Kalia announces relaxation in building bylaws

Punjab Local Bodies Minister Manoranjan Kalia has introduced special relief to the flat allottees in improvement trust localities by enhancing the site coverage percentage to virtually regularise building by-laws violations, thus allowing them to get their flats duly registered.

Presiding over “sangat darshan” hosted by Jalandhar Improvement Trust here, Kalia said this would enable thousands of such allottees to get registration deeds executed in their favour while a majority of such cases were pending for 20 to 30 years.

Kalia said that up to 100 square yards, the site coverage area would now be allowed up to 85 percent in comparison to the earlier bar of 66 per cent. Similarly the coverage was enhanced to 80 per cent from 70 per cent in case plot area was 100 to 150 square yards while up to 200 square yards, the limit was now 75 per cent.

“Similarly, the limit for 200 to 300 square yards is 70 per cent, while it is fixed at 65 per cent for plots ranging from 300 to 500 square yards. The limit has been enhanced up to 55 per cent in case plot area is above 500 square yards,” the minister said, adding that five per cent additional composition facility would be applicable as earlier.

“I have instructed the JIT officials to conduct registration deeds of all flat holders even if the violation percentage is more than permitted. Let the flat be registered first while issue regarding non-compoundable area can be settled afterwards. This will earn more revenue for us,” he added.

On Ludhiana Municipal Corporation’s bogus bills payment fraud, the minister said that the department’s Chief Vigilance Officer had been entrusted to conduct a thorough probe into the scam. “Preliminary inquiries suggested a sum of Rs 73 lakh had been fraudulently paid to private contractors in connivance with the MC officials. None will be spared if found guilty,” he asserted.
