Anti-encroachment drive raises questions on MCD stance

The recent action taken by officials of the Municipal Corporation of Dehradun (MCD) against the roadside small traders has raised questions regarding the stance of the MCD on the encroachment issue.

MCD officials have been removing the carts and stalls set by petty vendors selling fruits and vegetables on the roadside as part of the anti-encroachment drive. However, the small traders have complained that the MCD has been proved totally ineffective in removing encroachments by owners of big shops and influential businessmen due to which it resorting to harassing the small traders.

It is pertinent to mention that roadside encroachments cause major inconvenience to the public causing traffic congestion and other forms of civic disorders. The small traders use wheeled carts or set temporary stalls on the roadside in different localities of the town to ply their livelihood. Though, the small traders are also part of the problem, the encroachments by big businessmen and shop keepers cause bigger problems than those caused by the encroachments by the petty vendors. However, the efforts undertaken by the MCD, police and District administration have repeatedly turned out to be totally ineffective due to the political connections of the businessmen.

Since the past one week the MCD officials have been working on the removal of roadside encroachments but they have focused all their attention solely on the small traders, who use carts and stalls on the roadside to ply their trade.

On top of this not all the small traders are targeted by the MCD officials who focus their efforts on some areas in the vicinity of the Clock Tower.

Sources state that while officials remove encroachments by small traders, they continue to turn a blind eye towards the footpaths being encroached upon by shop keepers in the Paltan Bazaar and other market areas of the town.

Even when the encroachments by small traders are removed around the Clock Tower, the many carts on the roadside along the Rajpur Road are left untouched.

Sources said that such carts are left untouched because the police collect periodic payments from the owners of these carts in order to allow them to continue their business on the roadside.

Considering such facts, observers state that the anti-encroachment drive being undertaken by the MCD is little more than a formality as it totally ignores the major encroachments which are responsible for the problems being faced in civic facilitation in the district.

Drive to remove encroachment stalled by leaders

The anti-encroachment drive undertaken by the Municipal Corporation of Dehradun (MCD) has failed to yield the desired effect because of the interference of the State Government. According to Dehradun Mayor Vinod Chamoli, the State Government should also be concerned with removing the encroachment in the city, but the stance taken by the Government is preventing the MCD from removing encroachments which in turn prevent the effective and timely execution of different urban development works including the broadening of roads.

The MCD has been undertaking drives to remove roadside encroachment so that the roads could be widened. Considering the problems faced by the people from the roadside encroachments by shopkeepers in the Paltan Bazar and other market areas, the MCD had started a drive to remove these encroachments.

Though this drive was started before Diwali in Paltan Bazaar, it failed to have the effect. The drive was stalled due to protests by businessmen with the backing of some influential politicians.

The Mayor had then said that a meeting of the MCD officials, police and departmental officials concerned would be held in the first week of November at city Kotwali to chalk out the future plan of action regarding the anti-encroachment campaign. However, this meeting could not be held as a result of which the anti-encroachment drive in Paltan Bazar has fizzled out.

Sources say that the members of the business fraternity with the backing of the politicians have been able to stall the anti-encroachment drive initiated by the Mayor. When the MCD started the drive in Paltan Bazaar, the businessmen approached the court to get a stay on the removal of encroachment. However, the Dehradun Mayor is confident that the court will decide in favour of the MCD. The MCD is expected to renew its anti-encroachment drive in the market after the court announces its decision. According to the Mayor, if things go as planned, the MCD will re-start its anti-encroachment drive after December 5.

New Delhi:  The Municipal Corporation Delhi (MCD) demolished seven buildings in the Civil Lines zone on Saturday. The action was carried out at Suraj Nagar, Burari, Wazirabad, Nehru Vihar, Jahangirpuri and Mahendra Park, officials said. A release by the civic body said the demolition drive in the area will continue in the coming days. On Tuesday, the MCD also removed 80 small shops, including firecracker selling units, in Central Delhi’s Azad Market. The move was aimed at facilitating construction of a flyover on Rani Jhansi Road, officials said.

The shopkeepers were given vending rights but they turned their units into permanent ones, officials said. They were given notices and alternative sites and action was taken against only those who refused to shift.
