Sena-ruled BMC snubs MNS, will renovate Shivaji Park

The BMC has decided to go ahead with the proposed beautification of the iconic Shivaji Park in Dadar, a pet project of the ruling Shiv Sena but opposed by its rival, the MNS.

The plan will be carried out with or without opposition, said Mayor Shraddha Jadhav, a Sena corporator.

Workers of the two parties had nearly come to blows on Friday during a meeting organised by the MNS, whose leaders say local residents don’t want renovation.

“Earlier too locals opposed construction of a toilet near the grounds, but now everyone uses it. Redevelopment is the need of the hour as tiles on the walkway have become uneven at places and the parapet requires strengthening,” the Mayor said.

Local MNS MLA Nitin Sardesai, who arranged the meeting with civic officials and residents of the Marathi-dominated locality, said residents feel there is no need for such a structure on the ground as the proposed murals on the periphery will restrict entry. “The objections and feelings of local residents should be considered,” he said.

Sena MLA and corporator Ravindra Waikar told residents that the murals would neither harm anyone nor reduce entry or exit points. “The digging at the entrance, which the locals have opposed, is for piling work for the murals. In no way will entry be restricted,” he said.

The BMC has now put the project plan on display for residents.

Inaugurated as a public playground in 1927, the 27.91-acre ground is one of the largest open spaces in the city and holds historical importance for the Shiv Sena, which launched itself from here.

The BMC plans to renovate the parapet and walkway surrounding the ground which is widely used by students, senior citizens, locals and revellers. To provide a unique identity to Shiv Teerth, as the ground is called by the Shiv Sena, two murals of Shivaji, one depicting his coronation and one showing him riding an elephant, will be installed at the entrance. The redevelopment and beautification will be carried out in three phases at a cost of Rs 6.35 crore.

Shiv Sena executive president Uddhav Thackeray had said, “It was my idea as there is nothing apart from the Shivaji statue in the park to give information about Shivaji or Maharashtra. We are determined to install the murals as Sena’s journey began there.”

KMC needs to do more for JNNURM, says Saugata

With crucial municipal elections across West Bengal slated to take place next month, Union minister of state for Urban Development and Trinamool Congress leader Saugata Roy indicated that he was less than satisfied with reforms undertaken by the Kolkata Municipal Corporation (KMC) under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM).

Among other objectives, the JNNURM requires municipal authorities of cities applying for assistance under the scheme to implement accounting reforms, e-governance applications, property tax reforms and the levy of user charges for water supply, sewerage and so on. Roy, however, said that the KMC had not enforced the stipulated reforms under the scheme, which is the United Progressive Alliance (UPA) government's flagship urban development programme.

“I don't think much has been done. Under the JNNURM, certain things such as double-entry accounting and e-governance are required. Many of the mandatory reforms have not been undertaken,” he told Business Standard. For instance, the scheme mandates urban local bodies, such as the KMC, to formulate and adopt a policy on user charges for all services in order to ensure the full realisation of operation and maintainance (O&M) costs by 2012.

But according to available data for 2004-05, while the total O&M cost for water supply and sewage in the city was Rs 850, 000,000, the total user charges collected was only Rs 290,000,000. Therefore, while per unit cost was Rs 0.61, only Rs 0.21 per unit was recovered through users. A large part of the water supply problem in the city is due to the lack of water meters across most households supplied by the KMC.

Although the Kolkata Environment Improvement Project (KEIP) — a multi-agency body funded by the Asian Development Bank (ADB), the West Bengal government and the KMC — had previously secured a loan for the procurement and installing of water meters, the project hadn't taken off after the Trinamool Congress and other parties opposed it. Despite that, Roy promised that the situation would change if the Trinamool Congress came to control the municipal bodies, including the KMC, after elections in May. “We shall ensure that there is more transparency (if we win the election). At present, the implementation of the programme has been very slow,” he said.

Maharashtra secures maximum JNNURM funds

Efforts by the Congress-led government in Maharashtra to mobilise more funds under the Centre’s flagship Jawaharlal Nehru National Renewal Urban Mission (JNNURM) have paid off. Maharashtra has been able to get maxi-mum funds of Rs 1,358.20 crore for four pilot schemes under JNNURM and Rs 1,459.44 crore under the Bharat Nirman scheme for 2009-10.

Since the inception of the JNNURM scheme in 2005, the state has received the highest disbursement of Rs 6,672.48 crore so far.

Prime Minister Manmohan Singh has taken special interest in improving infrastructure and administration under the Sub-Mission on Urban Infrastructure Governance (SMUIG). Maharashtra has also taken a lead under SMUIG with a funding of Rs 892.65 crore, followed by Gujarat Rs 477.84 crore and Uttar Pradesh 477.06 crore.

Under the Urban Infrastructure Development of Small and Medium Towns Sub-Mission under JNNURM, Maharashtra has received maximum funding of Rs 140.72 crore, followed by Uttar Pradesh (Rs 109.94 crore) and Tamil Nadu (Rs 19.35 crore).
