MCD begins clearing work for Jama Masjid redevelopment

NEW DELHI: After a long delay of over four years since its conception, the Jama Masjid redevelopment plan seems finally to have taken off with the Municipal Corporation of Delhi beginning “preliminary” work under the first phase around the mosque precinct. This includes clearing up the area and installing sign boards depicting the final look after the facelift

The civic body has also started encroachment removal work for the supplementary plan of decongesting neighbouring areas like Subhas Marg and the area between the Jama Masjid and Parade Ground that was cleared by the Unified Traffic and Transportation Infrastructure Planning and Engineering Centre in December last year, according to civic body officials.

The proposal aimed at beautifying and redeveloping the Jama Masjid precinct was cleared by the Delhi Urban Art Commission in May 2009 and by the MCD Standing Committee in September 2009.

While clearing work on the site has finally begun, the civic body accepted last month that the Rs.1,200-crore plan would miss its initial Commonwealth Games deadline.

According to the project consultants roped in by the civic body, lack of will and availability of funds were the main reasons behind the delay though the civic body claimed that it was the process of seeking approval from various civic and heritage bodies for the project that took time.

Among other things, the MCD had initially proposed to build a 60-foot-deep “four-storey basement world heritage centre” with shops, an auditorium, art galleries and studios, a library and a three-tier parking space for at least 4,500 cars, 4,000 two-wheelers and 60 buses as part of the redevelopment project. However, much of the original plan with underground parking space and a heritage mall was done away with as both DUAC and the ASI insisted on minimum intervention in the sensitive zone to preserve its glory.

Concerned their poor condition in Mohali, the Municipal Council has offered to take over the maintenance and upkeep of around 500 parks and eight community centres in the city. The Greater Mohali Area Development Authority (GMADA) has also accepted MC’s proposal but it would formally hand over the physical possession of parks and community centres once Chief Minister Parkash Singh Badal, who is also the GMADA chairman, gives his final nod to the mutual arrangement.

The development assumes significance as most city parks were lying neglected, with GMADA and MC failing to sort out the dispute over their maintenance and upkeep. While GMADA held MC responsible for all works in municipal limits, the latter claimed parks were sole property of GMADA and were never handed over to MC. The repeated efforts of GMADA to hand over the parks to respective residents’ welfare associations or private players also did not find any takers.

Making a move to end the tussle and improve condition of parks, new MC president Kulwant Singh worked out an agreement with GMADA chief administrator Vivek Partap Singh recently. According to the agreement, GMADA agreed to hand over around 500 parks spread across 25 acres of land and even green belts spread over 150 acres land in the city to the MC, for which the civic body demanded a lumpsum payment of Rs four crore, besides annual maintenance charges at the rate of Rs 1.3 per square feet.

Confirming the development, MC chief told Newsline that the body would fully develop all parks and green belts, besides ensuring their regular maintenance and upkeep. “With this, we would make the city clean and green,” said Kulwant Singh. As far as community centres are concerned, the MC would maintain the public places with the help of their occupancy charges, which it would start collecting after taking over their possession.

At present, four of eight community centres were occupied by judicial courts and district police while remaining four were available for community services. “We intend to get the occupied community centres vacated and put them to use for community services, for which they are actually meant for,” said the MC president.

Audit objection
Even the audit had objected to the maintenance of parks by GMADA in municipal limits. Finance Minister Manpreet Badal had revealed this while answering a question by local MLA Balbir Sidhu during Punjab Assembly session in June 2007.

Ludhiana:  The Ludhiana Municipal Corporation’s green drive may be hit as more than 400 park management committees (PMCs) are yet to receive payments April 1 onwards.

The contracts, which had expired on March 31, have also not been renewed till date.

In a recent meeting chaired by Mayor Hakam Singh Giaspura, it was said that contracts will be renewed soon, but no action has been taken as of now.

Though the PMCs are maintaining the parks with their own funds at present, non-release of dues may force many to withdraw.

S S Chana, president of the Park Management Federation, said: “I had personally spoken to the commissioner and he had assured early renewal of contracts but nothing has happened as of now.” Many PMCs want to get registered as well, but the present lackadaisical attitude of the civic body is not helping.

PMC members, meanwhile, said that earlier too, many committees had left the task due to irregular payment structure. It needs to be mentioned that PMCs had been revived last year after a long gap.
