The Hyderabad Karnataka Development Board (HKDB) on Wednesday approved an action plan to take up development work worth Rs. 65.30 crore for 2013-2014 in the region.

The board, headed by S.R. Patil, Minister for Planning and Statistics, IT and BT, Science and Technology, discussed various issues pertaining to the development of the region, especially in the wake of the special status granted to the region under Article 371 (J) of the Constitution by the Union government.

Elected representatives from the areas falling under the Hyderabad Karnataka region raised issues relating to drinking water shortage, roads and bridges, community halls and schools.

Sandur MLA E. Tukaram pointed out that schools in his constituency required computers, solar system and sports material. Requesting for more grants, Mr. Tukaram said that Sandur was one of the most backward constituencies.

“We have severe drinking water scarcity that needs to be set right immediately,” he said.

Bidar South MLA Ashok Kheny, who submitted a report of the most backward areas in his constituency to the board chairperson, sought more funds for the development of his constituency. “Bidar South has 106 villages and 15 tandas. Yet it does not have either a degree college or a hospital. There is not even a taluk office and people have to either go to Bidar or Humnabad for any administrative work,” he said.

Mr. Patil told the members that the board would be reconstituted soon.

Bellary Deputy Commissioner and member-secretary of the board Amlan Biswas tabled various development projects to be implemented in Gulbarga, Bidar, Yadgir, Bellary, Raichur and Koppal districts that fall under the Hyderabad Karnataka region.

“The allocations are made based on a report prepared by D.M. Nanjundappa on regional imbalances. The members will have to prioritise works in their areas,” he said.

Survey done for civic body upgrade

KOLKATA: The urban development department has completed the survey required to upgrade Bidhannagar Municipality into a municipal corporation.

The area jurisdiction map to denote the localities that will fall under the corporation will be finalised shortly. The government is planning to complete the upgrade by the end of this year.

Land measurement and survey to chalk out the map began soon after chief minister Mamata Banerjee announced the upgrade, said an official. According to plans, the corporation will include some parts of Rajarhat New Town that now fall under Hidco's jurisdiction, some that fall under panchayats and some under Rajarhat-Gopalpur Municipality. Some wards under South Dum Dum and Dum Dum municipalities could also be included in the corporation, including the airport.

At present, Bidhannagar Municipality comprises three sectors of Salt Lake. Sector V, which used to come under the municipality's jurisdiction, was later brought under the Nabadiganta Industrial Township Authority that was constituted in January 2006 to look after the IT hub.

Civic officials said the upgrade will bring the Salt Lake civic body benefits like more government grants and more manpower that will translate into improved services like solid waste disposal, cleaning of roads, road repair and the like. Currently, the civic body gets an annual grant of about Rs 3.30 crore, which could jump to more than Rs 10 crore once it turns into a municipal corporation.

BMC starts Rangamatia Project

The Rangamatia Cluster Development Project has finally begun with infrastructure development in the area.

The project proposed to be undertaken under the Centrally funded Rajiv Awas Yojana (RAY) in 2012 involves construction of housing units and infrastructure development of the area. BMC has identified about seven acre land for the project.But, the objection of the existing slum dwellers of Rangamatia has hit the project as it proposed relocation of three other slums through a housing project.

As per original proposal, residents of three other slums were supposed to be rehabilitated to Rangamatia slum through a major housing project under RAY. The decision on housing project has not been finalised yet. “Since Rangamatia slum dwellers did not have any problem with infrastructure development, we have begun with the water supply work in the area,” said a senior BMC official. The Odisha Public Health and Engineering Organisation (PHEO) has been assigned the charge of water supply in the area. The water supply to the slum will cost Rs 1.16 crore. A tender for providing adequate electricity supply has also been floated by the BMC.

After housing project was stalled due to repeated protests by slum dwellers, BMC approached the General Administration (GA) department to provide alternate land. The General Administration department has recently issued alternate land about 1.5 km from Rangamatia in Gadakana Mouza. The number of housing units to be constructed is yet to be finalised.
