VIJAYAWADA: Keeping in view the possibility of the city becoming Greater Vijayawada in the near future, the Vijayawada Municipal Corporation has recently submitted proposals worth Rs.12,000 crore to the Centre for release of funds for different works under the second phase of Jawaharlal Nehru National Urban Renewal Mission (JNNURM).

“These proposals will take care of the growing needs of the city and will also help us extend basic facilities in respect of drinking water, underground drainage, sanitation and so on in the new areas that may come under the Greater Vijayawada,” said Municipal Commissioner G. Ravi Babu on Thursday.

The Commissioner said at a press conference that the Rs.12,000-crore proposals were in addition to the City Development Plan prepared for Rs.7,300 crores when JNNURM was launched.

Outlining his priorities and preferences, Mr. Ravi Babu said that emphasis was being placed on restoration of roads where underground drainage works had been completed. There were certain guidelines even for temporary restoration of roads and the contractors were supposed to adhere to them.

He admitted that some of the detailed project reports relating to underground drainage prepared in the past did not include the clause that mandates the contractor to restore the road after completion of UGD, but care would be taken to include the clause in the new project reports.

The Commissioner said that an earnest effort was being made to complete the construction of 10,000 houses at Jakkampudi, which were now in different stages, by May.

Even as he indicated that developing more green spaces and constructing a spacious state-of-the-art auditorium as an alternative to Tummalapallivari Kshetrayya Kalakshetram were some of his dream projects,

Mr. Ravi Babu admitted that land was a major constraint for any project. “An NRI has emailed me saying he is ready to give Rs.5 crore for a new auditorium, but we will have to find a suitable place,” he said.

The Commissioner said while talks were going on with the farmers on the city outskirts at Nunna for getting them agree to have the scientific landfill there, a letter had also been written to the Guntur district collector to provide open spaces at Tadepalli or Mangalagiri for the purpose. Land was being scouted also for the construction of a new building for the VMC at the centre of the city, keeping the Greater Vijayawada factor in mind.

Mr. Ravi Babu said five lakh saplings would be planted during the monsoon this year for expanding the city’s green cover.

If farmers interested in raising nurseries on their fields on the outskirts came forward, the VMC would provide the saplings and vermicompost free of cost.

On the public health front, health cards with a unique number would be distributed in all slums.

By conducting micro medical camps, the health profile of each family would be computerised and medicines given free of cost.

New Delhi: The urban development ministry has sought Rs 10,000 crore from the finance ministry as Budget allocation for the financial year 2010-11. The ministry received Rs 5,500 during the current year. The increase in the sum of money is attributed to the large number of ongoing Metro projects.

The ministry intends to spend Rs 5,000 crore on Metro connections, Rs 1,000 crore on government accommodation, Rs 250 crore on satellite towns, Rs 300 crore on the national capital region and Rs 36 crore on the North-Eastern region urban development project.

The ministry expects an allocation of Rs 9,600 crore for 2010-11, for its flagship city development programme, Jawaharlal Nehru National Urban Renewal Mission (JNNURM). This will be delivered as additional central assistance (ACA), to be budgeted as expenditure for the finance ministry.

Currently, 478 projects, worth around Rs 52,053.35 crore, are sanctioned under urban infrastructure and governance (UIG), the main component of JNNURM.

The funding required for the Metro will be needed as the Centre’s share of equity sharing for construction, as well as for rolling stocks. This financing is expected to come as external funding from agencies like the World Bank and Japan international co-operation agency (JICA).

Meanwhile, the ministry is following up on a World Bank loan of $1 billion (Rs 5,000 crore), which it is likely to receive by December this year. This fund will be added to the overall kitty of JNNURM funds to be used for various projects across mission cities. The modalities of the projects are still being worked out.

The projects which will be sanctioned with new funds will take a whole-city approach—revamping the infrastructure—and cities which have conformed to the reforms will get priority in receiving funds. The ministry is also in talks with the World Bank for a funding of $40 million. This sum will be used for capacity building, training, DPR preparation and appraisal at the urban local body level.

Under the JNNURM, the Centre gives grants covering 50% of the project cost for cities with a population between one million and four million. For cities with a population higher than four million, the grant from the Centre is 35% of the project cost. The remaining sum comes from the state’s kitty and the urban local bodies or para-statals.

However, for North-Eastern states, the Centre provides 90% of the project cost as grants, while for Jammu & Kashmir it contributes 80% of the project cost.

The sanctioned funds have been invested in various projects in areas such as water supply, sewe-rage, drainage, public transport system and building of roads and flyovers.

VIJAYAWADA: The Vijayawada Municipal Corporation (VMC) has received additional fund to the tune of Rs. 45.27 crore under Jawaharlal Nehru National Urban Renewal Mission (JNNURM).

“Responding favourably to our plea for release of JNNURM funds, the Chief Minister released Rs. 45 crore on Tuesday.

The amount will be utilised for rehabilitation of flood victims along the Krishna river bed and Budameru rivulet, besides implementation of infrastructure development project in the Corporation limits,” Mayor M.V. Ratna Bindu told a press conference on Wednesday.

The VMC had already received funds to the tune of Rs. 15 crore in the recent past for augmentation of water supply utility under JNNURM phase- II, detailed designs and estimations for Basic Services to Urban Poor (BSUP) in circle –II and detailed designs and estimations for Basic Services to Urban Poor (BSUP) in circles II and III. With Tuesday’s release, the VMC has so far received funds to the tune of Rs. 60 crore under the Central Government scheme, against the earmarked sum of Rs. 145 crores, she said.

The Mayor expressed gratitude to Chief Minister K. Rosaiah, district in-charge Minister Pedireddy Ramachandra Reddy, Minister for Animal Husbandry K. Parthasarathy, Vijayawada MP Lagadapati Rajagopal and Congress MLA Malladi Vishnu for playing a vital role in securing development grants allocated by the Centre for implementation of developmental activities.

She said people’s representatives must rise above party lines and contribute their mite to developing the city.

Deputy Mayor Siripurapu Philip Gritton, Congress floor leader in the VMC general body M. Rajeswara Rao, former Deputy Mayor Samanthapudi Narasaraju and others were present.
