No move to remove encroachment on London Street

NAGPUR: Laxmi Nagar zone officials of Nagpur Municipal Corporation (NMC) are protecting two influential contractors and delaying action against them for encroaching on the proposed London Street land despite strict directives given 20 days ago. Even the estate department officials do not seem to be interested in razing the encroachments.

The two big contractors, RM Goplani and Dilip Rathi, have encroached on long stretches of land on proposed London Street project worth around Rs 700 crore. The contractors have got rent-free use of the land for the last four years. Officials from Laxmi Nagar Zone and estate department were aware of the encroachments but failed to take any action against the contractors.

The officials didn't even report the encroachment to NMC head office. The estate department had rejected an application by Rathi to utilize the land, a couple of years ago. However, the contractors have been utilizing the land for various works with the nexus of NMC officials.

Taking cognisance of TOI reports on encroachments by the two contractors near Indraprastha Nagar between Lokseva Nagar and Khamla, additional deputy municipal commissioner Ravindra Kumbhare had directed officials to raze the encroachments and recover penalty.

However, junior engineer from Laxmi Nagar Zone Vivek Telrandhe only inspected the encroachments and sent a report to the estate department. Slamming the delay, Kumbhare signed the note and directed immediate action. However, the contractors continue to occupy the land. Goplani has even increased the materials, including sand and metal, lying on the land.

Estate officer DD Jambhulkar said officials of Laxmi Nagar zone have been directed to raze the encroachments. "I will issue reminders to the officials," he said. Sources told TOI officials of estate department, which has jurisdiction over London Street land, have not even visited the site yet.

Telrandhe said the directives reached his office a couple of days ago, adding, "We will raze the encroachment in few days." Telrandhe was mum when asked about delay in initiating action.

Deputy engineer from Laxmi Nagar Zone VV Kahalkar was not available for comments despite repeated attempts.

Besides the encroachments by contractors on the London Street, shanties too are cropping up on the land. Scrap dealers too have started to use the land in a few stretches. The weekly vegetable markets too are increasing on the land.

The BBMP Council on Thursday passed a resolution to increase the betterment charges for the revenue sites. This time, it has proposed Rs 540 per square metre to regularise revenue sites of any dimension.

Betterment charges are levied on sites in the revenue layouts located in newly-added areas to the city corporation during the formation of the BBMP. There are around 300 such revenue layouts.

In 2010, when S K Nataraj was the Mayor, BBMP Council had passed a resolution fixing different betterment charges for different dimensions  of sites. It was Rs 200 per square metre for sites measuring up to 1,200 square

feet, Rs 250 per square metre for sites measuring 1,200 square feet to 2,400 square feet, Rs 350 per square metre

for sites measuring 2,400 square feet to 6,000 square feet and Rs 450 per square metre for sites with a measurement of over 6,000 square feet. The charges-which were for the provision of water supply, roads and

drainage-were approved by the BBMP council on December 29, 2010. The then BBMP Commissioner Siddaiah had issued a circular in this regard. Following this, some landowners went to the High Court challenging the betterment charges fixed. In April this year, the court had observed that it could not be said that the owners of the smaller sites were always economically weak and invariably use lesser infrastructure provided by the BBMP.

Allahabad Municipal Corporation removes encroachments near Baluaghat crossing in Allahabad

ALLAHABAD: The demolition drive of Allahabad Municipal Corporation was undertaken from ECC College to Baluaghat crossing on Thursday. Many small shops and the ramps that were constructed encroaching the drains were also removed in the demolition drive.

The demolition squad of Allahabad Municipal Corporation comprising of JCB machines, bulldozers reached the site at about 11:30am. The demolition started from Ewing Christian College and proceeded upto Baluaghat crossing.

During the demolition, 14 ramps that were constructed encroaching the drains were demolished. In addition to this, eight rooms that were constructed encroaching the land of footpath were also bulldozed in the demolition drive. Eight tin shades were also demolished. The drive continued upto 3:30pm in the locality.

As the demolition squad was returning, the drive was conducted on the Mahatma Gandhi Marg from Bus Stand to All Saints Catehdral. However, only small shops and vendors were chased away from the main road.
