Survey of illegal structures today

INDORE: District administration along with Indore Development Authority (IDA) and Indore Municipal Corporation (IMC) is going to carry out a survey of illegal constructions and encroachments in scheme no 171 from Tuesday. All the illegal constructions and encroachments will be demolished in a drive expected to start in next few days.

Many people-mainly plot owners of Nyay Nagar Extension, one of the colonies under scheme no 171, have been complaining about encroachments and illegal constructions on around 200 plots of the society. Plot owners have complained to the collector, division commissioner and raised the issue at Lasudia police station recently during 'Bhoomi Sravan Abhiyan'. Following this, the division commissioner had instructed officials to take action against the complaints.Scheme no 171 is one of the most controversial areas of IDA. Few months ago, the IDA board had decided to exempt four housing societies from its scheme. After the decision, the size of the scheme was reduced to nearly 200 hectare from its initial size of 252 hectare.

As of now, lands of nearly eight colonies are coming under the scheme and plot owners have been demanding exemption for their societies from the scheme. All these societies have approved layout from town and country department but no construction was done till the time of announcement of scheme.

Around 7,000-8,000 plots have been registered under these societies and IDA had promised to give land to all the bonafied plot owners.

IDA had also formed a committee to look into the documents and submit their report on the basis of which plots will be allotted.

Now IDA is expected to raise this issue once again in its upcoming board meeting.

CHANDIGARH: After imposing house tax, Chandigarh Municipal Corporation is now all set to undertake a survey of commercial properties for revision of tax on these establishments.

A total of Rs 5 lakh has been earmarked for survey in the budget. Significantly, in a missive, UT had recently told the MC for revision of existing tax on commercial properties, besides initiating property tax on residential properties.

Sources in the MC revealed that no survey of commercial properties has been carried out after 2009-10 and many commercial properties have been transferred to the civic body from UT.

"MC got four new villages from the Chandigarh administration in 2010-2011 in which there are around 3,100 units on whom we have to levy the commercial property tax.

Besides this, revision of existing tax is also pending since long. The tax on commercial properties was imposed in 2004 and as per norms, it should have been revised after three years in 2007, but nothing has been done till date," said a senior official of MC, pleading anonymity.

When asked, municipal commissioner Vivek Partap Singh said, "There is no recent revision in the commercial tax. An amount has been kept aside in the budget for revision. If required, the money can be used in the survey, as to get funds immediately for such an exercise is a tough task."

Building plan approval to go online in 3 months

NASHIK: The Nashik Municipal Corporation (NMC) is planning to introduce an online approval system for building plans. The system is expected to become operational within the next three months.

Building plans are approved by the town planning department. As per NMC norms, it should take 60 days to approve a plan, but the process usually takes much longer. Also, several clarifications are to be carried out before a proposal is cleared.

A senior NMC official said, "The objective of making the procedure online is to bring in more transparency. We have already designed a software for this. After the software is tested, the system will become operational." The civic body will explain the software to architects, he added.

The official said the software is programmed in such a way that it will accept a proposal only if all the necessary documents are submitted.

The builder or architect will have to submit hard copies of documents required for approval of a building plan after a proposal is submitted online.

The system will help officials see all the building plan proposals at a time along with their status. The plan will be approved on first-come-first-served basis.

Welcoming the step, president of the Confederation of Real Estate Developers' Association of India, Kiran Chavan, said, "The online system will benefit builders as it will reduce the time taken to sanction building plans. Queries can be cleared online by the builder and the architect in the office, which will reduce trips to the NMC."

Executive engineer of the NMC's town planning department S V Ghuge said, that the process for online approval was underway and that it would be in place soon. "On an average, we get around 1,200-1,500 building plans for approval every year. The online process will simplify and speed up work."
