3 City hubs may get Industrial Township Authority tag

The State government is contemplating providing ''Industrial Township Authority'' status to three industrial hubs in Bangalore including Electronic City, after the completion of the population census next year.

 

 

 

 

 

 

Peenya Industrial Area and Bommasandra are the other two hubs shortlisted for the special status and autonomy.

Industrial associations of these zones have long been seeking township authority tag. The legislation paving way for setting up industrial township authority was passed in 2002 by making amendments to the Karnataka Municipalities Act. However, successive governments had put enactment of its provision on the backburner citing various reasons.

 The Urban Development Department (UDD) now plans to clear the hurdles for setting up the township authorities once the statistical details of census -2011 are published. The census work is scheduled to be completed by next February-end.

The census data will provide us the necessary inputs for a fresh evaluation of industrial zones. We plan to carve out the extent of the proposed industrial township authorities soon after the evaluation, sources in the department told Deccan Herald.

Bangalore’s flagship IT hub - Electronic City is likely to get the tag first as an industrial township authority, the sources said.

As mandated by the 74th amendment to the Constitution, once given township authority status, the notified area will be excluded from the jurisdiction of local bodies and planning panels.

 Administration will be done by industrialists and the authority will also have full administrative powers, including collection of property tax and regulation and construction of buildings.

At present, Electronic City has been kept out of the jurisdiction of the Bruhat Bangalore Mahanagara Palike (BBMP) and falls under Doddathoguru and Konappana Agrahara Gram Panchayats. The hub is maintained by the Electronics City Industries’ Association.

“The State government has been in correspondence with us. They have sought several clarifications which we have provided to them,” ECIA Col Mohan Chandran said.

 Last year, the BBMP placed a proposal before the government to bring Electronic City under its jurisdiction, but it did not materialise. ECIA had sought a township tag instead.
Notifying Asia’s largest industrial zone, Peenya Industrial Area, as an authority would mean that 40 sq kms would come out of the BBMP jurisdiction.

It would translate to at least five BBMP wards ceasing to exist. The elected representatives will however be accommodated as members of the authority, UDD sources said.

Initially, the government will nominate five industrialists to the authority. Subsequently, industrialists will elect their representatives. Besides, three members each from department of industries, town planning and urban development will be nominated to the body, the sources added.

Govts fail to improve urban local bodies in Uttarakhand

Though 10 years have passed since the formation of Uttarakhand, the successive State Governments have failed to improve the condition of Urban Local Bodies in the State. The Municipal Corporation of Dehradun which is the sole municipal corporation in Uttarakhand has also been unable to function effectively as required due to factors including the indifferent attitude of the State Government towards the condition of ULBs.

It is pertinent to note that there are a total of 63 ULBs in Uttarakhand which include one municipal corporation, 32 municipal boards and 30 Nagar Panchayats with about 40,000 people employed in these local bodies. The State Government has expressed its willingness to facilitate the implementation of the 74th Constitutional (Amendment) Act to empower the ULBs but so far the required action has not been taken by the State.

House tax is one of the major sources of income for the local bodies but the income from this source has been severely decreased due to imbalances in house tax rates as those with connections are able to reach an unofficial settlement wherein they pay less than the required amount in tax.

The income of local bodies is further affected negatively due to the outdated rates at which rents for shops owned by local bodies and commercial taxes are collected. The MCD, which is the sole municipal corporation in Uttarakhand, is also suffering from the negative repercussions of different factors including the apathetic attitude of the State Government.

The Dehradun Mayor Vinod Chamoli had facilitated the introduction of the self-assessment system of building tax calculation which would not benefit the building owners but also cause a substantial increase in the revenue income of the MCD. However, the State Government stalled the implementation of this policy which is presently being perused by the Government.

The campaigns undertaken by the MCD against land encroachments, unauthorised constructions and illegal advertisement hoarding have also been repeatedly thwarted due to political interference allowed by the State Government. The State Government plans to upgrade a couple of municipal councils to the status of municipal corporations but this according to the Dehradun Mayor would not be a major achievement considering the debilitated condition of the sole municipal corporation of Uttarakhand.

Urban Development Authorities to be constituted in 12 newly formed dists

District Urban Development Authorities will be constituted in the 12 newly formed districts. This was decided at a meeting of the State-level Urban Development Authority organised here on Tuesday under the chairmanship of UAD Minister Babulal Gaur.

The meeting was organised at the conference hall of the residence of Gaur. Principal Secretary Housing and Environment Alok Shrivastava, Commissioner Urban Administration SN Mishra, Director Institutional Finance attended the meeting. The meeting reviewed the implementation of beneficiary oriented projects run by the District Urban Development Authorities.

Addressing the meeting Babulal Gaur said that benefit of the Swarna Jayanti Shahari Rozgar Yojana and other schemes run for the urban poor should reach the real beneficiaries. He said that the concerned officers should see that the assistance provided to the urban poor is spent fruitfully. Gaur asked the officers to take necessary steps to associate the Urban Development Authority Federation with the urban administration and development department. He also directed to take measures to strengthen the Urban Development Authorities of all districts including the 12 new Authorities to be constituted.

Commissioner Town Administration SN Mishra informed the meeting that the Swarna Jayanti Shahari Rozgar Yojana was introduced in the year 1997. Under this Yojana, till now, more than one lakh urban beneficiaries were given financial assistance for setting up self employment projects. He said that from April 1, 2009 the financial assistance given under this Yojana has been increased from `50,000 to `2 lakh.

Under the scheme the concerned beneficiary should provide 5 per cent margin money. Under this scheme, the Central Government has so far allotted `44.50 crore in two instalments during the current financial year 2010-2011. Out of this, re-allocation to the districts has been made. One-third of the amount is to be borne by the State Government, he said.
