Chandigarh:  N K Sud, Lokayukta, Haryana, in his interim order of July 23, has pulled up the Estate Office, Haryana Urban Development Authority (HUDA), Panchkula, for several instances of illegal allotment of plots in Panchkula from 2007 to 2010 under the Oustees Quota Scheme, 1987. The Lokayukta said there was a serious lapse on the part of the government officials concerned as they seemed to be in collusion with the beneficiaries of the allotment of plots. A series of complaints had been filed to the Lokayukta by one Parmanand in this regard.

“I am satisfied that no allotment to the ineligible person can be made without the active connivance of the officials of the Estate Office or the other revenue officials, and therefore calls for a strict action against erring officials. It is common knowledge that prices of immovable property in Panchkula are very high and therefore the only inference is that such officials had colluded with the ineligible persons in getting plots allotted to them under the Oustees Quota Scheme against monetary consideration,” said the Lokayukta’s report. The report said such collusions in defrauding the state exchequer clearly tantamounts to a criminal offence warranting criminal action also. “I am therefore of the view that prompt action should be taken against erring public servants so that it serves as a deterrent against occurence of such acts,” read the Lokayukta order.
