State quashes PCMC's bid to dereserve land in Bhosari

PUNE: The state government has issued a government resolution (GR) cancelling a resolution passed by the general body of the Pimpri-Chinchwad Municipal Corporation (PCMC) on the dereservation of a plot of land in the Phugewadi area of Bhosari.

This plot had been reserved for a school but Nationalist Congress Party (NCP) corporator Surdas Gaikwad had constructed an illegal building on it.

The GR, dated October 21, states that the PCMC general body had approved a resolution on November 19, 1997, that reservation no 4 of the primary school on the plot in Sr. No 471 in Bhosari (Phugewadi) be cancelled. The resolution had been sent to the state government for approval before the state government took a decision, Gaikwad had constructed a building on the land.

In May 2009, following a high court directive, the civic body had demolished the illegal construction. The civic administration had also tabled a proposal to disqualify Gaikwad for the illegal construction, but since then the matter has been kept pending by the general body since then.

"The points contained in the proposal sent by the municipal commissioner and the need for developing the reservation as per the development plan (DP) were considered. This proposal is against the interests of the majority of the population hence the proposal is cancelled as per powers granted to the state government under the provisions of section 451 of Bombay Provincial Municipal Corporation (BPMC) Act 1949. The municipal commissioner of PCMC has been directed to immediately fulfil all the tasks related to this directive," the government resolution said.

According to the dereservation proposal, an area of 11,000 sq ft was reserved for primary school in Sr No. 471 in Bhosari as per the 1995 DP. The proposal to acquire the plot was sent to the district collector on October 8, 1982.

However the PCMC general body resolution had said that there was a big municipal school in the same area which was adequate to meet the needs of the people. Hence it was proposed that the school reservation on the land be cancelled.
