Many parking plans, but cars still stuck on Delhi roads

Civic agencies say projects will ease parking chaos, but many yet to see light of day. <Priyanka Singh surveys the status

The two premier civic agencies of the Capital, the Municipal Corporation of Delhi (MCD) and the New Delhi Municipal Council (NDMC), claim the city’s traffic menace would be reduced once their multi-level, automated, underground and stack parking projects are ready. While a few projects seems to be rolling out at a normal pace and have overcome administrative glitches, others are still lagging behind.

Apart from the multi-level parking projects at Mandalia Chowk (MCD), Ramlila Maidan (MCD), Baba Kharak Singh Marg (NDMC) and Sarojini Nagar (NDMC), others are still in the pipeline awaiting approval or are currently under evaluation. According to the civic agency officials, the delays are due to either the bids not matching the MCD’s parameters and being reconsidered, or the projects getting stuck due to land hassles, litigation and environmental issues.

MCD projects
There are approximately 150 parking sites in Delhi. According to Deep Mathur, Public Relations Officer of the MCD: “The MCD has identified 15 sites for developing multi-level automated parking lots. The project at M-Block market in Greater Kailash-I is being processed for awarding of the contract. Tenders for the projects at South Extension Part I and II, Rani Bagh, Defence Colony, Shastri Park, Karol Bagh and Lajpat Nagar are in the process of either evaluation or approval.” All proposed projects will be through public-private partnerships.

Construction work at Mandalia Chowk, Kamala Nagar, has been undertaken by SMS Infrastructure Ltd, which reportedly has a 30-year contract with the MCD. Virendra Kumar (42), owner of a garment shop near the construction site, said, “The project was inaugurated three years ago, but work has started only in February this year. There was a park here before. Many issues like clearing of trees, removal of underground water pipes, MTNL cable wires and sewer lines took them almost two years to take care of.”

The upcoming multi-level parking lot at Ramlila Maidan, designed to accommodate 700 cars, initially faced problems from the Ramlila committee. SMS Infrastructure Ltd began work in February this year. Its project manager A K Singh said, “We are planning to make three levels of basement parking. Work is expected to be completed before April next year.”

The MCD has reportedly identified 24 underground parking sites. According to officials, work has started on 13.

Meeting gAMES deadline
The MCD is also planning to develop stack parking at six sites. Sanjay Jain, Chief Engineer in the MCD, said, “Only stack parking projects are linked with the Commonwealth Games and are slated to be completed before July 31. They will be constructed in the Build Operate and Transfer mode. The private contractor will look after maintenance and operations for three years. “Contract has already been awarded for two sites — Arya Nagar in Paharganj and Satbhirawan Road in Karol Bagh — to Simplex, a Kolkata-based firm,” said Jain.

NDMC PROJECTS
The NDMC is constructing three multilevel parking projects at Baba Kharak Singh Marg (will accommodate 1,400 cars), Sarojini Nagar (more than 700 cars) and KG Marg (1,500 cars).

Construction work at KG Marg has been undertaken by DSC Limited under public-private partnership. A spokesperson said, “We have sought approval from the ASI regarding the restrictions pertaining to the height of construction. The lot will have the capacity to accommodate 1,582 vehicles and will have15 floors, including three basement levels.”

Mumbai:  The much-delayed Bandra Talao facelift is finally set to gain some ground, though the BMC would be putting on hold its initial Rs 30-crore plan. Instead, it would focus on simple, cost-effective ways to clean and revive the pond.

The pond would be cleaned, defunct fountains revived and dumping of garbage into the water body by shops in the vicinity stopped, by July-end.

Earlier, after a scientific study of the pond by Furgo Geonex (India) Pvt Ltd, an agency specialising in marine surveys, geo-technical investigation and geoscience services, a four-point action plan was put forward to BMC.

The plan included plugging of sewers draining into the lake, strict prohibition of garbage dumping, installation of aerators at the base of the pond and reviving its old fountains.

Architect P K Das from the Mumbai Waterfronts Centre, who, along with local corporator Asif Zakaria and other citizens has been trying to get the civic body to act on the revival plan said instead of fancy and expensive beautification plans of lighting etc, the focus should be on reviving the pond by improving its water quality. “The quality of water is very bad because of garbage dumping.

Foremost, this water has to be purified through natural oxygenation. After the silt is removed and the pond cleaned, aerators and fountains will help raise oxygen levels,” said Das.

The stench from the pond has been a menace to residents in the neighbourhood. The stagnant water has become a breeding ground for mosquitoes. To solve the problem, the agency proposed having fish in the the pond that would prevent breeding of mosquitoes. “The aerators will keeping churning the water so that it does not stagnate. Also we have written to the fisheries department to give us a breed of fish that feeds on mosquito larvae,” said Das.

Additional Municipal Commissioner Manisha Mhaiskar said, “The long-term beautification project is bound to take time. So, for the time being, this low-cost initiative will be started. It will only cost a few lakhs of rupees and will be completed by July-end.”

BMC to undertake repair works

BHUBANESWAR: With conditions of road and drains degrading, Bhubaneswar Municipal Corporation (BMC) has decided to start repair and reconstruction works within a couple of months.

“Each ward will be awarded Rs. 60 lakh worth budget for road and drain repair this year. A tender to this effect would be floated within the next 15 days,” said BMC Mayor Anant Narayan Jena after the monthly corporation meeting held here on Tuesday.

He said the budget was nothing to do with desilting of drainages being currently taken up in view of rainy season. This year BMC has increased the annual budget for maintenance of drain and road by Rs. 10 lakh.

Bhubaneswar has a road network of approximately 1,600 km within municipality limit. While Works Department maintains 700 km of main and arterial roads, BMC takes care of rest 900 km of road. Of the total road network under BMC's control, 60 per cent road stretches are blacktopped.

Besides, the corporation has also decided to go for re-tender process for awarding electrification work valuing Rs. 10 lakh each for ward. Under this head, streetlights would be replaced by new ones and defunct street light posts would be restored, Mr. Jena said.

In another important decision, the corporation gave thumbs up to go for tender for identifying firms to deal with hoarding advertisements, which is one of the major income generating sources for corporation.

The corporation also decided to undertake plantation in a phased manner in all wards of the Bhubaneswar. As per the decision, at least 100 trees would be initially planted in each ward and tree guards would be provided to ensure their survival.
