Housing: cost escalation may hit VMC finances

VIJAYAWADA: Even as the ruling Congress and opposition parties – CPI, CPI (M) and TDP – are at loggerheads over the issue of State government’s decision to treat a major portion of its share of funding for projects taken up under Jawaharlal Nehru National Urban Renewal Mission (JNNURM) as loan instead of grant, the VMC officials are, seemingly, more worried about the cost escalation of housing project. They fear that it is likely to hit the VMC’s finances badly.

The finances of the corporation are likely to be hobbled by this “mega project,” which is expected to place a total burden of Rs. 298 crores on the VMC. The “total burden” includes cost escalation as well as the loan component if that is to be borne by the VMC. The VMC would have to shoulder a burden of Rs. 134.78 crores of the total escalation of about Rs.268 crores. The State government would have to bear the remaining portion as per GO 232 issued in February this year. As the government issued orders dividing its 20 per cent share of funding of the projects taken up under JNNURM into 18 per cent as loan and 2 per cent as grant, it places a burden of about Rs.163 crores, taking the total burden to Rs. 298 crores, officials explain.

Total houses

The corporation, under JNNURM, has been sanctioned 28,152 houses in four phases. The cost of each unit and the total project cost vary in each phase. The total cost of all four projects was estimated at Rs. 643 crores initially, but the figure has gone up to Rs. 817.24 crores due to escalation in the prices of materials used in the construction.

The cost of each unit under phase-I and phase-II was initially pegged at Rs. 1.32 lakhs and Rs. 1.40 lakhs, respectively. Later, the cost was revised as Rs. 2.08 lakhs. The cost of each unit under phase-III and phase-IV was estimated at Rs. 2.40 lakhs. The Centre refused to revise the project cost and suggested that either the State government or the urban local body (in this case the VMC) should bear it. Subsequently, the State government issued GO 232, directing the VMC to bear the cost escalation in part.

The VMC general body, however, resolved to ask the government to bear the entire escalation. The matter still needs to be pursued with the government. But, going by the way the government is trying to unburden itself, the housing project seems to definitely place a burden of Rs. 298 crores, officials say.

Government urged to complete project formalities

‘Debate on metro rail project is irrelevant’


KOCHI: The Corporation Council on Tuesday requested Union Finance Minister Pranab Mukherjee to earmark funds for the Kochi metro railway project.

Moving a resolution in the council, Deputy Mayor C.K. Manisankar said the project should have been given budgetary support considering the growth potential of the city.

The metro railway was necessary for addressing the increasing traffic snarls in the city, he said.

Mr. Manisankar said the city needs to take a positive stand towards development projects.

It was unfortunate that funds were not earmarked for the project, which was approved by the State government and the Planning Commission. The Finance Minister, while replying to the budget discussion, should earmark funds for the project, he said.

As the Central authorities, including the Planning Commission and the Union Ministry for Urban Development have approved the project, the debate whether metro railway was required or not and the change in the alignment of the rail did not have any relevance, he said.

Works Standing Committee chairman M. Anilkumar seconded the resolution.

UDF leader in the council, A.B. Sabu, suggested that the State government should complete the formalities of the project including the fixing of the alignment and formation of the Special Purpose Vehicle for the project. Though the commission had cleared the project proposal, it is yet to get the Union Cabinet’s nod. The budgetary support may come after the Cabinet clearance for the project, he said.

Mr. Sabu also urged the Mayor to take up the case of traffic issues in the city with the government. The Chief Minister and the State Transport Minister had earlier promised to convene a meeting of the officials concerned to address the traffic issues of the city, he said.

Congress councillor N. Venugopal’s complaint that the Mayor used rough words against him outside the council hall led to a heated debate in the council.

Raising the issue, Mr. Venugopal said the Mayor’s office was a respectable post and its incumbent should uphold the dignity of the office. Mayor Mercy Williams said she was expressing her regret as the councillor had said that he held the office in high esteem.

In another resolution moved at the council, K.J. Antony urged the Cochin Port Trust and the Public Works Department to repair the Thevara-Venduruthy bridge road, Naval Base road and the badly damaged roads in West Kochi.

Urge Jaipal Reddy to sanction funds for various projects

GUNTUR: Mayor Rayapati Mohan Sai Krishna and Guntur MP Rayapati Sambasiva Rao met Union Minister for Urban Development S. Jaipal Reedy in New Delhi on Tuesday to convince him to sanction funds for several projects for development of the city under urban infrastructure development (UIDSSMT) scheme.

The MP requested the Union Minister to sanction Rs.147 crores drinking water project under the development project as there was severe scarcity of water, and added that not even a single rupee was spent in the city under this project so far. The project would entail laying of a second pipeline from Mangalagiri to Thakellapadu filtration plant, renovating the filtration plants at Thakellapadu and Snagam Jagarlamudi and laying new distribution lines in fringe colonies and repairing the existing ones to reduce water losses.

Underground project

The second project in waiting for a long time was the underground drainage project, which was designed at an estimated cost of Rs.395 crores.

The Mayor and the MP asked the government to sanction another project that would take care of storm water drainage to reduce inundation during rainy season.

They also met Joint Secretary in the Ministry P.K. Mohanty and sought a favourable decision so that city could be developed to some extent as far as basic amenities were concerned.
