State proposes layouts on Gujarat model

The Government is contemplating to adopt the Gujarat model of Town Planning Scheme (TPS) for formation of layouts by urban local authorities in State.

Addressing a press conference here on Tuesday after holding a review meeting with commissioners of various urban local authorities, Urban Development Minister Suresh Kumar said under TPS, the land pooled for formation of layouts is shared between the local authority and owner in a ratio of 60:40. The Government was even contemplating to extend the share ratio between the local authority and owner on a 55:45 basis. The scheme, though with some variations, has been adopted by KIADB and BDA during land acquisition.

Under TPS, lands of different owners is pooled together and after proper planning the same is re-distributed after deducting the land required for open spaces, social infrastructure, services, housing for the weaker section and street network. The process enables the local planning authority to develop the commonly pooled land without compulsorily acquiring the same, he said.  The owner also gets compensation for the area reduced for public spaces and roads.

Suresh Kumar said the State Government is also contemplating to incorporate changes in the Karnataka State Town and Country Planning Act 1961 based on the draft Urban and Regional Planning Bill prepared by the Centre.

The draft bill has provisions to include areas that previously had not benefited from planned development. It also enables authorities to plan better to promote investment in housing businesses and social facilities.

The minister said 15 of the 29 urban development authorities in the State have been warned that they will be down-graded to planning authorities if they do not come out with developmental plans within one month. Unlike urban development authorities, planning authorities have no power to acquire land, allot sites and take up developmental works.

Suresh Kumar said all authorities have been instructed not to submit change of land use proposal for a period of two years after finalising their Comprehensive Development Plan (CDP). The authorities have been directed to come out with a comprehensive plan to safeguard heritage sites.

A state-level workshop on Transfer of Development Rights (TDR) will be held in Bangalore on September 7 to discuss the pros and cons of the scheme. Town planners, experts and officials of various departments will participate in the workshop.

BANGALORE: State government's quest for emulating the Gujarat model continues in town planning too. For, it is seriously contemplating to adopt Gujarat's town planning scheme, which is said to be devoid of land acquisition problems.

Urban Development Minister S Sureshkumar on Tuesday told reporters that the Gujarat town planning scheme allowed farmers who lose their land to become partners in projects taken up by urban development authorities.

"As a result, farmers are more than willing to part with their land without creating any problem," he said.

He said Karnataka government wanted to emulate the scheme with a few changes to suit the conditions here.

The minister, who held review meeting of all the head of urban development authorities in the state, said the government was also planning to bring a Bill akin to the New Delhi Town Planning Act to draft master plan for urban development.

"The local bodies in the state are presently governed by the Karnataka Town and Country Planning Act, which is almost five decades old. Therefore, the state government is contemplating an amendment to suit the present day needs,'' he added.

The draft would be ready in the next two months, he added.

Responding to a question, he said that a clear instruction had been given to all authorities to not entertain any land use change proposal at least for two years from the date the master plan was adopted in their respective areas.

MMRDA seeks civic land for Metro substations

MUMBAI: Despite protests from political parties in the corporation, the MMRDA submitted a fresh proposal to the BMC on its plans to construct an underground car depot under the stables at Mahalaxmi racecourse. At a meeting with municipal commissioner Swadheen Kshatriya, MMRDA officials said that it wants 17 hectares of land for two years to complete the project. It would be handed to back to the BMC soon after completion.

At the meeting, the officials also pointed out that it would require BMC land at four to six places to construct substations for the Metro line. "Earlier, they had said they also wanted to construct offices on the surface but now that has been shelved. We have called a meeting between our legal department and the Royal Western India Turf Club (RWITC) to decide the fate of the proposal," said Kshatriya.

Municipal commissioner Swadheen Kshatriya, in a recent letter, asked the BMC's legal and estate departments to prepare grounds for RWITC's eviction from the property based on a three-month-old notice. The MMRDA had asked for land for the depot in the following two to three years. The spots were zeroed in on by MMRDA consultant M/s LBG and the state issued a resolution on June 15.

According to MMRDA officials, earlier, the plan was to have these substations on the main stations but that has now been altered. The BMC and MMRDA also agreed to jointly prepare the development plan (DP), which will be implemented in 2013, and MMRDA's concept plan. "We have agreed to prepare both the plans in tandem for a uniformity of development in BMC and MMRDA projects," said an official.
