MUDA for layout on site-sharing basis

MYSORE: If all goes as per plan, the Mysore Urban Development Authority (MUDA) will develop its first new layout on a site-sharing basis. The project has been sent to the government for approval.

The proposed project will come up near Ballahalli, which is nearly 15 km away from the heart of the city. Under the scheme, the urban body will partner with farmers/property owners for development of the new layout. MUDA will enter into an agreement with the property owner to develop the layout and 40 pc of sites will be given to the property owner.

This means less investment by MUDA on purchase of bulk land to create layouts, which it has been doing since decades. With boom in real estate, availability of bulk land in the city area was difficult for MUDA as private developers had blocked land by paying farmers/property owners an advance. Now that MUDA has come forward to develop layouts on sharing basis, this may benefit the property owners as they would get 40 pc of ready sites without spending a pie.

Presenting MUDA budget 2013-12 on Tuesday, MUDA commissioner CG Betsurmath said they have reserved Rs 37.67 cr for the development of layouts, including those under site-sharing basis (40/60 basis) this fiscal.

"This is for the first time that MUDA is developing a layout on site-sharing basis. We are working out a plan to ensure its success,",he said.

According to Betsurmath, they have identified nearly 700 acres in southwest of Mysore near the village, which is next to Rabindranath Tagore layout. "Owners having a total of 100 acres of land have come forward for the project. We are awaiting government nod to proceed further,'' he said.

Under the scheme, MUDA will invest money to develop the layout and take some 60 pc sites from them. Owners need not spend money for land conversion and to develop infrastructure like road, UGD, water and electricity. The commissioner, however, said MUDA has not fixed specific amount on this score.

MUDA has reserved Rs 37.67 cr for development of layouts. The fund has been increased from a mere Rs 21.50 cr in 2012 and Rs 32.42 cr in 2011. The layouts include: Lalithadrinagar I stage (north), Nalwadi Krishnarajawadiyar Nagar, Swarnajayanthi Nagar, Lalithadrinagar II stage and Shanthveri Gopalgowdanagar II stage.

Rs 540.90 cr budget

MUDA will be able to generate Rs 140 cr revenue from distribution of sites in RT Nagar, Lalithadrinagar (north), Shathaveri Gowda and Ballahalli process and Rs 150.95 cr from auction of corner and prime sites, as against the projected Rs 540.90 cr budget this year. It is also seeking revenue of Rs 70 cr from private layout developers and Rs 55 cr from distribution of CA sites.

Budget proposes toll on Outer Ring Road, tax on vacant sites.

The Mysore Urban Development Authority (MUDA) proposes to distribute sites, levy betterment taxes, impose toll on Outer Ring Road users and impose tax on vacant sites to generate revenue during the financial year 2013-14.

On Tuesday, MUDA Commissioner C.G. Betsurmath presented a surplus budget that envisages revenue of Rs. 540.9 crore and expenditure of Rs. 539.32 crore.

Income sources

According to the budget proposals, Rs. 140.2 crore would be raised by creating new sites at Balahalli, Lalitadrinagar 1st stage, Shantaveri Gopala Gowda Nagar and Rabindranath Tagore Nagar.

Distribution of sites would account for nearly 30 per cent of revenue.

Distribution of houses under the group housing schemes is expected to generate Rs. 50 crore, while betterment tax on the ORR is expected to help rake in Rs. 20 crore. City development fee on private developers and layouts is expected to generate about Rs. 70 crore.

MUDA also envisages the sale of over 300 civic amenities sites, bringing in Rs. 35 crore, while 109 CA sites would be sold to various organisations and associations, raising Rs. 20 crore.

Corner sites

The authority hopes to raise Rs. 150.95 crore from the auction of intermediate and corner sites, a major money-spinner.

The tax on vacant sites would be Rs.1 per sq. ft. This money would go towards upkeep and maintenance of the area, which would otherwise be overgrown with weeds.

Expenditure

The bulk of expenditure would be development of new residential areas in the city, including Lalitadrinagar 1st stage (North), Nalwadi Krishnaraja Wadiyar Nagar, Swarna Jayanti Nagar, Lalitadrinagara 2nd stage, Shantaveri Gopal Gowda Nagar 2nd stage and Balhalli.

MUDA has submitted the proposals for government approval. If implemented, it would cost Rs. 37.67 crore.

Funds have been set aside for the development of gardens and parks, and enhancing the green cover of the city. Vijayanagara 4th stage, Sathgalli 1st, 2nd and 3rd phase, Devanur 3rd phase, Vasanthnagar, Lalbahadur Shastri Nagar, Vijayanagar 3rd stage, Shantaveri Gopal Gowda Nagar and a few private layouts would benefit from Rs. 2.2 crore set aside for this purpose.

MUDA plans to launch a programme called Green+ (green cross) by taking up sapling planting along main roads, and development of parks and lawns in new residential areas. As much as Rs. 8 crore has been earmarked for this.

At junctions

As per the budget, Rs. 3 crore has been set aside to develop major junctions and ease traffic.

Besides, an outlay of Rs. 4 crore is for installation of busts of Sir M. Visvesvaraya, Purnaiah, Mirza Ismail and N. Madhav Rao for their contribution to the city. These would be at Visvesvaraya Circle, Millennium Circle and Columbia Asia-Ring Road junction.

Development of Lingambudhi lake, construction of an international standard convention hall, development of playgrounds to promote sports and enhancing of seating capacity of Bannimantap Grounds are some of the other projects proposed in the budget.

MUDA chairman L. Nagendra, elected representatives and MUDA members were present.

Planetarium to come up at Sahakarnagar

The PMC will build a planetarium in Sahakarnagar for everyone to view the planets, stars and constellations.

"The proposal for planetarium was recently approved by the civic administration and work would start with immediate effect. The project is expected to be ready by August 2013," said Congress corporator Ulas Bagul, who took initiative for the planetarium. Pune would be third city in the state to have a planetarium after Mumbai and Nagpur. The planetarium will be named after former union minister of science and technology late Vilasrao Deshmukh. The planetarium will be build in Sahakarnagar adjoining the ground of Rajiv Gandhi Academy of E-Learning school on 11,200 square feet land across two floors. "It will be developed using advanced automated digital technology of international standards. Visitors will be able to view the complete sky and related visuals," said the civic officer. Renowned German company Carl Zeiss Jena GmbH will provide technology support for the planetarium which will be build at a cost of Rs 5 crore. The planetarium will have an advanced high capacity telescope installed on a tower from night sky viewing. The campus will have ample parking space.
