44 illegal colonies to get amenities

GURGAON: In a move that will provide relief to lakhs of residents living in unauthorized colonies in the city, the Haryana government has passed the Haryana Management of Civic Amenities and Infrastructure Deficient Municipal Areas (special provisions) Act 2013. This will enable the Municipal Corporation of Gurgaon (MCG) to provide basic amenities like water, electricity, roads, streetlights and sewage disposal to the residents living in these areas. The urban local bodies department has already issued a notification in this regard. All these years the MCG was unable to provide these essential services since it was not allowed to do so.

However, these illegal colonies have still not been authorized. As many as 543 illegal colonies have been shortlisted across Haryana for this scheme, out of which 44 of are in Gurgaon.

"According to the Act, there are a total of 543 colonies which will be provided civic amenities. There are several criteria that the colonies need to fulfil and the main condition is that as on June 30, 2009, the minimum built-up area of the colony should be 50% and the colony should not be a part of any restricted area," P Raghavendra Rao, principal secretary, urban local bodies, told TOI.

This means that about two lakh people, living in 22 colonies within the 900-metre restricted zone around IAF depot, will not get the benefit of this scheme. Residents of such colonies have time and again held protests demanding civic amenities.

"We will bring out a separate notification in which plot holders within the declared area can get their plots regularized by depositing a certain amount if they fulfil certain conditions," said Rao.

The total area comprising the 44 colonies in Gurgaon is around 1,217 acres. The MCG officials said they are studying the notification and development work will begin soon. "All this while our hands were tied and even though we wanted to provide basic amenities to these people, we could not do so. Now, we will start various development works soon," said an official.

AMC to set up computer labs in three civic schools

AURANGABAD: The Aurangabad Municipal Corporation (AMC) will soon set up computer laboratories in its three schools at Paithan Gate, Harsul and Naregaon under the ambitious Maharashtra Prathamik Sikhshan Parishad project. The labs will be set up at a cost of Rs 2.26 lakh each for imparting IT education to the students.

Besides, the AMC is also planning to set up similar labs at its schools in Shahabazar and Kiradpur in the second phase.

A M Shaikh, education officer in the AMC, said on Monday that the independent labs will be equipped with five computers, five uninterrupted power supply (UPS) systems, one printer and five speakers. "Besides, we are also planning to provide internet facility to these schools," he said.

Shaikh said that the AMC had recently invited tenders for setting up the labs and the process would be completed in the next 25-30 days. "The labs will give students in the AMC-run schools an opportunity to learn basics of information technology. The facility would be provided free of cost and will also be available for students of nearby municipal body schools," he said.

Besides, the education department of the civic body will start conducting surprise visits at its 78 schools from Tuesday. "We have formed three special teams to inspect and review the performance of the schools. This month, the teams will visit 20 schools, while the inspection of remaining schools will be held later," Shaikh said.

He said the teams comprising one centre head and two subject experts each would visit the schools and review the standard of education.

The reports of the inspecting teams will be placed before a co-ordination committee of the education department, which will take immediate steps to address the issues raised in the reports.

Shaikh also said that the civic body would complete its task of providing school uniforms to all the students within 20-25 days. "Earlier, we provided uniforms to 12,000 students belonging to scheduled caste, scheduled tribe and other economically backwards classes. The remaining 9,000 students will get the uniforms soon," he added.

NMC to put up sheds at new flower market

NASHIK: The civic administration has decided to put up sheds at the new flower market near Ganeshwadi, Panchavati following the vendors' refusal to shift from the existing facility at Saraf Bazaar. A tender worth Rs 14 lakh for the work will soon be floated.

Keeping in mind the flower vendors' demand, the NMC has provided toilet and drinking water facilities and also created fencing around the area. But the vendors refused to shift, asking the NMC to put up a sheds at the new location adjacent to the vegetable market in Ganeshwadi.

Speaking to TOI, an official from the public works department (PWD) said, "We have already provided all the basic amenities at the new location. But the vendors are still not ready to shift there until sheds are put up. We have now decided to put up sheds there and a tender worth Rs 14 lakh is to be floated shortly. We will float the tender once we get the approval from the administration."

A flower vendor, on the condition of anonymity, said "The civic administration has provided some amenities, but it has still not put up the sheds. We will shift to the new place once the sheds are put up."

Earlier, the civic administration had decided to shift the flower market on August 15.

However, the decision was deferred as the NMC could not provide all the amenities in time. After having provided all basic amenities, the civic administration had asked the flower vendors to shift to new location. But the vendors refused, seeking putting up of sheds at the new location.
