Bathinda MC wants tall buildings guarded to keep protestors at bay

Bathinda: Prevention is better than cure. The saying seems to have inspired the Bathinda Municipal Corporation to take preventive measures to combat threats and agitations by protestors who climb atop highrise structures and threaten to commit suicide if their demands are not fulfilled by the government. The MC has asked the owners of a number of tall buildings in the town to ensure that these do not end up as a platform for such protests.

In February this year, a teacher in Jalandhar died after she had immolated herself atop a water tank in February this year. Ever since the ruling Shiromani Akali Dal started nurturing Bathinda and Harsimrat Kaur Badal won the Lok Sabha election from here, the town has ended up being the hotspot for various such protests that are ostensibly aimed at exerting maximum pressure on the government for fulfilment of demands.

“The owners of private high-rise buildings will be held liable if anything goes wrong during such protests on their premises. We have issued letters to the owners of a number of such buildings to make proper arrangements to check the entry of protestors,” said Bathinda MC Commissioner Ravi Bhagat. A police team visited our premises recently to oversee the security arrangements. We already have two-tier security, with the guards of City Centre and Big Cinemas keeping a strict vigil to avoid such a scenario,” said S L Garg, project manager of City Centre.

The MC has already erected walls as high as 10 feet around a couple of tall structures managed by it in the city.

Panchkula: Once proposed for a multi-level parking lot, the Sector-5 site has now turned into a dumping ground. While the Haryana Urban Development Authority (HUDA) chooses to look the other way, the site has become an eyesore for residents.

 

The vacant land behind Shalimar Mall in Sector 5 had been earmarked for a parking lot for the mall. As the project is yet to start, construction waste and garbage has been strewn all around.

 

It also provides the perfect grazing ground for stray cattle. As the upkeep of the land comes under HUDA, the local civic body is quick to wash its hands off the matter. Similarly, another vacant plot in Sector 7 has become a garbage dump with residents alleging that numerous complaints have fallen on deaf ears.

 

The plot, in a bylane of Sector 7, too has become a breeding ground for mosquitoes and flies. Residents also complain that foul smell is causing them much inconvenience.

 

Meanwhile, former councillor V K Sood expressed ignorance on the matter. “I am not aware that there is a garbage dump in the sector. Since the onus of cleaning the area lies on the Municipal Corporation, I will look into the matter at the earliest.”

BANGALORE: More than 2,500 farmers from 67 villages near Bangalore plan to protest outside the office of the Bangalore Development Authority (BDA) on April 8. They are demanding better compensation from the BDA for their land that was acquired to construct the Peripheral Ring Road (PRR), something BDA officials say they cannot do under the existing rules.

Farmers, on their part, say that shortly after their land was acquired, the guidance value — the value of land as fixed by the government — was revised, and insist that they should be given compensation as per the new value.

BDA rules, however, stipulate that compensation has to be determined on the basis of the guidance value prevailing at the time the preliminary notification for land acquisition was issued.

For the PRR, the BDA had issued the preliminary notification in three batches between May 27, 2005 and November 15, 2006. The final notification for acquiring the land was published in July 2007. However, in 2007, the government enhanced the guidance value. Land that was worth Rs 15 lakh under the older system, was valued at Rs 50 lakh. The market prices also have greatly escalated since then. According to sources, one acre of land costs more than Rs 1 crore in some areas where the land has been notified for the PRR. The registration value of the land is fixed on the guidance value.

Many farmers led by the Karnataka Rajya Raitha Sangha leader Kodihalli Chandrashekar have declared that they will not settle for a lower compensation.

A BDA official, who did not wish to be named, said, “Only the court or the government can enhance the compensation. As officials, we go by the rules. The land owners are at a liberty to go to the court instead of protesting here. If the court directs, we can enhance the compensation.’’
