Urban development plan seeks balance

MANGALORE: Finding a perfect solution to problems of urban development is a complex task as it involves a gamut of problems that cannot be addressed singularly through a policy, said A Ravindra, adviser to chief minister on urban affairs here on Friday.

Speaking at the one-day workshop on `Draft urban development policy' here, Ravinndra said probably for the first time in the country a policy was being formulated inviting public opinion. "Our intention is that the policy should be discussed widely and address all concerned," he said observing that such workshops have been held at Bangalore, Mysore and Hubli-Dharward.

Indicating that more than 50% of the global population was urbanized, he said in India it was less due to various issues. Ravindra said new inputs will make the policy robust as treading the old path of development will stymie development.

In his introductory remarks, deputy commissioner V Ponnuraj brought to the notice of Ravindra issues on development of the coastal region. He said the policy has given importance to Bangalore, Mysore and Hubli-Dharward, but Mangalore was developing at a faster pace than the latter two cities.

Regarding the move to abolish Urban Development Authorities, DC said the District Planning Committees (DPCs) will not do justice to urban development as their focus was more rural-centric. Emphasizing that an urban-centric approach should be given priority, Ponnuraj said the DPC was just a namesake body. He also suggested making the urban local body (ULB) chief as the chairman of the DPC, instead of a zilla panchayat head, which could give more focus to urban-centric approach.

Ponnuraj said during funds allocation in ULBs there should be guided mechanism so that priority wards get maximum funding instead of equal distribution of allocation. The DC also suggested the need for co-ordination between different local bodies; more focus on housing for economically weak sections; method for arriving for tariffs (water, drainage etc) so that it could be self sustaining.

Mayor Shankar Bhat said though many states had mayor in council type of administration, he rued that Karnataka still did not think it fit to have one. Bhat also had a word of caution saying that after taking all inputs it should not be said that Mangalore cannot be included in UDP as it did not have the required population while implementing the policy, like it happened in the case of JNNURM.

CM has promised pending civic body funds: Rajpal

Pune: During his latest visit to Mumbai, Mayor Mohansingh Rajpal has been promised the pending amount of Rs 150 crore to the Pune Municipal Corporation in the form of grants and Jawaharlal Nehru National Urban Renewal Mission funds. Rajpal told the media on Wednesday that the assurance came from Chief Minister Ashok Chavan. NCP leader Anil Bhosale was also present. Rajpal said, “We held talks with Chavan and requested him to look into the matter — of providing the dues that our civic body is still to get from the state government. This amount of Rs 150 crore includes JNNURM funds and other grants. Once this amount comes through, we will be able to carry out a number of projects including those pertaining to drainage, energy and eco-housing.”

Broken roads: MC to carry out survey in March
Finally the Municipal Corporation is giving a serious thought on the poor quality of roads which have broken away within one year. Senior Deputy Mayor Parveen Bansal said, “I have got numerous complaints from different parts of the city that roads have withered away in less than a year of construction. These also include the inner lanes of various colonies.”

“We will carry out a survey in various parts of the city in March and later appropriate action would be taken against the guilty officials,” said Bansal.

PAU, vet varsity teachers protest
The teachers of the Punjab Agricultural University and Guru Angad Dev Veterinary and Animal Sciences University (GADVASU) held a protest rally in their respective university campuses on Tuesday in support of the demands of the Punjab Federation of University and College Teachers’ Organisation (PFUCTO).

Chemists meet DC
The Ludhiana District Chemists’ Association today gave a memorandum to deputy commisisoner Vikas Garg and new police commissioner Ishwar Singh asking them to check the rampant sale of drugs without medical prescription. The members, however, alleged that a number of times, the police register false cases under NDPS Act after collecting medicines from the premises and replace them with mysterious substance.

PAU to hold national meet on women empowerment
The College of Home Science, Punjab Agricultural University, Ludhiana, is organising a two-day national seminar on ‘Empowerment of Women: Emerging Challenges’ starting from February 18. The seminar is being organised under the aegis of the Society of Home Scientists for Agricultural and Rural Institutions (SHSARI). Dr Neelam Grewal, Dean of the College, while elaborating the plans of the seminar emphasised that empowerment of women had been recognised globally as a key element to achieve holistic development of the families and improve quality of life.

PAU researchers honoured at science congress
Dr Jatinderjit Kaur Gill, associate professor in the Department of Family Resource Management, College of Home Science, PAU, was awarded a medal by the Punjab Academy of Sciences at the 13th Punjab Science Congress held at Panjab University, Chandigarh, for her poster presentation. She presented a poster on “Dehydration of fenugreek foliage at domestic level: comparative performance evaluation of different drying methods”. This work was undertaken to generate awareness that the solar drying is the best option for dehydration of fenugreek (methi). Richa Mehta, M Sc (Zoology) student was also awarded for her research paper “Nature and extent of damage inflicted by slugs to vegetable crops at Kaddo village of Ludhiana district”. The award carried a gold medal and a cash prize of Rs 1500.
