Work on disaster management plan begins

Researchers in association with BMC will make a thorough assessment of probable risks


BHUBANESWAR: Keeping possible disasters and their impact on populace in mind, Bhubaneswar Municipal Corporation has begun spade work to put City Disaster Management Plan in place.

Ward officers of 60 wards under BMC were invited to a workshop here on Wednesday where they were informed about the different disasters that could happen in a city. As per the plan, 20 ward officers were asked to prepare ward-level plan to minimise impact of disasters and to deal with aftermath situations. Draft of the disaster plan for 20 wards would be ready by March next, said Gyana Das, State Project Officer (Disaster Risk Reduction) of UNDP.

Workshop

BMC's Slum Improvement Officer Dillip Routray who conducted the workshop said focussed awareness programme should be devised and people should know their duties during and after disasters.

The current exercise is part of Urban Risk Reduction (URR) programme, which will be implemented by 2012. Upon completion, the capital could see a unified incident command system taking over the affairs from emergency operation centre during crisis situation.

Mr. Das said the BMC has already identified a control room on its office premise to start the work.

Researchers in association with BMC employees would make a thorough assessment of probable risks and disasters the capital could face in future for which vulnerability mapping would be done.

Among others Kamal Lochan Mishra of Orissa State Disaster Management Authority and Meghanada Behera of a programme associate of Urban Risk Reduction (URR) spoke on the occasion.

‘No more demolitions without notice'

BANGALORE: In a landmark decision that is expected to bring back smiles on the faces of land and house owners whose buildings are marked for demolition, the State Government on Wednesday said it would not demolish buildings or structures in the State or evict people from their land without giving sufficient notice. The Government made this submission in the form of an affidavit before the Karnataka High Court.

Additional Chief Secretary and Principal Secretary of the Department of Urban Development Subhir Hari Singh filed an affidavit to this effect before the court of Justice D V. Shylendra Kumar.

Justice Shylendra Kumar had last week asked the Commissioner of BDA and the Principal Secretary of the Urban Development Department (UDD) to be present on Wednesday to explain the rationale of the BDA in demolishing homes and structures without giving sufficient notice.

Justice Shylendra Kumar had taken exception to the manner in which the BDA had demolished houses in RMV Extension without affording sufficient opportunity to the house owners.

Government advocate Dodderri submitted an affidavit to the court. The affidavit by Mr. Singh stated that the Government had issued a notification to all urban development bodies, including the BDA, to ensure that no demolition was carried out without giving sufficient notice.

The affidavit said the due process of law would be followed whenever houses or structures are marked for demolition. The same process would be followed in the case of Ropeena Agrahara, Mr. Dodderi told the court.

MCD cracks down on illegal constructions

The MCD demolished unauthorised portions of 17 buildings and sealed 20 others on Friday, the third day of its drive against illegal constructions in east Delhi. The drive against illegal structures in the city has been intensified by the Municipal Corporation of Delhi (MCD) after a house collapsed in east Delhi on November 15, killing 70 people.

The civic agency has so far taken action against 107 unauthorised constructions in Shahdara South zone in the past three days.

MCD officials sealed unauthorised properties in Vishwakarma Park and J-extension of Laxmi Nagar. They demolished ongoing constructions in Geeta Colony, Gandhi Nagar and Preet Vihar, PD Vihar and Mangal Bazar - all of which come under Shahdara South zone.

The MCD had sealed 14 illegal properties and demolished 18 properties in the zone on Thursday.

The civic agency has received a lot of criticism for mushrooming of illegal buildings.

During the first day of the drive in Lalita Park and nearby areas, protests turned violent with residents allegedly thrashing the local municipal councillor.
