Call to expedite extension of Corporation boundaries

Move will hamper progress, says Opposition


Kozhikode: The City Corporation Council on Monday urged the State government to speed up the process of extending the Corporation boundaries by including three grama panchayats — Elathur, Cheruvannur-Nallalam and Beypore.

At a special meeting to discuss the issue, the Council adopted a resolution asking the government to implement the proposal that had been approved by the Cabinet in November, 2009. However, the opposition United Democratic Front (UDF) councillors opposed the resolution, saying that the government had a hidden agenda behind the move.

The resolution was put to vote and was passed with 38 councillors supporting it. Ten members, including three Janata Dal (Secular) members of the faction led by M.P. Veerendrakumar, opposed the motion. Mayor M. Bhaskaran chaired the session.

Taking part in the deliberations, Mr. Bhaskaran said the decision to extend the boundaries of the Corporation would improve the infrastructure in the neighbouring civic bodies. Both Kochi and Thiruvananthapuram had extended their boundaries by merging grama panchayats.

(The city area will increase from the existing 84.23 sq.km to 118.2 sq.km. Beypore has an area of 10.2 sq.km; Cheruvannur-Nallalam 10.3 sq.km and Elathur, 13.5 sq.km. The population of the city stood at 4,36,556 as per the 2001 census, and it will increase to more than six lakh after the amalgamation of the three grama panchayats. Beypore has a population of 66,895; Cheruvannur-Nallalam 57,110 and Elathur, 41,326).

Initial approval

He said the UDF State leaders had approved the decision to merge the grama panchayats.

They had not opposed the decision when the matter came up for discussion in the Assembly. Leader of the Opposition Oommen Chandy saw the development prospects of Kozhikode. But here the local leaders were attempting the scuttle the proposal, the Mayor said.

Deputy Mayor P.T. Abdul Latheef said Cheruvannur-Nallalam grama panchayat should have been merged with the Corporation municipality long ago when the city limits had been extended by adding areas such as Chevayur, Kovoor and Kottuli in 1962. Now, all the areas in the city limits had developed, but Cheruvannur-Nallalam being an industrial area was yet to improve infrastructure facilities, he said.

Disagreeing with him, Opposition Leader in the Council P. Mamukoya Haji pointed out that development was yet to reach all the 28 wards that had been merged with the Corporation earlier. Adding more grama panchayats to the city would result in over burdening the residents of these areas.

The shortage of staff at the Corporation office had affected municipal governance. The proposal for merger had not been discussed with these grama panchayats. The State government had also not discussed the matter with the Corporation, Mr. Mamukoya said.

BDA sets up control rooms

The Bangalore Development Authority has set up control rooms for the impending monsoon to help citizens living in areas that may be affected by floods and other rain related problems.

A control room has been set up in each of the four divisional offices of the Authority and will be manned by an Engineering officer supported by an Executive Engineer.

Each of these control rooms have been provided with one earth, one tractor, vehicle, one diesel pump set and 10 officials deputed to assist.

BDA Commissioner has already instructed the officers to identify flood prone areas under BDA jurisdiction and entrusted the work of desilting, declogging and repairs of culverts and roads so as to ensure smooth flow of rainwater.

Nod to Bathinda master plan; urban estates at Pathankot, Hoshiarpur approved

Chandigarh: The master plan of Bathinda was given an in-principal approval during the meeting of the Punjab Regional and Town Planning and Development Board on Friday. A formal approval was also given for development of two new urban estates at Pathankot and Hoshiarpur. A government spokesman said the master plan prepared for Bathinda would not only ensure the integrated and planned development of the Bathinda city but also stall the unplanned and haphazard growth.

Of the total 57,198 hectares, 58.32 per cent has been reserved for commercial purpose, 8.23 per cent for industrial and 7.14 per cent for traffic and transportation under the master plan.

The plan has been prepared keeping the long term view in perspective. In the next 20 years, by 2031, the population of the city will be around 7.86 lakh.

The master area plan also has a provision for the allotment of industrial sites to the proposed ancillary units to be developed in the vicinity of the Guru Gobind Singh oil refinery. It was informed in the meeting that master plans for 9 cities had been notified so far.

Under the master plan an integrated traffic and transportation blueprint has been made with a provision of an 200-fee- wide outer ring road and an inner ring road besides a network of over and under bridges on railway lines to ensure uninterrupted and congestion free vehicular traffic in the city. The board also reviewed the master plan for Jalandhar and decided to publish it again after taking into consideration the suggestions and objections raised by the public.

He said a green signal was given to the acquisition of 200 acres at Pathankot and 140 acres at Hoshiarpur for development of these urban estates.

The state government has decided to acquire the said land under the Land Pooling Scheme. Under this scheme, both the options (land against compensation and land against land) will be offered to those from whom the land will be acquired in Pathankot and Hoshiarpur.

Around 50 per cent of the total area acquired in each urban estate will be utilised for development of roads, parks, public utilities and parking area. Also 5 per cent would be reserved for providing houses to the economically weaker sections (EWS).

The Punjab Chief Minister has also asked the board to immediately float a scheme for the allotment of the available sites earmarked for this purpose to private hospitals and nursing homes and other charitable institutions through advertisements in newspapersThe board also decided to allow the 1984 riot affected allottees to sell their houses allotted by the PUDA.
