GHMC unions block PPP route

Nov. 23: The Public Private Partnership (PPP) mode may be favoured by experts, but it has its own problems. A Rs 897 crore PPP project in Greater Hyderabad limits is yet to take off as workers and employees’ unions of the GHMC are opposing it.

The Greater Hyderabad Municipal Corporation (GHMC) and M/s Ramky Enviro Engineers Ltd entered into an agreement to develop an integrated solid waste management project, at an estimated cost of Rs 897 crore, after getting clearance from the Cabinet. The agreement was signed in February 2009.

Ramky had to commence its operations within six months of the date of agreement. Within a period of two years from the commencement of commercial operations, the agency has to establish all processes including treatment, disposal and development of a scientific landfill as per MSW Rules 2000.

The project envisaged primary collection and secondary collection of garbage from door to door, transportation up to transfer station, and transportation from transfer station to the disposal site.

It was to take up composting, establish power plants to produce power out of municipal solid waste, develop scientific landfill facilities, construct eight transfer stations and reclaim and re-use existing dump sites.

However, one-and-a-half-years after the agreement was signed, Ramky is struggling to execute the project and is yet to start door to door garbage collection.

First, the elected body of 150 corporators opposed the project and alleged that crores of rupees were given on a platter to a private agency.

The BJP floor leader in the GHMC, Mr Bangari Prakash, asked how a civic body could hand over all its responsibility to a private agency.

“If the private agency will do the job of GHMC, then what will the corporation do? Will it confine itself to giving building permissions and make money?” he asked.

Subsequently, the GHMC sanitation employees and workers’ unions went on a flash strike and brought all garbage clearance operations in the city to a halt. The union leaders said they would not allow Ramky to lift and transport the garbage within the city limits, seeing this as a threat to their own jobs.

The GHMC additional commissioner (health/sanitation), Mr Sk. Aleem Basha, says negotiations are on between the union leaders, Ramky representatives and GHMC officials for an amicable solution.

The Delhi State Level Expert Appraisal Committee (SEAC) has put on hold clearance for at least six DDA proposals, including a residential complex in Narela, in the absence of a zonal development plan for the mega-sub city. It has asked the housing agency to prepare a zonal development plan (ZDP) for the suburb before seeking clearance for any proposal in the area.

During a recent meeting, the SEAC noted that the DDA had proposed various developmental projects in Narela subcity even though it was yet to prepare its developmental plan and get cleared by it as per mandatory requirement for any zone.

"The project proponent should first get environment clearance for zonal development plan and then apply for green nod for section-wise projects in the sub-city..." said the SEAC members.

The DDA's Zonal Development plan in Narela sub-city, Rapid Environmental Impact Assessment for development plan of Sector G2 and G6, plan of G-7 and G-8, at NDZ (Narela Developmental Zone)-XII, integrated freight complex at NDZ-XII and proposed area development project at Sector G-3 and G-4 are lying pending with the panel.

The city has been divided in 15 zones (divisions) and as per Master Plan 2021, every zone should have a zonal developmental plan detailing out land use plan of the  sub-cities in the national capital.

BANGALORE: The anxious wait of those struggling to get possession of sites allotted to them in Arkavathy Layout may soon be over.

The Bangalore Development Authority (BDA) has initiated the process to lay the roads at the layout.

BDA Commissioner Barath Lal Meena said they have started laying roads in the area that is not under dispute.

“We will form the layout and hand over the possession of the sites to the allottees at the earliest,” he said.

“We will have to decide about the compensation that has to be paid to some land owners.”

He said the BDA will decide on developing the remaining stretches of the layout after the High Court gave its verdict on the issue.

The BDA had to stop work at the layout after land owners protested and destroyed all work, including storm water drains dug by the BDA.

The land owners had also prevented the allottees from taking possession of the sites that were marked by the BDA.

Moreover, cases were pending against the land acquisition and the courts had stayed the acquisition of some tracts of land that were notified for the layout.

The Supreme Court decided in favour of the BDA only in May 2010, while the preliminary notification for the layout was issued in 2003.

The BDA had shortlist 20,000 applicants from 2.5 lakh applications for allotting sites in Arkavathy Layout and had allotted sites to 8,813 applicants.

The applicants were denied possession by land owners for five years.

Based on the applications that the BDA received seeking sites in Arkavathy Layout, the state government decided to form five layouts — Nada Prabhu Kempegowda Layout, Shivram Karanth Layout, KC Reddy Layout, Kengal Hanumanthaiah Layout and N Nijalingappa Layout — around the city to allot 1.5 lakh sites to the people in 2007.

The BDA has issued final notification for Kempegowda Layout and is making plans to develop the layout.

The BDA has also issued preliminary notification for Shivramkaranth Layout. The land acquisition process for the remaining three layouts is yet to be initiated due to the overlapping of some survey numbers that were marked for the layout with the land that was allotted for various projects in those areas.
