Bengal lags in JNNURM fund utilisation

The West Bengal government has failed to fully utilise funds under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) due to inability to raise finances on its own, according to Saugata Roy, Union minister of state, department of urban development.

At an interactive session organised by the Bengal National Chamber of Commerce and Industry (BNCCI), Roy said, the state had been allocated Rs 3,018 crore under JNNURM, but it could utilise just about Rs 1,250 crore.

For the seven-year period between 2005 -12, a massive Rs 50,000 crore has been earmarked under JNNURM.

According to Roy, while Gujarat topped the list of states in terms of utilisation of JNNURM funds, followed by Maharashtra, West Bengal lagged behind due to lack of projects.

“Nearly Rs 1,700 crore is awaiting to be sanctioned to the state under JNNURM, but the state government is yet to submit any project reports,” he said.

In this regard, Roy will hold a meeting with officials of state urban development department on August 24, to discuss projects, especially water-related projects, which can be funded under JNNURM.

“Instead of focusing on infrastructure projects like highways, the West Bengal government should have focussed on projects related to the basic needs of human beings, like water and sewerage proejects,” the minister said.

West Bengal has also been sanctioned funds for purchasing 1,200 low-floor buses in Kolkata, and 100 buses in Asansol.

JNNURM has identified 65 cities as mission cities for infrastructure development, out of which only two fall in West Bengal, namely Kolkata and Asansol, according to Roy.

On Metro rail projects, Roy informed, recently the government had sanctioned the Metro rail project in Kochi, while Chandigarh had sought permission to have underground railways.

In Kolkata, one of the major issues pertaining the extension of the Metro rail was whether a special permission vehicle (SPV) or Indian Railways would build it, Roy said.

‘Rs 5 crore plan to develop NR Pura’

A Rs 5 crore action plan has been prepared for the development of N R Pura utilising the State Finance Corporation (SFC) fund and Chief Minister’s small and medium town development programme.

Speaking after inaugurating various developmental works on Saturday, chief whip of the state government D N Jeevaraj said that the present vegetable market has only two stalls.
It will be increased to 110 stalls at an estimated cost of Rs 20 lakh.

A sum of Rs 5 lakh will be provided for the construction of a shelter in front of Rangamandira of Government PU College. The additional building of the college should be completed within three months.

A sum of Rs 5 lakh has already been earmarked for the construction of Ambedkar Bhavana at Ambedkar Nagara. Rs 10 lakh has been kept aside for the extension of commercial complex in Masjid Mohalla road.

Rs one crore has been earmarked for the construction of box drainages, concreting of drainages and electric poles.

The road from bus stand to Town Panchayat office will be widened.

Roy pulls up state for not utilising JNNURM funds

Kolkata: At a time when the central government is flooded with projects from states like Gujarat, Maharashtra and Tamil Nadu, the West Bengal government has not been able to submit its plans for projects worth Rs 1700 crore under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) for lack of initiative.

Even though the state has submitted projects worth Rs 1200 crore, it is yet to implement around 40% of it, said Saugata Roy, Union minister of state for urban development. He was speaking at an interactive session organised by the Bengal National Chamber of Commerce (BNCCI) here on Monday.

“The state has submitted 39 projects under the JNNURM. Most of these projects are earmarked for developing transport infrastructure in the city. But they didn't progress. Moreover, the state has missed the important aspect of the JNNURM. It did not focus on the projects for providing people with basic amenities like drinking water plant, drainage-sewerage upgradation and the solid waste management,” Roy alleged.

According to norms laid down by the Centre, 35% of the project cost will be borne by the Centre while the remaining 65% will be provided by the state government and urban local bodies.

Roy said Rs 3,018 crore was sanctioned for Kolkata and Asansol under JNNURM while Haldia and Siliguri, which the state government wanted to include, did not qualify as they had less then one million population.

While Maharashtra is implementing JNNURM schemes for six cities, Bengal is lagging far behind in carrying out urban development projects, Roy added.
