Rs 53,000 crore plan size for AP

NEW DELHI: The Planning Commission on Thursday approved a plan size of Rs 53,000 crore for the state for 2013-14. This was finalized at a high-level meeting of the plan panel officials with chief minister N Kiran Kumar Reddy here on Thursday.

Interestingly, the pet schemes of the chief minister, especially Bangaru Thalli, Indiramma Kalalu and SC/ST sub-plan, received unusual applause from the planning commission. According to sources, the commission was so impressed that planning commission deputy chairman Montek Singh Ahluwalia told the media that he would ask the other states to emulate the schemes initiated in Andhra Pradesh by the Kiran Kumar Reddy government after assessing their results.

The CM said the state was committed to bring down the poverty from 21 per cent to 12 per cent by 2016- 17. Andhra Pradesh, the CM claimed, stood above the national average in most of the social indicators,. "The target growth rate for Andhra Pradesh for 12th plan is 10 per cent whereas the national target is 8.8 per cent. The per capita income of the state stood at Rs 77,277 while the national average is Rs 68,747," he said.

He said he had requested the Planning Commission to declare Pranahita-Chevella and Polavaram projects as national projects. The CM assured the commission that he would bring down the palm oil import bill if the Centre allocates a special project for the state to assist palm oil farmers.

"The Centre is importing worth Rs 50,000 to 60,000 crore worth palm oil every year. Andhra Pradesh has got the potential to meet the demand of the country if Centre allots Rs 2,500 crore per year for five years," he said and hoped for a positive response from the commission.

Hyderabad: The planning commission appreciated Chief Minister Kiran Kumar Reddy’s welfare initiatives including the ‘Bangaru Talli’ (monetary assistance to girl child) and approved the annual plan of Rs 53,000 crore.

The plan expenditure in the state Budget grew by 8.2 per cent against Rs 48,935 crore in 2012-2013. The state continued to be on top vis-a-vis the annual plan outlay.

The approval was given at a high-level meeting held by Planning Commission deputy chairman Dr Montek Singh Ahluwalia with Chief Minister and senior state officials at New Delhi on Thursday.

Speaking to the media after the meeting, Dr Ahluwalia said he was extremely happy over the state’s progress on several social and welfare indicators. In particular, he appreciated the legislative back up to the SC and ST sub plan and asked all the states to emulate Andhra Pradesh in this regard.

Contrary to reports that the Planning Commission pulled up the state for certain shortcomings, Dr Ahluwalia said the commission had found no fault at all with the implementation of plan by the state government.

“The state fared well both economically and socially,” he said.

Dr Ahluwalia suggested to the Chief Minister to take up critical issues in energy and infrastructure with Centre and resolve the long-pending problems. He stressed the need for infusing additional investments in road and rail projects and expediting irrigation projects.

The Chief Minister said the planning commission had asked the state to send fresh proposals for Rs 2,500 crore under the Jawaharlal Nehru National Urban Renewal Mission.

 “Our proposed expenditure in 12th five year plan, the highest in the country, is expected to be `3.42 lakh crore,” he said.

Thanking the planning commission for approving the annual outlay, the Chief Minister said the former had evinced keen interest in SC,ST sub plan, Indiramma kalalu and bangaru talli schemes. The planning commission will showcase our schemes to other states, he added.

NEW DELHI: The Planning Commission today approved plan size of Rs 2,500 crore for the fiscal 2013-14 for Tripura, up 11.1 per cent from a year ago.

The plan size was discussed here in a meeting between Planning Commission Deputy ChairmanMontek Singh Ahluwalia and Chief Minister of TripuraManik Sarkar.

"Tripura's growth rate for the 11th plan has been very good, roughly the same as the country as a whole. We have agreed on a plan size of Rs 2,500 crore and we have reviewed various aspects which are critical to the state," Ahluwalia told reporters after the meeting.

He said the state's performance in agriculture sector has been very good.

However, he also said that the chief minister of the state has drawn his attention to some critical infrastructure projects in the state.

"... some of the critical infra projects likely to be implemented by the central government are really behind schedule, and we agree that it is an area where we should put some special emphasis," he said.

Ahluwalia also said that he has discussed with Road and Railways Minister C P Joshi how the government should try to accelerate completion of national highways project in the state.

Chief Minister Sarkar said the highest priority will be given to general economic services followed by social services and agriculture in the state.

He said efforts are on to create investor friendly environment and open up social sector for private investments.

"The state has enrolled maximum numbers under UID scheme and around 90 per cent population has already been covered," he said.
