BBMP to issue notices to consultant, another over poor construction

Bangalore: The Bruhat Bangalore Mahanagara Palike's Standing Committee on Major Works has decided to issue notices for delay and failure to maintain quality in construction of a flyover on a drain between Gali Anjaneya Temple and Vijayanagar Road. The notices will be served to Civil Aid Technoclinic, a third party entrusted with the responsibility of quality monitoring, and STUP, a project management consultant.

Deputy Mayor N. Dayanand and Standing Committee chairperson H. Ravindra, during their inspection on Monday, were appalled at the “sub-standard work”. Irked by this, Mr. Dayanand and Mr. Ravindra directed the contractors and BBMP engineers to complete the flyover construction within four months. Or else, the engineers would face action and the contractors would be blacklisted.

The flyover stretching up to 660 metres in length and 21 metres in width will help ease traffic congestion by connecting Mysore Road and Vijayanagar. The project estimated at Rs. 20.83 crore is being executed with financial assistance under Jawaharlal Nehru National Urban Renewal Mission (JNNURM).

The inspection team was told that the contractor was carrying on work, though the third party had not given the compliance report. However, the third party personnel used unscientific methods to demolish what was built by the contractor without bringing it to the notice of the BBMP.

Work on the storm-water drain would be expedited after resolving the contractor's issue and retendering the work. The earlier contractor had abandoned the drain work. The team decided to appoint a new contractor for the work.

Mr. Ravindra said that he would hold a meeting with the people who live adjacent to the storm-water drain and discuss their problems. Later, he said that Mysore road would be widened at Azad Nagar, and talks were on with the management of the Muslim burial ground for this.

‘Regular programmes to promote Kannada essential’

Kannada Development Authority (KDA) Chairman ‘Mukhyamantri’ Chandru urged varsities to conduct regular programmes to promote Kannada among schools and colleges.

He was speaking at the inauguration of a two-day State-level seminar on ‘Modern Kannada poetry: Study and discourse’ organised by the Karnataka State Open University (KSOU), Department of Kannada and Culture and KDA. He said that KDA is organising 36 programmes to improve the use of language in educational institutions.

 Furthermore, Kannada learning centres are also being set up to make language learning accessible to the non-Kannada speaking population. Citing a report published by UNESCO, Chandru said that a language dies every 15 days in the World. He warned the audience that Kannada might also have to face the same fate if people stopped using the language.

Clarifying that he is not opposed to other languages, he said, our country has a diverse population and every language should be respected.

However, he bemoaned that Kannada was the only language that had to fight for obtaining the classical language status. Observing that Bangalore is home to 68 languages, Chandru said that many are able to live without using the local language.
Commenting on the changes taking place in the language, he said that instead of the language remaining stagnant, it should constantly reinvent itself to be relevant and also add richness to its character.

Chandru urged varsities to include old Kannada in text books to ensure that the language is sustained. He also demanded that Kannada songs should have simple language and meanings of the lyrics should be within the understanding of the majority of people.

 Also, he said, that if Gamaka is strengthened, old Kannada has hopes of surviving. He also demanded that during functions, instead of offering garlands to dignitaries, Kannada books should be distributed to the participants and dignitaries.

BPS: GVMC earns penal fee of Rs. 85.4 cr.

VISAKHAPATNAM: The Building Penalisation Scheme introduced by the State Government for regularising unauthorised constructions came to end on Monday earning a penal fee of Rs.85.4 crores to the Greater Visakhapatnam Municipal Corporation.

On the last day alone, Rs.2.5 crores was realised, according to Chief City Planner D. Venkataratnam. The receiving of documents and the penal fee went on till late in the evening. Of the 22,285 applications, 82 per cent have been disposed of.

The GVMC special counters for BPS worked on Saturday and Sunday, though the two days were holidays. An amount of Rs.1 crores was paid as penal fee during the two days. In some cases, those who have paid the penal amount due and submitted all the papers are not approaching the respective zone offices. Mr. Venkataratnam said they should approach the respective assistant city planners for further action.

Action likely

With BPS coming to an end on Monday, the Municipal authorities are readying themselves to take action against the defaulters.

As a first step, notices will be issued to the defaulters who have applied for regularisation but failed to submit the required documents and pay the penal fee, levying 25 per cent more property tax.

The BPS that had been extended from time to time earned more than Rs.81 crores to the municipal corporation in the form of penal fee till the last week. The scheme was to have been ended by June 30 but was extended again. Until June, the revenue realised from BPS was Rs.71 crores.

BPS was implemented after a GO was issued by the State Government in December, 2007.
