MC wants Admn to handle functions till new appointments are made

 Chandigarh:  The issue of streamlining of the departments transferred to the civic body was discussed today at the co-ordination committee meeting of the Municipal Corporation and the UT Administration.

Departments from the UT Administration have been transferred to the Municipal Corporation under the 74th constitutional amendment. The notification of the transfer had stated that the staff of the Administration would continue to handle the functions till March 31 next year after which the civic body would have to hire its own staff. The civic body has requested for this time period to be extended. The process of recruitment in the MC has been hitting roadblocks with the councillors demanding that the officials prepare recruitment rules. The issue had arisen when the process of recruitment of Sub-Divisional Engineers were to be done. The recruitment rules are yet to be approved by the House.

With the new departments being transferred, a number of posts would need to be filled. The Mayor also informed the adviser about the recent study tour to Gangtok and Kolkatta by the councillors. She said that they would soon be submitting a report about their observations of the tour. She said that they observed the functioning of the corporations where primary health and primary education are with Municipal Corporation. The civic body has recently been given these two functions. The councillors further observed that the system of Mayor-in-Council was functioning successfully in the corporations. Chatrath says, “The Mayor had the power to write the ACR of the Commissioner. There was no gap between the officials and the elected representatives. The elected representatives had more powers,” she said.

Another observation that was discussed was the system of sanitation. The councillors liked the system of garbage collection at Siliguri where a truck comes every morning to collect garbage from the residential areas.

CCP to send five JNNURM reports to Delhi by Oct-end

PANAJI: The Corporation of the City of Panaji (CCP) will send five detailed project reports (DPRs) to Delhi by the end of October to avail funds for projects under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM).

A sub-committee headed by Panaji MLA Manohar Parrikar discussed five projects at a meeting on Tuesday evening, and gave all of them an in-principle clearance. Sources said that the DPR for solid waste management worth Rs 35 crore has been passed, while the project for conservation and beautification of 'Tigur Baim' will proceed after land acquisition.

Sources added that Parrikar sought time to study the St Inez creek beautification project, and said that he would seek technical advice before giving it his nod. With regard to the water supply and sewerage project for Panaji, it was decided that the respective DPRs be placed before the committee as early as possible. "The final DPRs of these projects should be submitted by October 25 to the sub-committee, after which all projects will be placed before the state-level steering committee for its approval and dispatched to Delhi. The CCP will try to get as much funds as possible to undertake projects under JNNURM," sources in the CCP said.

Citizens’ panel for JNNURM works remains a non-starter

Pune:  Civic body claims poor response to volunteer corps, while

citizens say ‘not aware’ of the project

The Pune Municipal Corporation (PMC) is finding it difficult to get any response from citizens for the City Volunteer Technical Corps (CVTC) meant for effective implementation of the development works under JNNURM.

The PMC had initiated the process of setting up of the CVTC on the directives of the Union government two months ago. The CVTC was supposed to be set up for seven different fields. While PMC claims that it had received poor response to CVTC, citizens, activists and organisations said they are unaware of such an invitation though there are many aspirants ready to join the panel.

A week ago, the PMC had invited applications from people for three-member teams in seven different categories of urban engineering, planning, poverty alleviation, governance, heritage, environment and financial services.

“We had advertised the need for expert citizens to contribute in the development of the city by becoming part of the CVTC. There has been very poor response to the invitation,” said Pravin Ashtikar, Deputy Municipal Commissioner and coordinator for JNNURM works. “The civic body will forward the list of interested members to the Union government as there was no need of selection for the best three in each group due to poor response,” he said.

Major General (Retd) S C N Jathar of Nagrik Chetna Manch said it was shocking to know that the civic body claim of poor response to public participation in the development activities. “I am unaware of such an invitation from the PMC. I have not heard it from any other organisation regarding their knowledge on CVTC. There are too many expert groups of each sector active in the city that would be voluntarily keen to contribute in development of the city,” he said, alleging that the PMC has been trying to hide information on JNNURM works. 

Vivek Velankar of Sajag Nagrik Manch said the PMC should have given proper publicity for setting CVTC as the citizens are not aware of the move. “It should have advertised it in a way that it reaches maximum people and there was no harm in releasing a press statement. The way it is going ahead with CVTC appointment indicates that it does not want the public to be part of it,” he said.
