Sister project: US team will visit to build bonds

Bengaluru, Nov. 10: A team of 40 dignitaries from San Francisco will pay a visit to the Bruhat Bengaluru Mahanagara Palike (BBMP) during the end of this month to exchange best practices as part of a sister city project between the two cities.

“Since the two cities have similar practices in the fields of sanitation, health, education, solid waste management and human resources, ideas could be shared and implemented.

It is natural that the two cities come together and form an effective alliance for mutual benefits as well as cultural bonding. The areas of cooperation might extend to application of modern technology, research, bio-technology, health care, trade, sports and education,” BBMP commissioner Bharat Lal Meena told Deccan Chronicle. The team, due to come to Bengaluru on November 27 or 28, will have detailed meetings with the heads of departments such as water supply, sanitary, IT and other areas. In the last three months, two video conferences between the two teams have been held. The memorandum is likely to be finalised during the visit, said Mr Meena.The draft memorandum had been signed between San Francisco mayor Gavin Newsom and the then-BBMP administrator Dilip Rau in October 20. The Union ministry of urban development has issued guidelines for “twinning of cities” after evaluating the proposal and giving a green signal for a relationship between Bengaluru and San Francisco.

Some of the benefits expected from the relationship include business propositions, economic and social benefits, collaboration and transfer of cutting-edge technology, transfer of cross-cultural understanding and exchange of language development as proposed in the draft.

Ludhiana MC all set to get Rs 200-crore HUDCO loan

Finally, the Municipal Corporation has completed all the formalities to obtain Rs 200-crore HUDCO loan. For this, the MC has submitted the papers of a seven-acre land located in Sunet area which it intends to mortgage.

According to the MC authorities, the value of this land is more than double the amount of loan applied for. Today a team of officials from Housing Urban Development Corporation (HUDCO) had a meeting with additional commissioner KP Brar and the papers of the land to be mortgaged were submitted to the officials.

Confirming the same, Brar said, “We have asked the officials if they need anymore documents, they should let us know. If everything goes fine, we will be getting loan within one month and this can be used for various developmental works in the city.”

Meanwhile, it needs to be mentioned that it is for the first time that MC will be mortgaging any property to get loan. Initially the move had invited wide-spread protests, but now the matter seems to have settled down. The cash-strapped MC has no funds to start many projects in the city and hence they had no choice but to chose this option.

Demolition drive
An anti-encroachment drive was carried out in Kidwai Nagar on Monday, in which one room constructed in a green belt was demolished. The Tehbazari team also removed temporary encroachments from Aggar Nagar and other areas falling under MC Zone-A office.

Funding agency kept in dark on cost escalation

The Bruhat Bangalore Mahanagara Palike (BBMP) has reportedly not intimated the Karnataka Infrastructure Finance Corporation - the funding agency for the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) - about the escalation in the project cost.

 

 


According to Government sources, two years ago, when the BBMP planned to start the work, the cost of the project was about Rs 17.5 crore but when the work actually started in 2009 November, the cost went up to Rs 19.5 crore.

Government sources told Deccan Herald that under the JNNURM it is essential for the implementing agency to inform the local funding agency of the Union government sponsored programme about the price escalation. “The structure of the JNNURM is such that the funding agency should be informed about any price escalation.

In the case of the Tagore Circle the BBMP has not informed the JNNURM’s local funding agency, the Infrastructure Finance Corporation till now,” said a top government source.
