Corporation council nod for Five-Year Plan draft report

Plan has a total outlay of Rs.6.75 crore

The draft report for the implementation of the 12{+t}{+h}Five Year Plan and the annual plan for the year 2012-13 has been accepted by the City Corporation Council.

This was done at a meeting of the council held on Friday. The draft, prepared by the 15 standing committees, will now be put to a detailed discussion at a development seminar to be held here on Saturday.

One of the major thrust areas in the plan is the promotion of small scale industries. The lack of industrial estates in the Corporation area has been identified as a major drawback.

So, mini industrial parks will be set up either under the complete control of the Corporation or in partnership with private entities.

Out of the Rs.6.75 crore allotted for the five years, Rs.1.15 crore will be used in the coming year. The focus will be to develop a ‘green industrial belt’ with minimal impact on the environment.

E-governance

The next five years will see the expansion of the Corporation’s e-governance initiatives. An amount of Rs.2.5 crore has been earmarked for the five years, of which Rs.62 lakh will be used in the next year.

A Geographical Information System, which will enable real-time monitoring of developmental activities, is a major project as part of this. All the geographical information about the Corporation has already been collected in a database.

The possibility of mobile governance will be explored. More services will be made available online.

In the area of health and hygiene, the improvement of the city’s waste segregation and waste processing programmes is the area of focus.

There is a shortage of five medical officers, which will be filled.

The spread of eradicated diseases through migrant workers will be monitored and proper treatment will be given. An amount of Rs.7.7 crore has been planned for the coming year.

The delay in the implementation of the Japan International Cooperation Agency (JICA)’s water supply project has made it necessary to explore the possibilities of small scale projects in the meantime.

But in the long run, the JICA is expected to meet the city’s water requirement that will touch 143.3 mld in 2021. The current supply is 57 mld after leakages and other losses.

For SCs

A comprehensive development plan for scheduled castes will be prepared this year.The existing scheduled caste colonies will be improved with better walkways, improved sanitation and the setting up of more health centres and schools in the areas.

The Corporation hopes to provide water connection to all households in the colonies by the end of this plan period.

It has been found in the previous years that in many projects targeted at the scheduled castes, enough beneficiaries did not come forward to claim the benefits.

This will be rectified with proper targeting.

The anganwadis that are plagued by lack of proper buildings will be provided funds to improve the condition of existing buildings and0 also to relocate to new buildings.

But the giant leap in land prices and building rents is seen as a cause of concern.The implementation of these projects will be done by taking into account the backwardness in the three wards that were merged to the Corporation in 2011.

Remove illegal hoardings, says MC Commissioner

 Get the illegal hoardings removed from the different parts of the city or challan the violators, Municipal Corporation (MC) Commissioner R K Verma today gave these instructions to all the zonal commissioners of the Municipal Corporation. However as per the rules, three challans need to be issued to the violators which amount to fine of Rs 500 only every time and only afterwards an FIR can be registered against the violator.

However, it was indicated that the rules of fine have not been revised since long and hence the officers cannot go beyond this fine.

The meagre fine hence cannot cut the ice because the violators can easily get away after paying Rs 1500 for the three challans issued.

The Commissioner, however, to nip the evil in the bud asked the zonal commissioners stated that the structure, where the hoardings are displayed, needs to be removed so that repeated hoardings cannot be displayed at the selected sites.

In addition to this, Commissioner also asked the zonal commissioners to take stock of illegal buildings being constructed in their area and they must take action against the violator. Apart from this even the commissioner has asked the zonal commissioners to review the house tax assesses, water and sewer connections, so that income of corporation can be enhanced.

Refuses to act against ‘killer’ firm

On thursday two persons died with the vehicle of A2 Z, the private company hired by the Municipal Corporation for lifting garbage from the city.

However, the Municipal Corporation \Commissioner stated that it is between the police and company and they cannot interfere in between.

When asked as whether the drivers are trained or not, he passed on the buck to the transport department.

However, the Municipal Corporation had been paying compensation to the families in case the Municipal Corporation drivers used to be the reason for such accidents.

Interestingly, in the contract between the Municipal Corporation and the private company, the clause of compensation has not been included in case of any mishap due to the reasons best know to the corporation authorities.

Zirakpur to stop giving nod to illegal colonies

The Zirakpur Municipal Corporation – based on directions issued by the Punjab and Haryana High Court on August 2 – will no longer sanction any further plans for construction of unauthorised colonies in Zirakpur. An undertaking to this effect was given by the Zirakpur MC, on Thursday, before the high court. On the issue of illegal colonies, the Zirakpur authorities submitted that after preparation of Zirakpur's master plan, no illegal colony had been regularised and that there are no illegal colonies left in Zirakpur.

Last year, the Punjab department of local bodies had recommended the registration of criminal cases in as many as 16 cases of illegal development. In addition to this, registration of cases were also recommended under the Periphery Act and nine under the Punjab Apartment Act. The Zirakpur authorities gave an undertaking to the high court that effluent treatment plant and all other basic facilities to those residing in Zirakpur colonies will be made available by March 31, 2013.

Earlier, the high court had come down heavily on Zirakpur authorities for not providing basic amenities to Zirakpur residents. Recording the undertaking given by the authorities, the high court has disposed of the petition.

The court had taken suo motu notice of the situation in Zirakpur on the basis of a news item which had highlighted that a man was electrocuted in a bid to save his inverter from rainwater entering his house due to the non-effective sewage system.

In a statement released on Thursday, the Zirakpur MC said the state has decided to grant Rs 1 lakh as compensation to the widow of the deceased. The Court granted liberty to Advocate Saurabh, counsel for the widow, to file a petition before a competent court of law to claim ex-gratia and more compensation on account of negligence by the state authorities.
