Parking at Shivaji Park: state to seek court nod

Mumbai:  The state home department has decided to move the Bombay High Court seeking permission to allow parking in Shivaji Park during Ganapati festival. A meeting was held recently by traffic police and BMC officials to find a solution for the issue that is turning into a major concern for the administration.

“We will ask for relaxation (of the rule) during Ganapati festival as far as parking is concerned. There is no other place to park trucks that come to the city carrying Ganapati idols. We would move the court seeking its permission and see if the AG can represent the state,” said a senior Mantralaya official.

Earlier this month, the Bombay High Court had directed the civic body to ensure no private vehicles are parked on the Shivaji Park ground. The court was hearing a PIL filed by city-based Wecom Trust seeking ‘silence zone’ status for the park. Another bench of the court had, on May 5, directed that the park be declared a ‘silence zone’. A division bench of Chief Justice Mohit Shah and Justice S C Dharmadhikari had asked the BMC to prohibit parking at the ground and file a reply.

The state government is making efforts to seek relaxation in the definition of silence zones as implementation of the 200-metre mark during the festivals has become a hindrance. “We are in touch with the Union Environment Ministry for a solution,” the official said. Meanwhile, police have already started preparing prevention notices to be sent to Ganesh mandals asking them to abide by rules.

CHENNAI: While Chennai Corporation is opening parks by the dozen in the city, residents of Amal Nagar in West Tambaram are being robbed of their only park-cum-playground by the municipality which is constructing a sewage pumping station there.

This, in spite of the Madras High Court giving an interim injunction on August 20 against the setting up of the pumping station on the park. Residents too met officials of the Tambaram municipality last week requesting them to stop the work as they had got a stay order from the high court. But on Monday, engineers and officials of the municipality turned up with a large number of police personnel and started the work. "We showed them a copy of the high court order but they neither paid any heed to us nor to the order. They are going ahead with the work very fast due to our objections," said 70-year-old S Rajan, a resident.

As the 9,600-sq ft park remained neglected by the municipality, 63 families in the neighbourhood chipped in to renovate it 20 years ago. They have been maintaining the park ever since. Over the years, they have spent more than Rs 5 lakh in converting the open space reservation land into a park-cum-playground. "Everyone contributed for the renovation. We also installed children's play equipment and set up separate courts for badminton, basketball and volleyball. We also erected a compound wall with three-feet high grills. But now the municipality has demolished everything," said Anandraj, another resident.

On August 6, municipal officials brought down the compound wall and dug a 30-feet wide and 12-feet deep pit to build the pumping station, which is part of the Rs 107cr common underground drainage system. Subsequently, residents met officials of Tambaram municipality and also Kancheepuram collector Santosh K Misra on Friday to petition against the conversion of playground into a pumping station. As a last resort, they approached the high court.

Municipality officials told TOI that the park, located on a low stream area, was the ideal place to have a pumping station because water flow would be smooth. The project, commissioned under the Jawaharlal Nehru National Urban Renewal Mission ( JNNURM), is expected to be completed by October 2011.

Kakinada will receive a sum of Rs. 400 crores under Rajiv Awas Yojna, says Mayor

KAKINADA: A sum of Rs. 400 crore would be released to the city soon to develop basic infrastructure in the slums including construction of permanent houses, laying of roads and drains and providing electricity under Rajiv Awas Yojna.

Announcing this at a press conference here on Wednesday, Mayor K. Saroja said that Kakinada was one among the 26 cities from the State selected by the Central government under the scheme.

“We have identified 101 notified slums here and have submitted a report to the State government seeking funds for developing basic infrastructure,” she said.

Municipal Administration Minister Anam Ramanarayana Reddy convened a meeting with the Mayors and Municipal Commissioners concerned in Hyderabad on Tuesday to discuss the modalities. “A draft legislation of Andhra Pradesh Slum (Re-development, Rehabilitation and Prevention) Act -2010 has already been chalked out and it will become an Act very soon. In all probability , a clear picture will emerge by the end of this month,” she said. Ms. Saroja said that group houses would be constructed on the lines of apartment complexes and given to all the beneficiaries. “Instead of distributing pattas to the poor people who built houses in government lands, the government will issue registered documents in the name of beneficiaries,” she explained.

Under the scheme, the houses would be registered only in the name of women and the beneficiaries would not have a right to sell the property. They, however, could mortgage it with the banks.
