Jaipur Development Authority slaps notice on illegal construction

JAIPUR: The enforcement team of Jaipur Development Authority (JDA) on Monday issued nearly 50 notices against illegal construction in the catchment area of Amanishah Nullah.

"Officials have been directed to issue notices to non-residential construction in the catchment area of the nullah," said Jaipur Development Commissioner Kuldeep Ranka.

The owners have been given some time to reply to the notices. On failing to do so, the illegal construction will be razed by the authority. According to an official, a team left for New Delhi on Monday to handover a notice to the owner of Mansarovar Heritage Inn which has constructed an apartment on the catchment area. "We have given a week's time to the firm to reply to the notice," he said.

For finalizing the alignment of Amanishah Nullah, JDA will construct pillars and demarcate the boundaries. "Maps have been finalized for final demarcation for a 9-km stretch, while work on another 14km is underway," an official said.

The official claimed that the nullah will be made approximately 210 feet wide, and a centerline will be determined for it. Currently, the flow area of nallah is approximately 130 feet.

The BBMP Council on Thursday passed a resolution to increase the betterment charges for the revenue sites. This time, it has proposed Rs 540 per square metre to regularise revenue sites of any dimension.

Betterment charges are levied on sites in the revenue layouts located in newly-added areas to the city corporation during the formation of the BBMP. There are around 300 such revenue layouts.

In 2010, when S K Nataraj was the Mayor, BBMP Council had passed a resolution fixing different betterment charges for different dimensions  of sites. It was Rs 200 per square metre for sites measuring up to 1,200 square

feet, Rs 250 per square metre for sites measuring 1,200 square feet to 2,400 square feet, Rs 350 per square metre

for sites measuring 2,400 square feet to 6,000 square feet and Rs 450 per square metre for sites with a measurement of over 6,000 square feet. The charges-which were for the provision of water supply, roads and

drainage-were approved by the BBMP council on December 29, 2010. The then BBMP Commissioner Siddaiah had issued a circular in this regard. Following this, some landowners went to the High Court challenging the betterment charges fixed. In April this year, the court had observed that it could not be said that the owners of the smaller sites were always economically weak and invariably use lesser infrastructure provided by the BBMP..

SURAT: Officials of town planning department at Surat Municipal Corporation (SMC) faced a deluge of applications for regularization of illegal construction by paying impact fee during this month. They got a relief only when the government extended the timeline for another six months.Against the trickle of last few months, August saw a flood of applications with the number standing at 10,547.

Officials said that the number may touch 20,000 by February, 2013. What is noteworthy is that the owners of small properties have come forward in large numbers to take advantage of impact fee regulation."We are happy that at last the people for whom this scheme is meant are coming out to get their properties regularized. We have instances of 40 house owners of a society coming up with applications for regularization of their properties," said Jivan Patel, director of planning at SMC.

There are only 11 lakh houses registered with SMC in a city that has a population of 46 lakh people. The number of high rise buildings is pegged at close to 1,700 and the commercial buildings are estimated to be around 1,500. Not many from this segment have come forward till now to apply for regularization of their properties by paying an impact fee."We can assure you that after 2002-03 there have been very little illegal construction in the city. The majority of buildings have come up according to the plan.

In fact, the buyers have become more aware and refrain from purchasing properties that are not built as per approved plans," said Vijay Desai, an official from the town planning department. Officials said that a large number of buildings came up in Varachha and Katargam zones of the city in the recent past without following the norms of construction.A major chunk of the applications received for regularization is from these areas.The SMC had earned an additional Rs 100 crore when a one time impact fee proposal was brought out by the state government in 2000. The civic body expects to earn much more this time.
