Pune:  Expressing the need for verifying city’s construction activity to ensure it followed all norms, Municipal Commissioner Mahesh Zagade on Monday said an external agency can only carry out the specialised job as it was improper to do the verification of construction activity that have been approved by the civic staff.

“There is a definite case to look into each construction activity that was given permission and that was done. The permissions have been given by the civic staff and it would be improper to verify the construction activity through them,” Zagade told reporters.

He said there has been illegal construction within the city jurisdiction and in some cases construction in water body areas was flouting the rules. A visit to affected place has revealed that many citizens were residing without occupancy certificate issued by the civic body, he said, “Citizens should purchase apartments after ensuring that the developer has got the occupancy certificate for the building.”

The civic administration would soon take up a drive across the city to ensure that each building has valid occupany certificate, he said, adding that if there are 60 per cent building without the occupancy certificate then the civic administration has failed in performing its duties.

The commissioner said a demand of 1,000 additional civic staff has been sought for action against the encroachments in the city. “There are 2,700 engineers with the Brihanmumbai Municipal Corporation (BMC) while the PMC has around 450 engineers despite the fact that the city has one third of the population compared to Mumbai,” Zagade said. “There was a need to increase the staff which has not taken place even after the city’s population has increased in last few years.” 

The work on clearing the natural stream of nullah that got flooded recently in Kothrud has begun and identification of hot spots to remove the encroachments is being done. The PMC would also ensure that the expenditure for anti-encroachment work gets reflected in the next year budget, he said, adding, efforts are being made to appoint a dedicated officer for looking into cases related to encroachments across the city. Zagade refused to comment when asked about the pending proposal in the standing committee on appointing retired high court judge for planning action against illegal construction activities.

Property losers to get more money

People who stand to lose their property for the Kadirenahalli underpass have some tidings of joy. The Bruhat Bangalore Mahanagara Palike is contemplating to hike the compensation amount from Rs 1,600 to Rs 1,950 per square foot.

The project that should have been completed a year ago is still far away from completion. Earlier, it was a huge rock that came in the way to the project and now property acquisition process has emerged as a road block. Of the 44 properties listed for acquisition for the project, only five property owners have come so far to receive the compensation. Remaining owners were upset with the variation in the quantum of compensation.

For, different kinds of properties come in the way of the project. There were BDA sites, revenue sites and also houses allotted by the Housing Board. Considering the nature of properties, the BBMP was offering varying amounts as compensation, which the owners were reluctant to accept, said the BBMP sources. The BBMP then agreed to pay a compensation of Rs 1,600 per square foot, but the property losers were not ready for it.

Finally, the BBMP has agreed to pay a compensation of Rs 1,950 per square foot to the 39 property losers. It was also learnt that the BBMP convinced the property losers to accept the hiked amount. Now, the BBMP will have to shell out Rs 4.25 crore on acquiring private properties to clear the project. A source said that underpass would be ready by December end provided the acquistion was completed within the next 15 days. Currently, a portion of the service road is opened whereas a retaining wall has to be constructed.

Shimoga MP offers bagina at the Bhadra reservoir

SHIMOGA: The State Government has given its approval to implement the much-awaited Upper Bhadra Project at a cost of Rs. 5,985 crore, B.Y. Raghavendra, Shimoga MP, has said.

Addressing presspersons here after offering bagina at the Bhadra reservoir, about 30 km from here, he said that the Bhadra command area covered Chitradurga, Tumkur, Chikmagalur and Kolar districts.

He said of the fund approved for the project, Rs. 3,388 crore would be spent on the irrigation project and Rs. 2,597 crore on drinking water projects in these districts.

Mr. Raghavendra said that Rs. 274 crore would be spent on a tunnel on the 6.9-km stretch canal between the Bhadra dam and Ajjampura in Chikmagalur district. He said that the tender process for this project had been initiated.

The MP urged farmers of the Bhadra command area to use water judiciously.

Chairman of the Bhadra Command Area Development Authority (CADA) K. Shekharappa said that CADA had sent a proposal to the State Government seeking Rs. 25 crore for development works.

He said that there was a need to set up a divisional office of CADA for better management.

President of the zilla panchayat H.C. Basavarajappa, administrative officer of CADA Annaiah, former president of the Shimoga City Municipal Council president N.J. Rajashekhar, B.P. Shivakumar and Shivaji Rao Shindhe were present.
