State steps up efforts to adopt IT in governance

Karnataka, the leading exporter of IT services, has stepped up efforts to adopt information technology in governance on a large scale. The government has initiated several steps to deliver more services electronically to citizens in urban and rural areas, governor H R Bhardwaj said here last week.

“Apart from 60 centres of Bangalore One operating in the city, 20 Karnataka One centres will be operational in the district headquarters by the end of March 2010. This programme will be scaled up in phases across the state,” he said in his address to a joint session of state legislature.

He said Karnataka State Wide Area Network has been commissioned. The value of works tendered through the e-procurement mode has risen to Rs 20,000 crore.

An initiative, which involves setting up a call centre to receive requests on Right to Information, is receiving attention. The call centre will handle requests of citizens for information and filing applications under the RTI Act. This computerised manned facilitation centre with a 24ô7 helpline will go a long way in creating an enabling environment in government’s delivery system for better governance, he said.

The other initiatives in e-governance taken by the state government like Sachivalaya Vahini, new data centre, State Citizens Portal, common service centers at the gram panchayat level among others will further enhance electronic delivery of citizen services, he said.

For the first time in the country, the state government has initiated a GIS (Global Information System) based property assessment programme in five cities on the public-private partnership model. This would enable registration of all properties and facilitate the property owners to get a clear property title. This programme would be scaled up to other cities of the state in a phased manner, Bhardwaj said.

He said the government has accorded high priority to the development of Bangalore city. The expected expenditure on works by the Bruhat Bangalore Mahanagara Palike or Greater Bangalore City Corporation in 2009-10 is around Rs 3,100 crore and that of Bangalore Development Authority Rs 873 crore.

Work on the Bangalore Metro was progressing rapidly from Byappanahalli to M G Road with 70 per cent of the works completed and the first phase of the project will commence operations by December 2010, he added.

Rs 1,185-cr bridge gets Cabinet stamp

New Delhi: After years of delay, the Delhi Cabinet finally gave its nod to the construction of the Signature Bridge in East Delhi’s Wazirabad area.

The bridge was first proposed in 2006 by the Delhi government, but the proposal never got Cabinet approval due to a serious debate over the high construction costs.

The Cabinet go-ahead on Wednesday came after the Union Urban Development Ministry approved the project under the Jawaharlal Nehru National Urban Renewal Mission. The Union government will pay 30 per cent of the total budget.

Chief Minister Sheila Dikshit said, “The bridge, once commissioned, will bring a positive change in the traffic scenario on both sides of the Yamuna near Wazirabad. The much-needed bridge will become reality and facilitate smooth flow of traffic from all sides and benefit commuters on the Outer Ring Road.”

The bridge has been designed by the German firm Schlaich Bergermann und Partner — who are also designing the Jawaharlal Nehru Stadium for the Commonwealth Games.

The budget for the bridge, which was Rs 464 crore in 2006 and later crossed Rs 1,200 crore, has now been brought down by Rs 57 crore.

To reduced the cost, the government has reduced the consultancy fee of the Delhi Tourism and Transportation Development Corporation by one per cent — the budget now stands at Rs 1,185 crore.

Gammon India Private Limited, the lowest bidders for the project, will begin work soon, officials said.

The project was earlier rejected in 2007 after three of seven Cabinet ministers opposed it. The estimated cost of the project by July 2007 had risen to Rs 888 crore (from Rs 464 crore in 2006) after the government decided to invest more to improve the bridge’s construction quality and aesthetics.

In October 2007, the estimate was revised to Rs 993 crore. The Cabinet rejected it then following severe criticism by three Cabinet ministers, a senior official said.

The project was then divided into two parts, the actual bridge and the approach roads. Gammon India has already begun constructing the roads.

Signature bridge
* Will connect NH-1 on Yamuna’s western bank with Wazirabad Road on its eastern bank
* Superstructure will be nearly 175 metres high, bow-shaped pylon with cables
* Will have two subways, footpaths and cycle tracks
* Space for a dual, four-lane carriageway — 14 metres each
* Space for anchoring cables, maintenance walkway, crash barriers on either side of central verge
* Main span will be 251 metres, with approach span on either side of 36 metres each.

LMC plans toll-free number to address customer complaints

Lucknow: The Lucknow Municipal Corporation (LMC) is planning to introduce a centralised grievance management system to address the complaints of the customers. The timeframe for the proposed system is yet to be decided.

Alok Ranjan, Principal Secretary, Urban Development and Environment, said: “We plan to get a toll-free number where the complainants can register their complaints. Once the complaint is registered, the complainant can track the status of it online. Currently, we are considering the proposal in this concern.”

The civic body has asked for a proposal in this concern from a Delhi-based firm, Vayamtech Technologies Limited. The estimated cost of the system is around Rs 3 crore.

According to the proposal, once a complaint is registered, it will be transferred to the zonal official of the area concerned through text messages and emails. The complainant will be given a complaint number with the help of which the person can track its status online on the website.

The move will be beneficial for the administration as they can view the number of complaints made in their department online and can monitor its status as well, said an official.

“We were approached by the LMC. We have already given our presentation,” said a senior official of Vayamtech Technologies Limited.

According to the official, in the present system, a complainant is unable to identify the person who took the complaint and which official has the complaint been directed to.

With the help of this system, the information will be available online. Once the complaint has been attended, a call will be made to the complainant asking them whether their complaint has been attended. Unless they say that they are satisfied in the manner their complaint has been attended, their complaint will not be closed.

“Our model is successfully being implemented in Defence areas in Lucknow, Mumbai and Jaipur,” added the official.

Currently, a complainant registers a complaint with the civic body by calling up the control room. “Once a complaint is registered, a copy of it is send to the senior officials of the concerning department while another copy is maintained in the registers. Sometimes we do check up with the complainant to know whether their grievances have been addressed,” said Rajeshwar Singh, Assistant Municipal Commissioner of LMC.
