Day before submitting report, Jaipur Municipal Corporation conducts drive at Nullah

JAIPUR: A day before submitting the status report in high court, the Jaipur Municipal Corporation (JMC) carried a drive to remove encroachment from the catchment area of the Amanishah Nullah.

Despite the high court orders, the (JMC) has been casual so far in its approach to both rehabilitation of the affected house owners and removal of the the illegal constructions.

On Tuesday, the JMC enforcement team removed an illegal construction near NBC factory, at Rawal Ji Ka Bandha. However, majority of the other encroachments in the catchment area are left untouched by the corporation. The JMC has not received a single consent letter so far from owners whose houses are in the jurisdiction of the corporation, according to sources.

In many areas, JDA officials are in the process of convincing people to fill the consent form and told them that they will have to face contempt of court in case they failed to fill the forms. But, no similar effort has been made by the JMC officials in this regard.

"We have put advertisements in newspapers saying affected house owners can approach to our office to fill the consent form. So, far, we (JMC) have not received a single consent letter," a source said.

As per the survey directed by the court, the maximum number of encroachment was found in the jurisdiction of the JMC. Recently, issuing notices to house owners, whose dwellings are in the catchment area of the Amanishah Nullah, has become a challenge for JMC officials. Many a time, officials were not able to complete their work and had to return empty handed as hundreds of residents had gheraoed them.

"Earlier, we started issuing notices between Sushilpura and Hassanpura areas. After issuing the notices, the team had to return as the residents intensified their protest," a JMC official said.

Official sources claimed that the task is becoming difficult as the residents have become aggressive. Even many encroachers refused to take the notices and one of the house owners even tore up the notice.

An official claimed that the latest high court order on Amanishah Nullah, which allowed its width to be maintained between 150 feet and 210 feet on whichever side free space is available, has come as a major relief for the JDA. However, as encroachers are densely populated in the area, there is no option other than razing constructions from both the ends.

Illegal buildings in Pimpri Chinchwad Municipal Corporation areas to be razed

PUNE: The state government recently directed the Pimpri Chinchwad Municipal Corporation to pull down multi-storied unauthorized constructions built after March 31, 2012. On Tuesday, municipal commissioner Shrikar Pardeshi said all such constructions will be removed on priority.

As many as 2,575 unauthorized constructions have come up after March 31, 2012. Pardeshi said that a survey was needed to ascertain the exact number of multi-storied unauthorized constructions. "A meeting with chief secretary Jayant Kumar Banthia through video-conferencing was held recently. Of the 2,575 unauthorized constructions, 173 cannot be regularized as they have been built on land reserved for civic amenities in the development plan (DP), in floodline affected areas and in green zones. The civic body will remove them soon," he said.

He said more demolition drives were necessary to prevent the growth of illegal constructions. "The civic body has filed 861 complaints against unauthorized constructions covering 33.51 lakh sq ft. We have demolished 225 such constructions." with a total area of 8.87 lakh sq ft.The civic administration has conducted a drive to demolish illegal structures. However, this drive is insufficient," he added.

The civic body will also stop providing civic amenities to unauthorized constructions. "Water and drainage facilities to unauthorized constructions built after April 1, 2012 will be cut from next week. Corporators had pointed out that it was improper to provide streetlights and roads to an area if 100 % constructions are unauthorized. It is a valid argument and has been accepted," Pardeshi said.

The state government had issued a government resolution stating that double the property tax of the unauthorized construction be collected as penalty for those buildings constructed after June 4, 2008. "The general body has approved a resolution to collect penalty charges equivalent to the property tax. The state government has annulled this resolution. As a result, the civic administration will collect double the property tax as penalty for the period between June 4, 2008 and March 31, 2012," Pardeshi added.
