Palike to lift restriction on ongoing, urgent works

The Bruhat Bangalore Mahanagara Palike on Tuesday announced the lifting of the restriction on works worth Rs 532 crore, which were stalled when the model code of conduct was in place for the Assembly elections.

The works were in various stages of execution when they were frozen. This follows the demand by corporators that urgent works in the City should be given the go-ahead.
Palike Commissioner M Lakshminarayana announced the lifting of the restriction at the Council meeting on Tuesday.

Lakshminarayana assured the House that urgent works, related to flood relief in the City, could be undertaken forthwith, while those yet to begin could be looked into once the pre-audit on their necessity was conducted and government approval secured.

“We had a meeting with district incharge Minister Ramalinga Reddy on Monday regarding the frozen works. It was decided that the works can be started in a phased manner. In the first phase, we will allow continuing the ongoing works. In the second, pre-audit will be conducted and government approval sought,” Lakshminarayana said, adding all works worth above Rs 5 lakh would be subject to pre-audit.

Stormwater drains

Leader of the Opposition in the Council, M K Gunashekar, demanded a probe into the misappropriation of funds in the stormwater drain project and action against the accused officers.

Lakshminarayana said he had a discussion with all the officers and they have been asked to submit replies. A report will be sent to the BBMP Council, he assured, while admitting to delays in executing the work due to litigations.

Help centres to be shut

The Palike will close down its help centres in view of the alleged squandering of property tax money by some tax inspectors in the City.

There are about 280 help centres, of which 64 will be closed down now, while the remaining will be shut down in a phased manner. Lakshminarayana told the meeting that citizens were not required to fill the Self Assessment Scheme forms every year, unless there was change in the building or revision of tax.

The BBMP will tie up with banks to allow payment of property taxes through them. Along with it, online tax payment mechanism will be strengthened. He said the Palike will stop property tax collection through cheques and collect the same through demand drafts and Indian Postal Orders.

Contribution for flood victims

The Bruhat Bangalore Mahanagara Palike (BBMP) will donate Rs one crore to the flood-ravaged Uttarakhand. A resolution was passed to this effect in the BBMP council on Tuesday after observing one-minute silence for those who lost their lives in the tragedy. Also, the corporators decided to give one month honorarium while the Palike officers and employees will give their one-day salary for flood relief.

790 stalled development works to take up again

Bowing down to the pressure of the BBMP Councillors and the city MLAs, the state government has decided to take up over 790 different development works at a cost of Rs 522 crore in the city.  

These works were  put on hold during the tenure of the previous government.

Bangalore In-charge and Transport Minister Ramalinga Reddy told reporters here on Tuesday that the government will review all those works  which have been put on hold.

“The decision to revoke the works was taken following the appeals made by the legislators and the city Councillors,” he said.

He said all these works will be taken under MLA, Mayor and Deputy Mayor’s grants.

“I have instructed (the officials) to look into the matter case by case as preliminary process, including inviting tenders for some works had been done,” he said.

Reddy said he met the representatives of several civic agencies, including BBMP, BDA, BMRCL, BWSSB on Monday and discussed  the need for co-ordination among themselves.

He said Additional Commissioner of Police (Traffic) M A Saleem presented a proposal to widen five junctions for hassle-free movement of traffic.

“The junctions for widening include Mekhri Circle - Windsor Manor (Ramanashree), Benniganahalli (K R Puram), Dairy Circle to Sagar Apollo (Hospital) (Bannerghatta Road) and Hudson Circle to Double Road,” he said.

There is also a  proposal to build a flyover near the Hebbal flyover to ease traffic congestion.

“All these proposals will be considered and  presented before the state Cabinet for approval,” Reddy said.

Also, a proposal to create signal-free corridors at six places, including Yeshwantpur-Okalipuram, Central Silk Board to Vellara junction, Mysore Road to Central Silk Board, Vellara Circle to N H Kundalahalli and Mekhri Circle to Hope Farm (Whitefield) are before the Cabinet. 

The authorities finalised tender process for these works, Reddy said.

The minister said the BBMP officials have been instructed  to take up the pothole filling works on a priority basis.

“The BBMP has identified over 36,000 potholes across the city and has already filled 20,000 potholes. The remaining will be completed within a fortnight,” he said.

Reddy said bad maintenance of the flyovers built by BDA also came up for discussion in the meeting.

RDA appoints consultant for development projects

The Raipur Development Authority has appointed New Delhi based Lee Associate as its Consultant for its development projects.

The Lee Associate is the subsidiary company of Canada-based Lee Group Holding Inc, an RDA statement said here on Wednesday. RDA Chairman Sunil Kumar Soni alongwith Vice Chairman Ratan Lal Daga while holding a meeting with the Lee Associate members stated that alongwith development of then city, RDA’s financial position also needs to be strengthened.

The RDA works at the ground level to reach its services to the general public, he said. Soni advised the consultants that suggest better technical solutions as per the prevailing environment while submitting their concept plan for urban development projects.

Meanwhile, chairing another meeting during the day, the RDA Chairman stated that the Kamal Vihar project is the dream project of the Authority and the disposal of technical files of the project be undertaken at the site office itself.
