Nod for Rs.49-crore JNNURM city plan

State-level RPMC and 14 city RPMC’s to be set up.

A Reforms and Performance Management Cell (RPMC) at the State-level; 14 city RPMCs; preparation of State capacity building plan and integrated city plan; and appurtenant peri-urban area are the highlights of the Rs.49-crore city plan proposals cleared under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) for Kerala.

The activities aimed at capacity building and institutionalising urban management in the State were cleared by the Central Sanctioning and Monitoring Committee (CSMC) under the Urban Infrastructure and Governance (UIG), JNNURM, at its last meeting in Delhi, official sources told The Hindu .

Of the Rs.49-crore approved by the CSMC chaired by the Union Urban Development Secretary Sudhir Krishna, a sum of Rs.11.12 crore — 25 per cent of the approved budget — has been recommended for release to Kerala as the first instalment.

Training institute

Strengthening of the Administrative Training Institute by establishing urban management cell at the State Institute of Rural Development, preparation of business-cum-financial plan for the projects for the 14 RPMCs and 15 training module forms part of the capacity building plan.

The other activities mooted by the State and cleared by the CSMC included undertaking 87 residential training programmes, 29 State-level workshops, undertaking 15 exposure visits, nine research studies/ documentation of best practices, and developing IEC materials.

The State has been asked to prepare a comprehensive capacity building plan taking into account the requirements of the urban local bodies, following the capacity building tool kit and guidelines, with year-wise physical as well as financial targets.

The comprehensive capacity building plan should be submitted to the Union Ministry latest by September 2014, sources said. The second instalment would be released only after the receipt of the plan. The States has been asked to set up a monitoring system for the effective implementation of the capacity building activities. The proposed RPMCs should be constituted exclusively for capacity building for urban development.

It has been made clear that the focus of the State capacity building plan should be on training programmes rather than exposure visits. Another condition put forward is that the nodal officer should be a director-level officer from the Urban Development Department.

The clearance for the capacity building proposal comes close on the move to address infrastructure issues in urban local bodies in the State. The State has cleared Rs.39.54 crore to the Kerala Sustainable Urban Development Project to extend professional and financial support to them to prepare detailed project reports for the schemes identified.

Bijapur gets Corporation status

Over a century old Bijapur City Municipal Council (CMC) has finally got the status of Corporation following the government issuing notification to this effect in the last week of December.

The decision to upgrade Bijapur city to Corporation was making the rounds during the BJP government, however it could not take final shape owing to various reasons.

During the Congress regime, the announcement was made in the budget to convert the CMC into a Corporation by expanding the city limits with the inclusion of more wards.

Following the order, the CMC authorities have already got the board at the CMC entrance gate to read Bijapur City Corporation.

According to sources, the Bijapur city, which falls under cities of schedule-A, has a population of more than 3 lakh, the annual revenue of the city from various sources was more than Rs. 6 crore and employment generation apart from agriculture was no less than 50 per cent.

The new wards scheduled to be added are: Bhutanal, Afzalpur, Rambhapur, Darga, Mahalbagayat, and Kasaba.

Meanwhile, sources say that the survey work to add more wards had been ordered to increase the strength of wards from the present 35. More wards would be added based on the areas that have population no less than 3,36,368.

Sources say that the strength of wards is expected to reach 52 after the creation of new wards.

Since fresh elections as per the order of the government should be held within six month after up gradation of the CMC, the survey work had been taken up on war footing to reorganise and create new wards in the city.

After the elections, the members would be called corporators and the president would be called mayor.

With the increase in workforce and administration following the upgradation, the CMC needs bigger building to house more offices, for which, the CMC is reportedly contemplating of converting the CMC’s convention hall at Bagalkot road into the new office premises as the building has adequate space.

A task that lies before the district administration is to ensure city transport facility to all new wards, proper supply of electricity, roads, sanitation, and providing other civic amenities.

Shimoga CMC to soon be upgraded into City Corporation

Shimoga MLA K.B. Prasanna Kumar has said that the State government will soon commence the formalities on upgrading Shimoga City Municipal Council (CMC) into a City Corporation. On December 20, the State government had issued a gazette notification on upgrading Shimoga CMC into City Corporation.

The State government will issue notification on re-classification of wards in the city, he said here on Wednesday.

Chief Minister Siddaramaiah had announced the upgrade in the budget of the year 2013-14.

The State government has also allocated an amount of Rs.100 crore for Shimoga city under Chief Minister’s Small and Medium Towns Development Project (CMSMTDP) for the purpose of upgrade. The Shimoga CMC will undertake the works of upgrading road network and drainage system in the city with the amount.

The CMC has already prepared an action plan for the works that can be undertaken with the amount, he said.

An amount of Rs 4.25 crore will be used to construct a pedestrian path along Sagar Road, Milaghatta Road and the road in front of Shimoga City Municipal Council. An amount of Rs 4 crore will be reserved to widen Milaghatta road. With the objective to promote cycling, a cycle track will be constructed along Sagar Road at the cost of Rs 80 lakh. In addition to this, a parking lot and a pedestrian over bridge will be constructed near Ashoka Circle, he said.

Mr. Kumar said that, drinking water and drainage facilities will be provided to the residential areas in the outskirts of the city under CMCMTDP. An amount of Rs 9 crore has been reserved to provide drinking water facility for Tevarachatnahalli, Sahyadri Nagar, Navule, Sominakoppa, Wadi-E-Huda, Kuvempu Nagar localities and underground drainage facility will be provided for Navule, Sominakoppa and Malligenahalli localities, he said.
