NEW DELHI: The Planning Commission today approved a plan outlay of Rs 21,500 crore for Odisha for the current financial year 2013-14, up 24.6 per cent from the previous fiscal.

The plan size was finalised here in a meeting between Planning Commission Deputy ChairmanMontek Singh Ahluwalia and Chief Minister of Odisha Naveen Patnaik.

The state had asked for a plan outlay of Rs 21,467 crore for 2013-14.

"We have approved plan size of Rs 21,500 crore for Odisha. Chief Minister has raised issues about certain areas where the central government can help, particularly on issues of environmental clearances which can sometimes effect the pace of development of the state. We have said that we will look into this," Ahluwalia told reporters after the meeting.

He said the state had shown appreciable progress in the 11th Plan (2007-12) including agriculture and more efforts are needed to improve basic amenities and address the issue of adverse child sex ratio.

He also said public private partnership needs to be further encouraged in both physical and social infrastructure development.

"For faster and balanced socio-economic development, the major focus of the state is to develop critical infrastructure mainly electricity, roads and water and to set up public sector investments in high priority sector such as agriculture, infrastructure and human development," Patnaik said.

He said the Revised Long Term Action Plan for the KBK region, which ended in 2011-12, should be extended for another ten years with enhanced funding and the Perspective Plan should be approved as expeditiously as possible.

The KBK (Koraput-Bolangir-Kalahandi) districts of Odisha have been historically rich in forest resources. However, the old Koraput and Kalahandi districts and portions of Bolangir districts are mainly hilly.

Due to severe droughts and floods, this region faces multi-faceted problems such as tribal backwardness, hill area backwardness and backwardness due to severe natural calamities.

In 2006, government had approved Backward Regions Grant Fund (BRGF) for KBK districts of Odisha including special plan for Bihar, West Bengal and Bundelkhand region in Uttar Pradesh and Madhya Pradesh.

This year, the government has decided to continue the special plan for the KBK districts of Odisha with an allocation of Rs 250 crore per annum in the remaining four years 2013-14 to 2016-17 of the 12th Five Year Plan.

Akhilesh announces projects worth Rs 3,750cr on Ghaziabad

GHAZIABAD: The UP chief minister announced a number of developmental projects in Ghaziabad, working out at Rs 3,750 crore, on the sidelines of function for distributing laptops. Foundation stones were laid for 37 projects, amounting to Rs 3,000 crore. Twelve projects, costing Rs 750 crore, were inaugurated by the CM.

Akhilesh said the government planned to build a bridge between UP and Haryana. "The bridge will be constructed between Baghpat and Panipat across the Yamuna. Officials are working on the project, the cost of which will be shared equally between the two states," he said.

"We believe in development and better quality of life for people from all walks of life instead of developing memorials and parks. We are working on improving all sectors of the economy, including industries, power, business and commerce," he added.

The projects inaugurated include sewage treatment plants in Indirapuram, Govindpuram and Dundahera; construction of a six-lane road from NH-24 to Greater Noida ; a new bridge across the Hindon; widening of the road Dabur T-point to Meerut T-point via Mohan Nagar. Akhilesh also inaugurated 5,016 EWS, 560 LIG and 144 mini-MIG flats . Foundation stones were laid for 37 new projects, including two mega road projects pegged at Rs 1,500 crore, consisting of an elevated road from the UP gate to northern peripheral route via Indirapuram and Vasundhara, and a 21km-long six-lane expressway on the northern peripheral corridor.

Foundation stones for multi-level car parking were laid near the Vaishali Metro station and on the premises of the Ghaziabad collectorate.

MDDA nod for residential project at Dhakpatti

The Mussoorie Dehradun Development Authority (MDDA) board has approved the plan for a residential project at Dhakpatti, Rajpur while it has also planned to decrease the proportion of bank guarantee for land plotting from 100 per cent to 25 per cent. These and other decisions were taken during the MDDA board meeting on the weekend.

The proposed residential facility approved by the MDDA board will comprise more than 800 flats for EWS, LIG, MIG and HIG. The flats will cover 5.4 hectare area at Dhakpatti and cost a total of Rs 148 crore.

The Garhwal Commissioner and MDDA chairman Subardhan has directed officials to fufill all construction related formalities at the earliest. The process of securing the required permissions from the Government will also be speeded up.

Apart from this decision, another important decision taken by the board was aimed at tackling illegal land plotting which has become rampant in Dehradun and adjoining areas. The builder was till now supposed to deposit 100 per cent of the on site cost as bank guarantee while getting the building layout passed by the authority.

The MDDA will now study the system followed by authorities in other States and reduce the proportion of bank guarantee to 25 per cent. It is hoped that this will not only discourage illegal plotting but also encourage legitimate plotting.
