. They should have done this long ago. Now that they have generated the desired income, we in the AMC are left doing all the laborious job,” he said. Pathan added that AUDA has benefited the most from charging in areas where it did not provide any basic service for years.

“The areas handed down to AMC have no basic infrastructure. AUDA prepared only the maps and charged people with the actual development fees. When all this was going on, AMC, including the office of the Commissioner and the Standing Committee were helpless,” Pathan said.

Neela Munshi, senior town planner, AUDA confirmed that such an order has been passed, but added that she was yet to see the actual details. “The order has come, but I am yet to see it in detail,” she said.

Township project: Only two firms turn up with proposals

 Lucknow:  The state government’s efforts to attract private investment in the field of urban development has received a jolt — among the five firms qualified to develop townships in Uttar Pradesh, only two turned up with their proposals in the second phase of bidding. The other three firms did not show interest in project.

In the first phase of bidding in April, five firms had qualified on technical standards to develop townships. These were — DLF, Sunil Mantri Reality Limited, Eldeco, Shristi Subhash Ratna and Super Tech. While DLF qualified to develop a township in Lucknow, Sunil Mantri Reality Limited was to develop a township in Gautam Buddha Nagar, Eldeco and Shristi Subhash Ratna in Kanpur and Super Tech in an area near Meerut.

In the second phase of bidding, Awas Bandhu — the project’s nodal agency — had repeatedly extended the deadline for submission of the Request for Proposal (RFP). But the state government received RFPs from only two firms — Sunil Mantri Reality Limited and Super Tech.

“Reminders were sent to the other three firms but they did not show interest,” said an official. Housing and Urban Planning Department Principal Secretary Ravindra Singh was not available for comment.

According to the new township policy, the minimum area of land needed to develop a township should be 1,000 acre or above. In the RFP, qualified developers had to submit details like area and location of land, rate of compensation against land acquisition, cost of project, services to be provided inside the township and the premium that the developer will pay to the government. 

“Sunil Mantri Reality Limited is yet to furnish certain information about the land. It has been asked to furnish the details by November-end, following which, the financial bids of both the firms will be evaluated,” said an official.

In the financial bid, the government will check the “premium amount” that the developer will quote to pay. “If the firms qualify in financial bidding, they will be allowed to develop townships. A final decision will be taken in December,” the official added.

In June last year, the state government had decided to develop new townships with the help of private developers. To attract developers, it had highlighted the project in “Invest UP” meet held in Mumbai in October 2009. It had even revised its township policy in January to woo developers. It removed the restriction of setting up new townships within 3 km of the already approved ones for 10 years.

The maximum permissible number of companies in a consortium that can apply for projects was raised from five to seven. To make the project attractive, the government had also allowed the developer to use 27.5 per cent area for any purpose, as against 15 per cent allowed earlier.

AMRITSAR: The ambitious solid waste management and Rs 100-crore development projects brought to the city by MP Navjot Singh Sidhu have come under scanner after PPCC delegate Harpal Singh Bhatia alleged irregularities of Rs 40 crore in it and blamed Sidhu for sheltering senior functionaries of Amritsar Municipal Corporation, including commissioner DPS Kharbanda and mayor Shwet Mullick.

Talking to mediapersons here on Thursday, Bhatia warned that the Congress would begin an agitation if the government failed to book persons involved in the scam. He also sought immediate resignation of all officers concerned.

On the occasion, he also released a report of state chief vigilance officer that recommended registration of a case with the vigilance bureau in the solid waste management and carriage and transportation projects based on the statement given by various officers and the record available with the MC. The report of the state chief vigilance officer was prepared on October 23, 2009.

Bhatia claimed that the said report had been sent to secretary, local bodies, that had also recommended registration of a case against MC commissioner and health officer and have also recommended referring of case to the central vigilance commission.

The report said Kharbanda and health officer Charanjit Singha were responsible for all irregularities, causing financial loss to the MC in case of carriage and transportation project. It further alleged that the mayor was equally responsible for the scam and wondered why Sidhu was interfering in the corporation affairs.

Kharbanda said he couldn't comment on solid waste management project since the matter was subjudice. About Rs 100-crore project, he claimed that there was no truth in the allegations. The technical engineer to CM had made four visits to the site and appreciated the development work, he claimed.
