PCMC to build skywalks with World Bank aid

 
PUNE: The World Bank (WB) has directed the Pimpri-Chinchwad Municipal Corporation (PCMC) to prepare proposals for construction of skywalks that will connect railway stations to the Bus Rapid Transit System (BRTS) routes.

Municipal commissioner Ashish Sharma said, "A delegation of World Bank officials had visited the Pimpri-Chinchwad township on Friday to discussions the skywalk plan, which will be started under the pedestrian access project."

The PCMC will construct three flyovers with the help of WB, namely at Nashik Phata chowk at Kasarwadi, Empire Estate in Chinchwad and Dange chowk in Thergaon.

When asked when the designs of skywalks will be ready, Sharma said, "We have started work on the two-storey flyover at Nashik Phata and will soon float tenders for the one at Empire Estate. The approval of WB for the design of Dange chowk flyover is awaited. They have assured to approve the design immediately. We are concentrating on these two projects for now. Other projects will be taken up once work on these two flyovers begins."

The World Bank officials visited Nashik Phata flyover site, Kalewadi on the BRTS route of Kalewadi phata - Dehu Alandi and Dange chowk in the municipal limits.

Explaining the need for skywalks, Sharma said, "Foot over bridges are meant to help pedestrians cross the roads. But these are less used. We want dedicated walking areas for pedestrians that will connect two or more places. So, the need for skywalks."

Skywalks will be about 500 to 700 meters in length and will connect the railway stations and the BRTS routes. The PCMC plans to construct a skywalk to link Pimpri railway station to Pune-Mumbai highway."

There are five railway stations in PCMC limits namely Dapodi, Kasarwadi, Pimpri, Chinchwad and Akurdi. Except Akurdi railway station, the rest of them are located close to the Pune-Mumbai highway which is a BRTS route.

Sharma said, "Wherever there is a possibility to connect the railway stations to the highway through skywalks, we will try to construct one. But, a final decision has still to be taken."

Speaking to TOI, Dilip Kudale, co-ordinator, engineering department, PCMC, said, "The formal approval of the WB for the design of the Empire Estate flyover is expected by August 9. The passengers for the BRTS routes need to be increased to benefit maximum people. The railway passengers who alight at the railway stations can be potential passengers for the buses plying on the BRTS routes."

Three more departments get funds for development work under SDP

GULBARGA: Three more departments have been added to this year's action plan under the Special Development Programme (SDP) for the implementation of the recommendations of the Nanjundappa Committee to eradicate backwardness in 114 taluks of the State.

This was announced by Chairman of the High-powered Committee for the Implementation of the Recommendations of the Nanjundappa Committee Shashil G. Namoshi here on Sunday.

In the first three years of the implementation of the committee recommendations, funds were released to 19 departments to take up development works beyond the budgetary works. During the current year, the Horticulture, Urban Development, and Commerce and Industry departments had been added to the list, Mr. Namoshi said.

Of the total Rs. 2,584-crore, Rs. 175 crore had been earmarked for these three departments. A sum of Rs. 10 crore had been allocated for the Commerce and Industry Department to set up a textile park in Gulbarga, while Rs. 2 crore had been released for the purchase of land for the project, he said.

The SDP would chip in for the establishment of the Information Technology (IT) Park here, Mr. Namoshi said. A sum of Rs. 20 crore had been provided towards the introduction of solar street lights in 1,000 villages in the 114 taluks identified. All villages would be eventually covered under the scheme, he added. SDP funds would supplement the share of the State Government in Externally Aided Projects, such as the World Bank-assisted 24x7 drinking water supply scheme, he said.

Mr. Namoshi said there had been a considerable improvement in the expenditure level of the funds provided.

Projects approved amidst pandemonium

Bangalore: As in the previous Bruhat Bangalore Mahanagara Palike (BBMP) Council meetings, this time too works worth several crores of rupees were approved amidst chaos on Thursday.

Works estimated at Rs. 28.32 crore were approved even as councillors of the major Opposition parties, the Congress and the Janata Dal (Secular), were staging a protest in the well of the House.

The projects

The works include an underpass using precast elements at one of the junctions on Dr. Rajkumar Road (Rs. 1.28 crore), widening of Outer Ring Road, asphalting and construction of pedestrian subway at Hosakerehalli Main Road (Rs. 3.17 crore), improvement of Yelahanka lake in Byatarayanapura zone (Rs. 14.40 crore), construction of a railway bridge near Hoodi and Byappanahalli (Rs. 3.19 crore and Rs. 3.10 crore respectively) and a railway underpass at FCI Godown in K.R. Puram (Rs. 3.11 crore).

The Opposition parties objected to the approval when the House was not in order. Leader of the Opposition M. Nagaraj and a few senior councillors met Commissioner Siddaiah after the meeting was adjourned and urged him to review the resolutions.

Third time

This is the third time that projects were approved amidst chaos. This time, even the BJP councillors, including members of the Standing Committee of Taxation and Finance, did not know about the subjects that were tabled and approved in a hurried manner. Chairperson P.M. Sadashiva did not even have a copy of the resolutions.

K. Chandrashekar, Standing Committee member, said that all finance-related matters must first come to the BBMP panel. “The Mayor may table such subjects only if a notice is issued at least seven days prior to the council meeting. If it is under emergency works category, only one subject may be moved,” he said.

Earlier, the Congress councillors protested against the statement made by BJP councillor from Basaveshwara Nagar wWard H. Padmaraj against Yeshwanthpur Councillor Munirathna. It all began when the Garudacharpalya councillor raised the issue of stray dogs during zero hour. Demanding a reply from the Department of Animal Husbandry, he remarked: “Mr. Munirathna had claimed in the previous meeting he will look after the stray dogs.

“What happened to it?” Mr. Munirathna riposted: “Actually, someone needs to look after me.”

To this, Mr. Padmaraj retorted: “Go to Central Jail; you will be looked after well there.”

Pandemonium followed and Congress councillors stormed the well, demanding an apology from Mr. Padmaraj and his suspension saying he had failed to maintain decorum.

The protest continued even after the House resumed after the lunch break. Although floor leader of the ruling B.S. Sathyanarayana apologised on Mr. Padmaraj's behalf, the councillors did not relent.
