PCMC spent over Rs 90L in 10 months to demolish buildings

PUNE: The Pimpri Chinchwad Municipal Corporation (PCMC) has spent in excess of Rs 90 lakh in the last 10 months to demolish some 179 buildings.

As per the assessment done till March 31, 2012, there are 3.34 lakh properties in Pimpri Chinchwad, of which 1.34 lakh do not have required sanctions. The PCMC has been able to bring down only 179 buildings in the last 10 months.

The civic administration gave this information in written replies given to Shrirang Barne, group leader of Shiv Sena and some RPI corporators.

The municipal commissioner in July last year had issued a circular to the officials of the property tax department to conduct tax assessment of new constructions. He had stressed that assessment of only legal properties should be done.

Initiating discussion at the general body meeting, Barne said the civic administration has not given information about unauthorized constructions in floodline affected areas. He also alleged that there are around 15,000 properties in the city that have bogus 'gunthewari' certificates. There are more than 30,000 properties that are not registered in the tax assessment register of the civic body due to which the PCMC has lost tax of Rs 50 crore, he said.

Corporators cutting across party lines asked PCMC to find ways to regularize unauthorized structures. They blamed the civic body for not taking action at the time when the buildings were built.

Some corporators alleged that the civic body is providing free civic amenities to the slum-dwellers while demolishing unauthorized constructions of people who have bought the plots. Therefore, they demanded action to prevent construction of unauthorized huts as well.

Mayor Mohini Lande allowed discussion on the issue for a marathon three hours. But she stopped the discussion abruptly which enraged MNS corporators. Shahji Pawar, assistant commissioner and chief of property tax department, said: "Citizens who have documents to prove that their unauthorized constructions were built before March 31, 2012, must apply for tax assessment at the citizen facilitation centres (CFCs) at the PCMC main office building, or at the CFCs at the four zonal offices. If we find their claims are true, we will conduct tax assessment of such properties."

Central Railway seeks Nagpur Municipal Corporation's help in removing encroachments near station

NAGPUR: The Nagpur division of Central Railway has sought Nagpur Municipal Corporation (NMC) help in removing encroachments in front of Ajni and Nagpur railway stations.

The Central Railway is giving a facelift to Ajni and Santra Market side of the main station. However, encroachments outside the station is playing spoilsport. The makeshift shop-owners, mostly eateries and paan kiosks, are responsible for dirtying the station premises.

At a meeting between divisional railway manager (DRM) Brijesh Dixit and municipal commissioner Shyam Wardhane, Dixit explained that Ajni has become a terminus with a couple of trains starting from there. However, due to encroachments, there is too much congestion and traffic jams. The situation was similar on the east side of the main station. He also discussed change in road dividers on the road passing through the east side of main station.

Wardhane asked officials concerned to keep the footpaths near Ajni and Nagpur station free of encroachments. On the west side of the station, despite beautification, the eateries are a nuisance as garbage is dumped in front of the station by the eatery owners.

Dixit said railways have no jurisdiction outside the station premises and hence sought NMC's help in keeping the premises clean.

Both the officials also discussed extension of Ram Jhula till Kasturchand Park. Presently, the railway overbridge is proposed till Jaistambh Chowk. However, once completed, it will cause congestion near the station. Dixit wanted that the extension of Ram Jhula till Kasturchand Park should be included in the detailed project report (DPR).

Wardhane promised to start work on the proposed subway from Jaistambh Chowk to railway station.

Kanpur Municipal Corporation carries out anti-encroachment drive

KANPUR: Acting tough against the roadside encroachers in the localities of Krishna Nagar area, the enforcement wing of Kanpur Municipal Corporation carried out a massive anti-encroachment drive on Thursday.

Commencing the drive from the busy lane of Krishna Nagar Market, the KMC officials demolished the houses and shops that were extending beyond the limits and occupying roads in nearby lanes as well. Several temporary shops that had been causing traffic snarls were also razed. During the drive, police force had been roped in to ensure that the drive is conducted successfully.

The drive was headed by KMC's enforcement wing head, CP Shukla while the zonal officials also accompanied the drive. According to the official data, four dozen temporary structures were removed in the drive while half a dozen permanent tea stalls were also demolished in the drive.

The extended embankments of the houses were also demolished by the bulldozers. The enforcement wing also extorted 50 thousand rupees as user charges from the locals of the area.

Though the locals tried to resist the drive that was being carried out, the heavy arrangement of police personnel ensured that the drive went on smoothly. A local shopkeeper, who had entered into scuffle with the police, was thrashed while others cooperated with the officials.
