Mangalore, June 9, DHNS:

Minister for Urban Development, Law and Parliamentary Affairs Suresh Kumar urged the Mangalore City Corporation Commissioner to issue notices to those buildings which fail to adhere to the rules and regulations with regard to the parking slots in building.

Speaking at Mangalore City Corporation review meeting here on Wednesday, he said “if they fail to turn up even after the notice, then MCC should cancel their license.”

He called upon the Corporation officials not to support the violators. Don’t leave any scope for the violation of parking slots in a building, he added and said: “many building owners think that building violation is their birth right. However, officials should not give scope for violation by supporting their activities.”

Bylaws on parking

Home Minister Dr V S Acharya stressed the need to bring in amendment to the bylaw on parking in the wake of increasing violation of parking slots.

 “In spite of widening the roads, we are facing traffic congestion as the roads are occupied for parking. Off road parking is essential. The roads are not meant for parking,” he added.

Parking policy

Mangalore City Corporation Commissioner Dr Vijayaprakash said SDM College has been asked to prepare a comprehensive report on parking policy in the City. The report is likely to be submitted to the Corporation within 10 days.

Deputy Commissioner V Ponnuraj said multi-layer car parking is needed in the City. “We are planning to have three such multi-layer car parking facilities.”

Enforcement Cell

He also said that Mangalore City Corporation should have an Enforcement Cell to see that violations do not take place in the City.

Mangalore Urban Development Authority (MUDA) President Dr Madhava Bhandary said that though Mangalore has beautiful roads, the footpaths are encroached by the vehicles, leaving the pedestrians on road. “There is a need to construct railings for footpath, so that vehicles can not be parked. Those cellars which houses shops should be vacated and reserved for parking.”

The Minister said that if violations are noticed in the buildings which are under construction, then government will take action.

Minister assures to summon files related to Mall

When the issue of building violation by City Centre mall on K S Rao Road, was brought to the notice of the Minister, Deputy Commissioner V Ponnuraj said the building had undergone series of litigations as they had violated the rules and regulations. Though in the beginning, fire department failed to issue a NOC, after they rectified the loopholes, the NOC was given. Later, the owner of the said building applied under 112 (c) and MCC had to issue them license. Later, Minister assured to summon all the files related to the particular building and initiate action against the same within a month.  The Minister also stated that 112 (c) is not license. But a tool to collect property tax from those who violate the rules and building.

Enquiry against AEEs


Minister for Urban Development, Law and Parliamentary Affairs Suresh Kumar directed MCC Commissioner Dr Vijayaprakash to hold an departmental enquiry against Assistant Executive Engineers (AEEs) who were involved in assault and rift, and submit a report on the same within 15 days.

Speaking at the Mangalore City Corporation review meeting here on Wednesday, he said the engineers should stop engaging themselves in fighting and should concentrate on the development works.

MangaloreOne opens in MCC building

MangaloreOne, the 'one stop shop' concept wherein multiple government departments and private companies services will be delivered under one roof was inaugurated at Mangalore City Corporation (MCC) building on Wednesday by Minister for Urban Development Suresh Kumar.

 

 

Addressing the gathering, he said that the concept has been a huge success in Bangalore and based on the response in Mangalore, the centres will be increased.


“There is absolutely no dearth of funds. We are ready to open up 10 such centres in Mangalore if demand comes from Mangalore City Corporation,” Suresh Kumar said and added that Karnataka ranks first in the country in e-Governance and this centre is one of the project under the same.

He said that there are 65 such centres in the State including Bangalore, Mysore, Hubli, Dharwad, Shimoga, Gulbarga, Tumkur and Mangalore, of which 60 centres have already been opened.

e-Governance Department Principal Secretary M N Vidyashankar said that the MangaloreOne centre has been put up at a cost of Rs 85 lakh and each centre intends to host over 43 services as handled in Bangalore.

e-governance in 125 municipal bodies

Presiding over the programme, MLA N Yogish Bhat said that out of 223 municipal bodies in the State, e-governance has been implemented in 125 bodies.


In 2,300 Government offices in the State, 90 per cent e-Governance works have been completed and it will be functional in full scale by 6 months.

MangaloreOne

Three centres of MangaloreOne have been opened at Corporation Central office Lalbaugh, Commercial Shopping complex of Mangalore City Corporation, Kadri and at Deshabhaktha K S Rao Memorial Building, Bautagudde.

Services

MangaloreOne centres will have services of electricity bill payment, Cellone mobile bill payment and sales of passport applications from the day of inauguration to start with but eventually an array of services including payment of water bill, mobile bills, property tax payment, LIC premium payment, registration of passports, issue of birth and death certificates, renewal of monthly bus passes, KSRTC/ private bus ticket booking, domestic flight ticket booking, railway ticket booking, public grievance redressal, new water connections and many more.

Timings

The services will be available from 8 am to 8 pm, all 365 days, expect on those days specially declared as holiday by e-Governance department. Citizens will have choice of pay modes-cash/cheques/DD/credit/debit cards. Services will be delivered free of cost to citizens except for certain categories like railway ticket booking, PUC services etc.

Disappointed

As District-in-Charge Minister Krishna J Palemar took the dais to address the gathering, Congress Member in Mangalore City Corporation Harinath interrupted him to make a point that Congress members were disappointed as none of the opposition party MLAs and leaders were invited for the programme.

He also reminded that Minister Suresh Kumar, during his last visit, about an year ago had declared that he would not attend any of Mangalore City Corporation programmes till he gets the honourarium of Corporators hiked.

Responding to the same, MLA Yogish Bhat clarified that invitations were sent to all the leaders irrespective of the party and as far as the issue honourarium is concerned, the proposal is in its last stage and it will be passed soon.

Rain water harvesting park by July

June 9: The much awaited Rain Water Harvesting (RWH) theme park, a Rs 2 crore project and the first of its kind in the country, will have 26 real models of RWH on display and will start functioning in two months.

Bangalore Water Supply and Sewerage Board (BWSSB) is setting up the park on 48,000 square feet in Jayanagar fifth block, in association with Karnataka State Science and Technology Council. The purpose is to educate people on RWH which is mandatory in the city for houses on 60/40 sites and also for all new houses on 30/40 sites after the BWSSB (amendment) act 2009, came into effect on August 27, 2009.

The RWH models will provide live demonstrations of various methods of rain harvesting practised across the world. An information centre will be set up to provide brochures, booklets and even telephone numbers of plumbers to assist those planning to implement RWH at their houses, said a BWSSB official.

The ground floor of the information centre will have an exhibition of animated glass models of not just RWH but various other technologies on water treatment including membrane technology for treating waste water. This is intended to promote waste water reuse in the city, the official said. Equipment used for rain water harvesting including pop-up filters will also be on display. The park will have a model of the BWSSB water supply system and a map to show how water is brought to the city and distributed among households.

The the information centre will house a multimedia mini audio visual theatre where movies from across the world which depict rain water harvesting practices and its advantages, will be screened. The auditorium will host talks by experts on rain water harvesting, water conservation.

Work related to the park began in September 2009 and was scheduled to be completed by April 2009. “We will now complete it by July,” said a BWSSB official.
