Basic facilities still a mirage for these residents

The recent dacoity in the Telecom layout has exposed gross negligence on the part of officials of the City Municipal Council and Hassan Urban Development Authority(HUDA). The layout is rid of problems and the city buses are yet to operate in this layout despite the layout came into existence nearly a decade ago.

 

 

 

 

 

 

The residents are living in constant fear and are cursing  themselves for building the houses in the layout which did not have basic amenities like road, UGD and storm water drains.

Owing to the lack of security, public transport and infrastructure, only a few houses have been constructed. So far, only 20 houses have come up out of the allotted 200 sites. KSRTC is yet to make mind to operate buses to the locality.

While thieves attack lonely houses, the bushes and weeds that have grown on the vacant plots have kept the residents in constant fear of reptiles and snakes. Vehicles that are parked outside the houses are being lifted by the thieves. This has forced the residents to construct the compound wall around their houses.  A few owners never park vehicles in the compound. “Even slippers are not spared if it is left inside the compound,” a resident says.

The residents are demanding the KSRTC to run a regular bus services to the layout till late evening. They have also urged HUDA to direct the officials and people connected to the development of telecom layout to provide good roads and storm water drains.

Development of NVDA to become campaign of the masses

Experiencing a number of hurdles in bringing up major irrigation projects in the valley during past, Narmada Valley Development Authority (NVDA) have found its solution in people’s pro-project support.

The NVDA has all set to launch an action plan from New Year to mobilise the people of the valley to involve themselves in the process of development. Disclosing the action plan, the chairman NVDA, KL Agrawal said that major irrigation projects involve shifting of habitat, which causes displeasure among the people. In the beginning, it was difficult to make people understand about the benefits of these projects. Now after the completion of Maan and Jobat irrigation projects and their success in the form of watering 71 thousand acres land in Dhar district, have changed the people’s opposition into the support. This has also sent positive signals in all over the valley. Taking this into consideration NVDA has decided to put a long-term action plan in all over the Narmada Valley to seek public support and transform the valley development into the people’s campaign.

Agrawal informed that river Narmada have had religious and cultural belief in the minds of tens of thousands of the people of the valley. We would try to link this belief with the development through the Narmada and its tributaries. For this a theme song of Narmada valley development has been composed in the voice of famous singer and Lata Mangeshkar awardee Anuradha Paudwal and well known male singer Suresh Wadekar. An officer who has worked for more than a decade with the authority, Adil Khan has penned this theme song for the action plan.

The CD’s of the song would be made available to Janpad Panchayats and village Panchayats in the valley besides would be aired through Akashwani and Doordarshan. Chairman informed that a documentary film is in the process of making with Madhya Pradesh Maadhyam. The film would be screened through Doordarshan and local channels to educate the people about how major irrigation projects are capable to bring great socio-economic changes within the community.

Elaborating action plan, Agrawal said that looking at the illiteracy in remote areas of the valley action plan includes staging of street plays in villages so to make aware people about their rehabilitation rights and benefits of the proposed projects. If found effective, puppet shows would also be organised in the villages. Agrawal informed that NVDA’s action plan would target the young generation of the farmers of the valley which are basically inclined towards the development of farm-sector and does not entertain anything which delays the process of development.

The chairman said that preparations for this action plan are going on and it will be launched from January 2011. The action plan is also in compliance of the promise made by the chief minister Shivraj Singh Chouhan to the farmers of the state that farming would be no more business of loss in the state, Agrawal added.

TDR should be dropped

In the present circumstances, there is no market for TDR at all. The BBMP has been forcing citizens to accept TDR which is just a piece of paper with no demand for it. Considering the present real estate market scenario and the Akrama Sakrama scheme for regularisation of illegal property, the TDR scheme will flop. If the Sakrama scheme is approved by the government in any form, there will be no demand for TDR at all. Sakrama will regularize almost 80 per cent of the building byelaw deviations if a penalty is paid.

Actually, TDR should be done away with and the BBMP and other civic agencies must concentrate on promoting mass transportation. Several developed countries have realized that road widening is not the solution for traffic woes.They have started implementing mass public transport modes. The government must come out with a suitable model which will be accepted by citizens. Compensation should be given in such a way that the property loser is in a position to buy property elsewhere. The government has a duty to create a market for TDR. If there are no takers for TDR, it should not be enforced.

The TDR must also provide for a rehabilitation package. Considering the market value of the property acquired, suitable compensation should be fixed. Even the town planning scheme may not be attractive as it would not suit Bengaluru. It could be a success in Gujarat. But people in Bengaluru have a different temperament and will not accept it.
