Municipal Plan unveiled

Focus on infrastructure development.

The Municipal Plan for 2013-14 will focus on decentralisation of waste processing and development of infrastructure, M.P. Santhosh Kumar, chairman of the Kottayam Municipal Council, has said.

He was speaking at the development seminar organised to give shape to the annual plan.

Mr. Santhosh Kumar said the Plan envisaged setting up incinerators and biogas plants at the zonal level to bring down the waste dumped at the Vadavathur dumping yard.

A plastic shredding unit would be set up at Kodimatha. The total plan outlay for the projects, including spillover works, is Rs.23 crore.

Tender process

Mr. Santhosh Kumar said the council hoped to get the District Planning Committee’s nod for Plan by the month-end so that tender process could start by June.

A special session of the council would be held before May 15, he said.

Kottayam municipality was one of the worst performers in the district with respect to Plan spending during 2012-13. The council spent only 43 per cent of the funds allocated by March 31, while Pala achieved cent per cent; Vaikom 65.63 percent and Changanassery 84 per cent.

Mr. Santhosh Kumar said he hoped to rewrite the records this year by launching projects early and completing them on time.
