MMRDA doing civic work, it’s a plot to sever city from state: Sena

Mumbai:  As the Congress-controlled MMRDA ventures into areas such as water distribution and solid waste management, traditionally municipal work, the Shiv Sena has alleged a conspiracy to bypass the Sena-controlled BMC and eventually separate Mumbai from the state.

The agenda for Friday’s meeting of the Mumbai Metropolitan Planning Committee, under the chairmanship of Chief Minister Ashok Chavan, includes co-ordination plans on water distribution and solid waste management.

The Sena has threatened to agitate against such projects. MLA Subhash Desai said this indicates the MMRDA plans to take over authority from urban local bodies, particularly the BMC, and render them powerless.

“When the MMRDA was formed it was just a planning authority. Slowly it started doing roads and bridges and then entered transport. Now it is planning to handle solid waste management and even water distribution. All these issues are handled by civic bodies. If the MMRDA handles everything, what is the BMC expected to do?” he said.

Desai has written to Chief Minister Ashok Chavan complaining about the MMRDA.

Desai said the state, through such projects, indirectly plans to make Mumbai a separate entity. “In the last 10 years, phase by phase, the Congress has been clipping the wings of the BMC and its corporators,” he said.

he government dismissed the Sena’s fears. Principal secretary (urban development) T C Benjamin said local bodies and corporators would not be rendered powerless. “The draft development plan for the MMR is a vision document and will comprehensively look into planning issues. The MMPC has 30 elected representatives from all local bodies and councils in the MMR and give them power to have their say,” he said

The government has decided to let the MMRDA build the Shahi and Poshe dams for the Thane civic body and the Pinjal dam for the BMC. Desai said water distribution is a civic subject and a planning authority like MMRDA should not interfere. “If they are building dams today, they will also start distributing in future,” he said.

To tackle disposal of solid waste across the MMR, the MMRDA has zeroed in on sites for composting. “The MMRDA should let at least basic amenities like solid waste management and water distribution remain in the purview of local bodies,” said Desai.

Sena corporator Mangesh Satamkar, also a member of the MMPC, said if the MMRDA wants more authority by handling local body issues it should just dissolve local bodies.

Road from fish market yard to Ranipet area inaugurated


Madikeri: The Madikeri City Municipal Council (CMC) was committed to beautifying Madikeri city, its president P.D. Ponnappa said here on Monday. Concreting and asphalting of roads, as well as related work, were in full swing, he added.

Mr. Ponnappa was speaking to presspersons at the inauguration of a 40-m-long, 10-m-wide concrete road from the fish market yard to Ranipet area. The road was re-laid at a cost of Rs. 6.75 lakh, with funds received from the Chief Minister's Small and Medium Town Development Project scheme.

Mr. Ponnappa said that asphalting between the concrete road and Ranipet would start in two days. The work would involve Rs. 10 lakh, he said. Concreting the stretch from the private bus stand to Ram Mandir Road would begin in a few days, he said.

Vadodara:  The Parks and Garden department of the Vadodara Municipal Corporation (VMC) has urged all NGOs and individuals to wait for the monsoon to set properly before initiating plantation drives in the city.

Considering the low survival rate and ‘misuse’ of saplings during the plantation drives, the VMC has decided to keep a check on the distribution system by maintaining a register. Similarly, the Forest Department has decided to conduct a random checking of the saplings planted by NGOs and others. This monsoon, each organisation and institute will have to give full details about the number of saplings taken from civic body’s nursery.

“We have noticed that NGOs and certain inviduals don't take care of saplings after planting them. We would like to tell people that growing a tree is like raising a kid. That's why we are taking the details this time, so that we can verify how many saplings are planted on World Environment Day and how many of them survive,” said Range Forest Officer M R Gadhvi.

The VMC, on the other hand, has decided to urge people not to rush for plantations. “The logic is simple. The saplings would survive only if they get proper rains in the initial stage. On June 6, which is World Environment Day, there is no sign of monsoon. So, if plantation is done before the monsoon sets properly, chances are that the saplings would die due to extreme heat. Every year, we distribute about 25,000 saplings but the survival rate is about 15 per cent. If the sapling is about one year old then there are good chances of survival, but if young saplings are planted then the survival rate is very low,” said V R Chikhalia, Director of Parks and Gardens, VMC. 

Chikhalia added that another important aspect is space available to grow trees. “With the growing construction works, little space is available for plantation of saplings. So, when organisations undertake massive plantation drive, they have to consider the space available. Haphazard plantations may affect the survival of the saplings.”
