Walled City: JMC may allow traders to construct another floor

JAIPUR: Meeting for the first time in one year, the JMC executive committee on Tuesday seems to have decided on allowing the traders in the Walled City area to go ahead with the construction of another floor on the existing commercial buildings.

Presiding over the meeting, mayor Jyoti Khandelwal sought deliberation on the issue. Initially, the traders of Bapu Bazaar and Nehru Bazaar will be allowed to go ahead with the construction, but with certain terms and conditions.

City's traditional shopping hub has been marred by illegal constructions. However, the new decision, says JMC, will give a level-playing field to all traders in the area. The mayor said "The traders will have to maintain the sanctity of the heritage as well as uniformity in design and construction, including the colour."

The decision is also expected to yield revenue for the corporation in the form of regulation fees, land use change and lease agreement. The civic body will lay down separate by-laws and a model for the construction of shops on the rooftop.

Meanwhile, the traders associations have welcomed the move. Most felt that the new by-laws will keep a check on illegal construction. "In the past, hundreds of illegal construction were allowed by bribing officials even as JMC lost on revenue as well the heritage model of the bazaar was tampered with," a Bapu Bazaar trader said.

The new regulation is likely to cover the entire Walled City area. Before the new by-laws come in to force, both the market areas will be declared no-parking zones to avoid congestion, Khandelwal said. On the issue of commercial activities in residential areas, the committee decided to form a group which will look in to possible ways to regularise commercial activities within the purview of the Municipal Act 2009.

Only four marriage halls in PCMC legal

PUNE: Only four of the 57 marriage halls in Pimpri Chinchwad are legal, said Dilip Kudale, co-ordinator of the engineering department in the Pimpri Chinchwad municipal corporation (PCMC).

Strict action against the violators is anticipated as the PCMC and Pimpri-Chinchwad New Township Development Authority (PCNTDA) have started serving notices to the hall owners, Kudale said.

The four authorised marriage halls are located in zone B. There are nine halls in zone A and none of them are authorised. Five of these fall in PCMC limits while the remaining are in PCNTDA areas. Of the 16 halls in zone B, nine are in PCMC out of which five are illegal. The remaining seven are located in PCNTDA areas. There are 16 marriage halls each in zones C and D and none of them are legal.

Kudale said, "11 marriage halls are located in PCNTDA limits. The PCMC has started issuing notices to all the 42 unauthorised constructions. So far, three marriage hall owners in zone C and 11 in zone D have been served notices."Kudale said, "During the one month notice, the owners either need to show the building permission documents or obtain such a permission from the PCMC. If they fail to get either of these, the PCMC will demolish their halls."

Suhas Divse, chief executive officer of the PCNTDA said, "We have recently received possession of the land on which seven illegal marriage halls were operating. The PCNTDA has served them notices last week. The notice period will expire by December 3 or 4. The police have been told to provide protection to our employees when they undertake a demolition drive after December 4."

Almost all marriage halls in the municipal limits have inadequate parking facilities, which forces people to park their vehicles along roads thus causing congestion. The traffic police have decided to take action against owners of such marriage halls, said Manoj Patil, deputy commissioner of police (traffic).

Gaur orders to complete Hamidia Parallel road, rail overbridge

Urban Administration and Development (UAD) Minister Babulal Gaur has issued directives to speedily complete the Hamidia Parallel four-lane road and the railway over-bridge at Kainchi Chhola. These constructions are being done to ease the traffic.

Gaur said that all the obstacles that come in the way of completing these works should be overcame with coordination among officers of all concerned departments. Gaur issued these directives at a meeting with officers of the different departments at a meeting convened at his residence.

Bhopal Mayor Krishna Gaur, Bhopal Municipal Corporation (BMC) Commissioner Manish Singh, Superintending Engineer Public Works Department Askhilesh Upadhyaya, SDM (Old City) Malti Mishra, City Engineer, BMC, AK Nanda and others attended the meeting.

Gaur said that if there is intention to work, no work is difficult. He said that the work to provide facilities to the people should be taken up with interest. He said that slow progress of work will not be tolerated. He directed the city engineer to complete Hamidia parallel road latest by February 2011.

The Urban Administration Minister directed to shift the slums that are preventing progress of the Chhola Railway over bridge work. He also urged the officers to get the court case by Pan Mandi decided at the earliest.

Gaur said that a survey should be conducted for construction of Ropeway over the Upper Lake to attract more tourists. Akhilesh Upadhyaya informed the meeting that plots have been developed in Parvakheda Village to shift the slum dwellers, who are now living on the Waqf Board land on the over bridge path. The ROB to be completed by 30 June 2011.
