Collector talks tough on encroachments

KAKINADA: Collector M. Ravi Chandra said cases would be registered under the provisions of the Prevention of Damage to Public Properties Act against those who damage the roads. He issued orders for the immediate removal of encroachments on the highways in the district.

Addressing the road safety committee meeting here on Wednesday, Mr. Ravi Chandra said movement of vehicles in the wrong route was being reported frequently from Jaggampeta-Kattipudi, Kadiyam-Ravulapalem and Kadiyam-Rajanagaram sections. Asking the police to register cases against them and levy a fine to the tune of Rs. 1,000 per light vehicle and Rs. 2,000 per heavy vehicle, Mr. Ravi Chandra said in the event of repetition of the same violation, the driver is liable for an imprisonment of three months.

He advised the police to focus on installing closed circuit cameras at important traffic junctions to record the violations and steps must be taken to install caution boards and streetlights along the highways.

On the movement of tractors on the highways causing damage to the roads, the Collector asked the officials to levy fine on the tractor drivers concerned. Referring to the desilting of roadside canals, he asked officials of the Roads and Buildings department to make it clear in the work order itself that the silt must not be dumped on the road.

He asked the municipal Commissioner to ensure the garbage should not be dumped on the road.

He asked the officials of the Andhra Pradesh State Road Transport Corporation to conduct counselling to their drivers so that they would not cause traffic snarls by stopping the buses in the middle of the road. Joint Collector K. Sasidhar, Superintendent of Police (Admn.) S.J. Janardhan, Deputy Transport Commissioner Praveen Rao and other officials were present.

MCD brings down curtains on illegal gardens at Anupam Apartments

New Delhi:  The Municipal Corporation of Delhi (MCD) on Monday demolished encroachment on public space at Anupam Apartments, Saket. Most of the structures that were removed were illegal ‘gardens’ that residents of 204 DDA SFS flats had made over the years. These green add on were mostly extended beyond the allotted area, eating into the road space and other areas meant for public use.

According to sources, the MCD action came after a few residents complained against the encroachments that led to parking problems. “More than parking issues, it was about encroachments on space meant for public use,” said RK Kapur, president of apartment’s Residents’ Welfare Association.

Though many hailed the civic agency’s move, it is yet to be seen for how long the area remains clear of encroachments before the gardens grow back again. Recently, Saket’s A-Block had also witnessed a similar drive by the MCD, but within a month the demolished ‘gardens’ were blooming again. According to MCD Deputy Commissioner (South Zone) S K Midha, the civic agency at times overlooks such ‘extensions’, in cases where no inconvenience is caused to others. He, however, added that the MCD has been cracking down on colonies in the past few months. “In colonies, people use the already small roads for putting up potted plants that eat into the roads. It leads to a lot of inconvenience and so the action was taken.”

The MCD team was accompanied by the Delhi Police personnel when it arrived for the demolitions on Monday afternoon. No prior notice was given to the residents about the action.  On Tuesday, when Newsline visted the area, all houses on the ground floor had broken bricks and cement piled up near them. Several workers were busy collecting the rubble and clearing the area.

As for the residents, some are happy that public space has been cleared, while others rue the fact that greenery had to give way. “There is no right and wrong here. On the one hand the MCD is just doing its job, but greenery is also important,” said a resident whose extension was demolished.

The Anupam Apartments were built in 1988 in two phases and after possession, people began extending allotted areas on the ground floor with such gardens. This resulted in complaints to the MCD as over the years the number of cars in the colony has increased without a proportional increase in parking space.

Civic body locks 454 more illegal shops in A'bad

AHMEDABAD: Continuing its drive against commercial complexes which have converted parking space into shops and are violating fire safety norms and parking provisions, Ahmedabad Municipal Corporation (AMC) on Tuesday sealed 454 such units.

AMC is on a drive to demolish illegal constructions in the city, and structures that have been constructed by compromising on cellars initially kept as parking spaces. The decision to conduct the drive comes on the heels of the recommendations made by the Kamal Mehta committee. The Gujarat high court has recently refused to interfere with the government's drive to seal and demolish illegal and unauthorised construction following a court order issued in a public interest litigation (PIL).

AMC's estate department officials said in the west zone, 55 units of Mangaltirth tower near Dharnidhar Derasar in Vasna were sealed as they violated the fire safety norms and were operating without a no objection certificate which is mandatory as per the provisions.

Officials said that in the new west zone, a high-rise tower, Milestone, near Drive-in cinema was sealed. This high-rise tower, which had 142 units, also violated the fire safety norms.

In the south zone, only 35 units were sealed. Officials said that Clifton Tower near Shah-e-alam was sealed as it also did not have adequate parking provision and violated fire safety norms. Officials said that two units - one near Behrampura Madni masjid and second near Khodiyarnagar Crossroads in Behrampura - were sealed as they did not have the required permission.

In the central zone, block C in BJ Tower near Delhi Darwaja was also sealed as there was illegal construction in the cellar. This tower has 90 units. Apart from flouting parking norms, this tower did not comply with the fire safety norms.

In the east zone, 132 units in Rameshwar Industrial estate in Nikol were also sealed as these units were operating without required permissions. Officials said that in all 30,410 sq meter of land was made free of illegal construction.
